{"id":22612,"date":"2022-04-29T19:35:12","date_gmt":"2022-04-29T19:35:12","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/04\/29\/feared-russian-cyberattacks-against-us-have-yet-to-materialize\/"},"modified":"2026-08-08T17:50:47","modified_gmt":"2026-08-08T17:50:47","slug":"feared-russian-cyberattacks-against-us-have-yet-to-materialize","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/cyber\/2022\/04\/29\/feared-russian-cyberattacks-against-us-have-yet-to-materialize\/","title":{"rendered":"Feared Russian cyberattacks against US have yet to materialize"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The leader of the U.S. Cybersecurity and Infrastructure Security Agency said American networks have yet to experience significant cyberattacks by Russian operatives amid the ongoing belligerence in Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo date, we have not seen specific attacks on the U.S.,\u201d CISA Director Jen Easterly <a href=\"https:\/\/www.youtube.com\/watch?v=Gr_f7hoS7a4\" target=\"_blank\">said April 28<\/a>. \u201cWhat we are concerned about is the fact that Russia\u2019s malicious cyber activity is part of their playbook.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Joe Biden shortly warned in March that evolving intelligence showed Russia was planning potential stateside cyberattacks. He also said the magnitude of Russia\u2019s cyber capacity \u201cis fairly consequential, and it\u2019s coming.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers and analysts expressed <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2022\/03\/14\/blue-yellow-and-gray-zone-the-cyber-factor-in-ukraine\/\" target=\"_blank\">similar concerns<\/a> as Russia invaded Ukraine in late February. Such attacks have yet to materialize, Easterly testified before a House appropriations subcommittee Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo date, thankfully, we have not seen attacks manifest here,\u201d she said. \u201cBut we are very concerned that as <a href=\"https:\/\/www.defensenews.com\/land\/2022\/04\/26\/poland-confirms-t-72-tank-delivery-to-ukraine-with-challenger-2-tanks-to-fill-gap\/\" target=\"_blank\">the war drags on<\/a>, there may, in fact, be retaliatory attacks given the very severe sanctions we have imposed on the Kremlin, the U.S. and our allies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia has long used cyberattacks to project its forces and influence events beyond its borders. Its push into Ukraine was preceded by a tide of malicious hacks that crippled government websites and scrambled communications. Ukraine continues to be assailed in the digital domain, with cyberattacks trebling compared with the year prior, according to the State Service of Special Communication and Information Protection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia has <a href=\"https:\/\/mid.ru\/en\/press_service\/spokesman\/official_statement\/1806906\/?TSPD_101_R0=08765fb817ab200003e42ffef109c95bb2b48435a31ae5c1af54f393b7d27749413d88f96782856e08d7c167d61430006078372bba3de593ecf0647327c6b11b53fb489979b541cfefe1aad4ee2fa791554dea8e64f7a21ea243acea17b9af39\" target=\"_blank\">denied responsibility<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cyber threat the U.S. faces, Easterly said, likely comes in three forms: international spillover, something like the NotPetya fiasco of 2017; criminal ransomware attacks, like those that paralyzed the Colonial Pipeline and JBS Foods; and deliberate action taken by \u201cRussian state-sponsored actors\u201d against critical infrastructure including the communications, energy and medical sectors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2022\/03\/22\/biden-russia-mulling-cyberattacks-on-us\/\" target=\"_blank\">threat environment<\/a> isn\u2019t getting any less dynamic, less complex, less dangerous,\u201d Easterly said, \u201cand the threat actors are not getting any less sophisticated.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bryan Vorndran, assistant director of the FBI\u2019s cyber division, last month told Congress that Russia is a \u201cformidable foe.\u201d He confirmed reports of Russia increasingly scanning U.S. critical infrastructure \u2014 moves that could precede a hack.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs these adversaries become more sophisticated and stealthier, we are most concerned about our ability to detect and warn about specific cyber operations against U.S. organizations,\u201d Vorndran said <a href=\"https:\/\/docs.house.gov\/meetings\/JU\/JU00\/20220329\/114533\/HHRG-117-JU00-Wstate-VorndranB-20220329.pdf\" target=\"_blank\">in written testimony<\/a> submitted to the House Judiciary Committee. \u201cMaybe most worrisome is their focus on compromising U.S. critical infrastructure, especially during a crisis.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CISA, part of the Department of Homeland Security, leads efforts to understand, manage and reduce risks to U.S. cyber and physical infrastructure. The agency regularly works alongside the FBI, the National Security Agency and international partners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Joe Biden\u2019s <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2022\/03\/28\/pentagon-seeks-112-billion-for-cyber-in-fy23-budget-request\/\" target=\"_blank\">fiscal 2023 budget blueprint<\/a> included $2.5 billion for CISA, approximately 18% more than what was requested in 2022.
