{"id":23209,"date":"2020-03-27T21:43:10","date_gmt":"2020-03-27T21:43:10","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/03\/27\/another-cost-increase-for-raytheons-next-generation-gps-ground-station\/"},"modified":"2026-08-07T22:03:05","modified_gmt":"2026-08-07T22:03:05","slug":"another-cost-increase-for-raytheons-next-generation-gps-ground-station","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/space\/2020\/03\/27\/another-cost-increase-for-raytheons-next-generation-gps-ground-station\/","title":{"rendered":"US Space Force logs another cost increase for Raytheon\u2019s next-generation GPS ground station"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Space Force will pay $378 million to replace the computer hardware in Raytheon\u2019s troubled <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/space-symposium\/2018\/04\/16\/ocx-at-an-inflection-point-says-pentagons-top-weapons-buyer\/\" target=_blank>Operational Control System<\/a> after the original provider was sold to a Chinese company.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program, known as OCX, was initially going to use hardware from the IBM x86 product line in the building of <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2019\/08\/21\/a-new-more-secure-gps-signal-could-be-ready-by-2020\/\" target=_blank>next-generation GPS ground stations,<\/a> the Space and Missile Systems Center said in a Friday news release. However, that product line is being sold to Chinese-owned Lenovo in August 2022 \u2014 a purchase approved in 2014 by the Committee on Foreign Investment in the United States, the U.S. government organization that reviews international investment in American companies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force already performed work to identify the replacement for the IBM hardware. In 2017, it started a hardware trade study with U.S. vendors, selecting Hewlett Packard Enterprise for a pilot program that called for the company to replace hardware in 17 external monitoring stations and four ground antenna sites, according to Space and Missile Systems Center.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, SMC said it chose to wait on funding new hardware until now so that it could focus on OCX\u2019s other technical issues \u2014 even though the center also acknowledged that the move would lead to schedule delays.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/c2-comms\/satellites\/2019\/05\/22\/raytheon-rejects-report-that-62-billion-gps-project-will-be-delayed-further\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Cover_2.jpg_e2d433.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Raytheon rejects report that $6.2B GPS project will be delayed further<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A new GAO report suggest that the GPS next-generation operational control system, which has already been plagued by delays, will likely be pushed back even further, although primary contractor Raytheon disputes those findings.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cAt the time of the sale, the government identified [the sale] as a major impact to OCX by creating an unacceptable cyber risk,\u201d SMC noted. However, the Air Force waited to execute the hardware replacement because of ongoing software development issues, which led to spiraling cost overruns and a <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/farnborough\/2016\/07\/12\/official-cyber-requirements-remain-complex-for-ocx\/\" target=_blank>Nunn McCurdy breach in 2016<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service ultimately decided against canceling the program and moved forward with a plan to develop OCX software <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/space-symposium\/2017\/04\/06\/amazon-cloud-automation-help-resuscitate-ocx-program\/\" target=_blank>using more agile DevOps methodologies<\/a>. Raytheon competed the software for the program last year, said SMC Commander Lt. Gen. Thompson.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs Raytheon continues to track to their contractual commitments, addressing the unsupportable IBM cyber security risk is prudent to do pre-system delivery to the government,\u201d said Lt. Col. Thomas Gabriele, SMC\u2019s OCX materiel leader. \u201cAlthough this government-directed change will impact the Raytheon schedule, the government is holding Raytheon accountable to deliver qualified software prior to integrating on the HPE platform and deploying to operational sites.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SMC did not disclose exactly how the schedule would be impacted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In its news release, SMC described some \u201cbenefits\u201d to changing the current contract, such as being able to field newer, more highly performing hardware in place of the decade-old IBM wares. Executing the fix now will also eliminate $150 million in rework and retesting, said Barbara Baker, SMC\u2019s Command and Control Division\u2019s senior materiel
