Elizabeth Warren, D-Mass., and Mazie Hirono, D-Hawaii, in a letter Friday to Chairman Jim Inhofe, R-Okla., and ranking member Sen. Jack Reed, D-R.I., asked them to have DoD officials to appear and answer questions about DoD\u2019s <a href=\"https:\/\/www.militarytimes.com\/news\/your-army\/2020\/06\/26\/as-covid-19-spikes-across-us-troop-diagnoses-jump-20-percent-in-a-week\/\" target=_blank>pandemic response<\/a>. Their push comes as <a href=\"https:\/\/www.npr.org\/sections\/health-shots\/2020\/10\/10\/922617939\/call-for-administrations-covid-19-vaccine-contracts-to-be-disclosed\" target=_blank>National Public Radio has reported<\/a> that Operation Warp Speed\u2019s contracting through non-traditional \u201cother-transaction authorities\u201d is shielding it from public-disclosure rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The lawmakers wrote that the project\u2019s $6 billion in awards through a defense contract management firm, Advanced Technologies International, Inc., \u201cbypasses regulatory requirements and limits transparency, raising numerous questions and ethical concerns,\u201d and that Congress should look into the issue. Their letter was obtained by Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2020\/05\/19\/pentagon-memo-contradicts-secdefs-year-end-coronavirus-vaccine-goal-per-report\/\" target=_blank>skepticism<\/a> from inside the military about Operation Warp Speed\u2019s bold goal to have 300 million safe and effective doses, with the initial doses in January 2021, President Donald Trump are other Republicans are touting the effort in reelection campaigns. Trump <a href=\"https:\/\/www.militarytimes.com\/congress\/2020\/10\/22\/trump-biden-trade-barbs-over-north-koreas-nukes\/\" target=_blank>mentioned<\/a> it during the final presidential debate last week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress has so far allotted $10 billion to the public-private partnership, which is between private firms several federal agencies, including the Department of Health and Human Services, Centers for Disease Control and Prevention, the Food and Drug Administration, the National Institutes of Health and the Biomedical Advanced Research and Development Authority.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2020\/10\/19\/joint-chiefs-members-cleared-to-return-to-work-at-pentagon-after-self-quarantine\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"208\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635695415931208529-160989986jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Joint Chiefs members cleared to return to work at Pentagon after self-quarantine<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Members of the Joint Chiefs of Staff self-quarantined as a precaution after a senior Coast Guard official tested positive for COVID-19.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">On Friday, officials with the effort <a href=\"https:\/\/www.defense.gov\/Explore\/News\/Article\/Article\/2393298\/military-to-play-logistics-only-role-in-covid-19-vaccine-effort\/\" target=_blank>said<\/a> there are six vaccine candidates that must be evaluated in clinical trials, and that while the U.S. military will lend its logistics experience to the effort, its personnel won\u2019t be administering any of the COVID-19 vaccines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In their letter, Warren and Hirono noted that 60 of the 90 members of Operation Warp Speed are with the military (as first <a href=\"https:\/\/www.statnews.com\/2020\/09\/28\/operation-warp-speed-vast-military-involvement\/\" target=_blank>reported by the publication STAT<\/a>), and they complained DoD\/HHS telebriefing on the operation for members and staff did not include a DoD official to brief members or answer questions. (Army Gen. Gus Perna, the former chief of Army Materiel Command, leads the initiative.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The lawmakers also pointed to criticism that the \u201coverrepresentation\u201d of military personnel may come at the expense of public health officials who have greater expertise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPublic health agencies such as FDA and CDC are surprisingly underrepresented with just a few members of each organization present in OWS\u2019s reported organizational structure,\u201d they said. \u201cDoD\u2019s outsized involvement in this public health crisis is a stark departure from similar operations used to combat past public health crises such as H1N1 and the outbreak of Ebola.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the Senate Health, Education, Labor, and Pensions Committee has held two hearings with administration officials from the FDA, CDC, and other public health agencies, they said, the Senate Armed Services Committee should hear from DoD officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spokespeople for Inhofe and Reed did not respond to requests for
