{"id":23221,"date":"2020-07-25T12:29:13","date_gmt":"2020-07-25T12:29:13","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/07\/25\/after-the-us-navys-bonhomme-richard-catastrophe-a-far-reaching-crackdown-on-fire-safety\/"},"modified":"2026-08-07T22:03:55","modified_gmt":"2026-08-07T22:03:55","slug":"after-the-us-navys-bonhomme-richard-catastrophe-a-far-reaching-crackdown-on-fire-safety","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2020\/07\/25\/after-the-us-navys-bonhomme-richard-catastrophe-a-far-reaching-crackdown-on-fire-safety\/","title":{"rendered":"After the US Navy\u2019s Bonhomme Richard catastrophe, a far-reaching crackdown on fire safety"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2013 U.S. Navy brass is telling sailors and contractors to put fire safety at the center of their work in the shipyards and on the waterfront in the wake of a catastrophic fire aboard the <a href=\"https:\/\/www.defensenews.com\/naval\/2020\/07\/16\/the-us-navys-top-officer-wants-answers-on-the-bonhomme-richard-fire\/\" target=_blank>amphibious assault ship Bonhomme Richard<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As Naval Sea Systems Command continues its formal assessment of the <a href=\"https:\/\/www.defensenews.com\/naval\/2020\/07\/22\/san-diego-shipyard-inks-10-million-contract-for-bonhomme-richard-firefighting-and-cleanup\/\" target=_blank>damage to Bonhomme Richard<\/a>, the Navy has both sailors across the organization and contractors working on the ships reviewing their procedures and ensuring they are doing everything possible to prevent a second tragedy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adm. Michael Gilday, the chief of naval operations, said the enterprise-wide effort was to prevent a similar event from taking place, a lesson he drew from the Navy\u2019s response to a string of <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2017\/11\/02\/navy-finds-deep-rooted-failures-led-to-fatal-collisions\/\" target=_blank>accidents in 7th Fleet in 2017<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCould there be another Bonhomme Richard waiting to happen? If you go back to 2017, who would have predicted we\u2019d have had two collisions of that magnitude within a month?\u201d Gilday said in a July 16 interview with Defense News. \u201cSo, I\u2019m not waiting for \u2018No. 2\u2019 to decide we have a trend here. In a situation like this, one incident is enough for me to determine that there could be a trend and I\u2019m not going to leave it to chance that there might be.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2020\/07\/22\/the-us-navys-top-officer-reveals-grim-details-of-the-damage-to-bonhomme-richard\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Bonhomme-Richard-fire-2-1.jpg-1.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Navy\u2019s top officer reveals grim new details of the damage to Bonhomme Richard<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Fire and flooding left 11 of 14 decks damaged.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In the wake of the fire, he ordered fleet commanders to send a lengthy list of requirements to the waterfront, including a mandate to do fire safety inspections of every space on every ship. So-called \u201czone inspections\u201d of each space on a ship are generally spread out over months, rather than packed into a week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The orders also included reviewing maintenance records on all damage control equipment \u2013 such as fire hoses and fire main connections, fire extinguishers, fixed fire suppression systems and firefighting gear \u2013 and ensure it is 100 percent accounted for. Additionally, each in-port duty section (a rotating group of sailors from the crew designated to stay on board the ship for 24 hours) was required to undergo a formal assessment as to their proficiency in firefighting and validate that they were properly manned to be effective.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Contractors and shipbuilders have also been warned by the Navy to take fire safety seriously. In the days following the Bonhomme Richard fire, two minor fires \u2013 one on board the <a href=\"https:\/\/www.defensenews.com\/naval\/2020\/07\/22\/nassco-norfolk-gets-the-green-light-to-start-work-again\/\" target=_blank>amphibious assault ship Kearsarge<\/a> at General Dynamics NASSCO shipyard and another on the Navy\u2019s future <a href=\"https:\/\/www.defensenews.com\/naval\/2020\/07\/23\/welding-suspended-on-future-carrier-john-f-kennedy-after-small-fire\/\" target=_blank>carrier John F. Kennedy at Newport News shipbuilding<\/a> \u2013 have curtailed work and prompted a doubling down on safety.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a Friday letter, Navy\u2019s top acquisitions official James Geurts told shipbuilders and contractors to take Bohnomme Richard as a lesson.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Anyone who steps aboard our ships must be ever vigilant about ensuring fire safety,&#8221; Geurts wrote. &#8220;I urge you to use [the recent fire] to ensure that our work spaces are clean, that unnecessary clutter is removed, that all fire safety measures are being followed and that there is unrestricted access to firefighting and damage control equipment.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>\u2018Gutted\u2019<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The safety crackdown follows the Navy\u2019s worst in-port disaster since the 2012 fire on board the attack submarine Miami, which suffered a major conflagration while in deep maintenance at Portsmouth Naval Shipyard in Maine. (MC3 Hector Carrera\/Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In a letter this week from Gilday to all Navy flag officers and top enlisted leaders, he detailed how a series of explosions and a 1,200-degree inferno caused \u201cextensive damage\u201d to 11 of Bonhomme Richard\u2019s 14 decks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is fire and water damage, to varying degrees, on 11 of 14 decks,\u201d Gilday wrote. \u201cWith the flight deck as a reference, I walked sections of the ship 5 levels below and had the opportunity to examine the superstructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe island is nearly gutted, as are sections of some of the decks below; some perhaps, nearly encompassing the 844 ft length and 106 ft beam of the ship ([Naval Sea System Command\u2019s] detailed assessment is ongoing). Sections of the flight deck are warped\/bulging.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The fire on the Bonhomme Richard broke out the morning of July 12 while it was pierside in San Diego, California, undergoing maintenance. The blaze was aided by wind and explosions, Gilday wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile response from the crew and federal firefighters was rapid, preliminary reports indicate there were two main factors that contributed to the intensity, scope, and speed of the fire,\u201d Gilday wrote. \u201cFirst was wind that fueled the fire as the vehicle storage area leads to the well deck, which opens to the air at the stern gate.
