{"id":24603,"date":"2020-11-05T22:16:16","date_gmt":"2020-11-05T22:16:16","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/11\/05\/navy-inks-contract-for-two-columbia-class-nuclear-missile-submarines\/"},"modified":"2026-08-07T22:03:38","modified_gmt":"2026-08-07T22:03:38","slug":"navy-inks-contract-for-two-columbia-class-nuclear-missile-submarines","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2020\/11\/05\/navy-inks-contract-for-two-columbia-class-nuclear-missile-submarines\/","title":{"rendered":"US Navy inks $9.4B contract for two Columbia-class nuclear missile submarines"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Navy announced Thursday it had inked a $9.47 billion contract with builder General Dynamics Electric Boat for the full construction cost of the lead boat of the <a href=\"https:\/\/www.defensenews.com\/naval\/2019\/12\/10\/nuclear-deterrent-still-the-us-navys-top-priority-no-matter-the-consequences-top-officer-says\/\" target=_blank>Columbia-class ballistic missile submarine<\/a>, as well as advanced procurement money for the second boat, the future USS Wisconsin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The announcement marks the end of the beginning for the <a href=\"https:\/\/www.defensenews.com\/naval\/2020\/06\/22\/us-navy-announces-intent-to-ink-10-billion-in-contracts-for-first-2-columbia-subs\/\" target=_blank>Columbia class<\/a>, which the Navy has for years said is its top priority. The 12-ship class will replace the retiring Ohio-class submarines. The Columbia is slated to make its first patrol in 2031, and the Navy says it must meet the timeline to maintain continuous sea-based deterrent patrols.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The contract also covers continued component testing and engineering, according to the DoD contract announcement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe contract modification exercises an option for construction and test of the lead and second ships of the Columbia class SSBN 826 and SSBN 827, as well as associated design and engineering support,\u201d the contract reads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From here on out, the program is about getting things in order to prepare for full production in the second half of the 2020s, when the Navy plans to buy one per year, the service\u2019s top acquisition official told reporters Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNow it\u2019s really about execution,\u201d said James Geurts, the Navy\u2019s head of research, development and acquisition. &#8220;It\u2019s making sure that now, with the contract in place, transitioning into full construction. &#8230;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe design, maturity of this program surpasses any other submarine we have ever done. We\u2019ve got a solid design. Now it\u2019s moving to design refinement to design complete, and advanced construction into full construction for the first ship. And then not taking our eye off the ball of the fact that we will quickly move into, by the third, annual construction.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2018\/07\/29\/the-us-navys-columbia-class-submarines-could-squeeze-general-dynamics-profits\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"217\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/columbia-class-ballistic-missile-submarine.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The US Navy\u2019s Columbia-class subs could squeeze General Dynamics\u2019 profits<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">At least in the short term, construction of the first ballistic missile submarine in decades will put pressure on General Dynamics&#039; profits margins.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Getting the first ship right will be key, Geurts continued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s a whole lot of effort to get the first ship out, and get the first ship out right,\u201d he said. \u201cThat\u2019s necessary, but not sufficient. We\u2019ve got to make sure the enterprise is ready to execute the full scope of the program so that we can meet the requirements for the nation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second hull is fully priced into the contract, Navy officials said on the call, meaning that when the Navy wants to exercise the option planned for 2024, it will not have to renegotiate for the cost of full construction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Columbia program is a massively expensive undertaking, with the Navy estimating it will run about $7.5 billion per hull over the class. By 2026, when the Navy will be buying one Columbia per year, considering the FY21\u2032s roughly $20 billion shipbuilding request as a guide, Columbia would eat up to 38 percent of the Navy\u2019s shipbuilding money at a time when DoD believes the Navy needs to expand the fleet to meet a rising Chinese naval threat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In January, the cost of Columbia drew a blunt assessment from<a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/surface-navy-association\/2020\/01\/14\/we-need-more-money-us-navys-top-officer-says-the-service-needs-more-of-the-dod-budget\/\" target=_blank> Chief of Naval Operations Adm. Michael Gilday<\/a>, who said if the Navy is going to expand, it needs more cash.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHere\u2019s the deal, we need more money,\u201d Gilday said. &#8220;We need more top line.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you believe that we require overmatch in the maritime domain, if you believe that in order to execute distributed maritime operations and to operate forward in numbers now that we need more iron, then, yes, we need more top line.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep.
