And he tried to pin the blame on the man he wants to replace as president, Barack Obama.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bush told a luncheon audience that &#8220;engagement is the<span class=\"rte rte-comment\">y<\/span> key&#8221; to dealing with <span class=\"rte rte-comment\">a <\/span>myriad global challenges. He unveiled a mostly vague blueprint for his hawkish foreign policy approach, trotting out his &#8220;liberty diplomacy&#8221; theme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the few specifics he did call for was an increase in annual US military spending.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bush noted the United States is projected to spend over 2.4 percent of its gross domestic product <span class=\"rte rte-comment\">(GDP) <\/span>on military spending, saying he finds that unacceptably low.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the likely candidate did not lay out the kind of broader fiscal plan that would replace defense cuts on the books into the 2020s with other deficit-reduction items.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without successfully pushing that kind of legislation through both chambers of Congress, the 2011 Budget Control Act&#8217;s defense and domestic spending cuts must occur each year through 2021.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bush&#8217;s odds of getting such a package through the House, which has been<span class=\"rte rte-comment\">is<\/span> projected by most prominent political experts for some time, appear strong.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b><span><a href=\"http:\/\/www.defensenews.com\/budget-policy\/congresswatch\/\"><span style=\"background-image: initial; background-attachment: initial; background-color: white; background-size: initial; background-origin: initial; background-clip: initial; background-position: initial; background-repeat: initial;\">For the latest national security news from Capitol Hill, go to CongressWatch<\/span><\/a><\/span><br\/><\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But should Democrats take back the Senate, or cut into the Republicans&#8217; <span class=\"rte rte-comment\">Democrats&#8217; <\/span>54-seat majority, getting bipartisan agreement on issues like taxes, domestic entitlement reforms and other issues could prove trickier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Real Clear Politics, an independent organization, has Bush leading the crowded 2016 GOP field. He holds a slim lead nationally over former Arkansas Gov.
