{"id":22340,"date":"2021-07-28T17:30:20","date_gmt":"2021-07-28T17:30:20","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2021\/07\/28\/house-panel-concerned-over-dods-approach-to-the-information-environment\/"},"modified":"2026-08-08T17:54:09","modified_gmt":"2026-08-08T17:54:09","slug":"house-panel-concerned-over-dods-approach-to-the-information-environment","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2021\/07\/28\/house-panel-concerned-over-dods-approach-to-the-information-environment\/","title":{"rendered":"House panel concerned over DoD\u2019s approach to the information environment"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 A U.S. House panel approved a proposal July 28 to require the Department of Defense to evaluate its strategy and operations in the information environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The group of lawmakers wants the comptroller general to deliver two reports on how the DoD prepares for operations in a contested information environment and the department\u2019s effectiveness metrics for those operations, under the version of the annual defense policy bill passed by the House Armed Services Subcommittee on Cyber, Innovative Technologies and Information Systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As adversaries have increased their use of information and influence operations below the threshold of armed conflict, the U.S. has found itself <a href=\"https:\/\/www.c4isrnet.com\/information-warfare\/2020\/10\/05\/why-is-the-united-states-losing-the-information-war\/\" target=\"_blank\">in a state of catch-up<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The chairman of the House panel has expressed frustration with DoD\u2019s approach toward the information environment in the past, <a href=\"https:\/\/www.c4isrnet.com\/information-warfare\/2021\/05\/03\/who-should-lead-the-pentagons-information-operations-efforts\/\" target=\"_blank\">lamenting the lack of leadership and oversight<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am concerned the department leadership has been slow to adapt to the changing nature of warfare in this domain,\u201d Rep. Jim Langevin, D-R.I., said during an April 30 hearing. \u201cToo often, it appears the department\u2019s information related capabilities are stovepiped centers of excellence with varied management and leadership structures, which makes critical coordination more difficult. Further, the Pentagon has made limited progress implementing its 2016 Operations in the Information Environment Strategy, which raises questions about the department\u2019s information operations leadership structure.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The two provisions in the committee\u2019s markup of the fiscal 2022 National Defense Authorization Act, found under a section dubbed \u201citems of special interest,\u201d speak to the group\u2019s concern.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first notes that the committee understands the importance of maintaining dominance in the information environment, which broadly consists of military information support operations, military deception, cyber operations, electromagnetic warfare, operations security and information operations. The comptroller general would need to review DoD decision-making policy and training for service members and commanders operating in contested information environments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second provision would direct the comptroller to report on the sufficiency of DoD\u2019s assessment capability for defining and measuring the impact of information operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Secretary of Defense Lloyd Austin pledged during his confirmation process <a href=\"https:\/\/www.c4isrnet.com\/information-warfare\/2021\/01\/20\/secdef-nominee-pledges-to-evaluate-information-operations\/\" target=\"_blank\">to regularly assess the department\u2019s authorities and resources<\/a> for the information environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate Armed Services, for its part, <a href=\"https:\/\/www.c4isrnet.com\/information-warfare\/2021\/07\/26\/senate-defense-policy-bill-looks-to-bolster-dod-information-warfare\/\" target=\"_blank\">included several sections in its version of the defense policy bill<\/a> to try to bolster information warfare.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Within the broader information environment, the House committee also wants the DoD to designate a sole official responsible for implementing electromagnetic spectrum superiority strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The department released an updated strategy in October, but Congress has been concerned that it has taken months to produce an implementation plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe really do need someone in charge. We need to identify an office and put a policy person in charge like a deputy assistant secretary to be responsible for the strategy implementation. We don\u2019t have that right now,\u201d Langevin <a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/2021\/05\/12\/congress-cant-take-foot-off-the-gas-on-dod-electronic-warfare\/\" target=\"_blank\">said in May<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The subcommittee\u2019s markup was light on cyber provisions, with aides telling reporters most cyber items will be featured in the full committee\u2019s mark, which will take place in September.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill would, however, require each of the services to begin efforts to account for legacy information technology systems to divest them for modernized capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Endpoint monitoring got a nod from the subcommittee, which wants the chief information officer to brief the panel on efforts to increase use of the security approach. For that briefing, the CIO would coordinate with the Joint Force Headquarters-DoD Information Networks, the operational arm of Cyber Command that secures, operates and defends the network.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The committee noted that while progress has been made to improve visibility over the network, it remains concerned by the inability of the
