{"id":24707,"date":"2018-03-15T19:50:33","date_gmt":"2018-03-15T19:50:33","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/03\/15\/competitors-in-skorea-aircraft-tender-lash-out-over-boeing-consultant-hire\/"},"modified":"2026-08-18T20:52:26","modified_gmt":"2026-08-18T20:52:26","slug":"competitors-in-skorea-aircraft-tender-lash-out-over-boeing-consultant-hire","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/industry\/2018\/03\/15\/competitors-in-skorea-aircraft-tender-lash-out-over-boeing-consultant-hire\/","title":{"rendered":"Controversy in South Korea: Rivals decry Boeing consultant hire"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">SEOUL, South Korea \u2014 Boeing\u2019s rivals in a <a href=\"https:\/\/www.defensenews.com\/industry\/2018\/03\/15\/european-firms-challenge-boeing-in-skorea-maritime-patrol-aircraft-tender\/\" title=\"\" class=\"\" target=\"_blank\">South Korean tender for maritime patrol aircraft<\/a> are crying foul over the U.S. aerospace giant\u2019s hiring of a former high-ranking official at the agency in charge of the procurement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The $1.8 billion competition, run by the Defence Acquisition Program Administration, is for the purchase of at least six new maritime patrol aircraft in addition to the existing fleet of 16 P-3Cs, DAPA spokesman Kang Hwan-seok said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The complaints surround the hiring in 2016 of retired South Korean Air Force Lt. Gen. Park Shin-kyu as a consultant. Park had served as head of the DAPA\u2019s weapons programs management bureau between 2014 and 2015.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the local rules of employment, a retired public official is not permitted to enter a company with duty relations for a certain period. This is meant to prevent influence peddling or illegal lobbying.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Park, however, signed a contract less than a year after retirement and didn\u2019t undergo the government\u2019s due scrutiny over duty relations, according to officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Boeing argues Park, who has been with the company since 2016, didn\u2019t require those steps and that there is no legal problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><font>\u201cPark is an advisory consultant who does not lobby, and only provides strategic advice. He is explicitly prohibited from promoting Boeing products or engaging in any sales advocacy with the Korean government,\u201d said Paul Lewis, director of Asia Pacific communications.<\/font><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><font>\u201cBoeing deeply respects Korean law and takes its compliance responsibilities very seriously. We have followed all relevant laws, and have demonstrated an unmatched level of openness and transparency.\u201d<\/font><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The DAPA has confirmed the exception.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOverseas employment of a public servant is an exception of the duty relations rules,\u201d a DAPA official said. \u201cThere is no legal problem, though some may raise ethical issues.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPark was in a top position at the DAPA, enough to wield an influence over key weapons procurement program,\u201d a source from a European aircraft company told Defense News, speaking on condition of anonymity. \u201cHe could influence the MPA contest and other, such as an upcoming [airborne early warning and control system competition] competition.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to the growing controversy over Boeing\u2019s consultant contract, South Korea\u2019s Ministry of National Defense is considering conducting an audit of the Boeing-Park contract.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re collecting information on the MPA acquisition plan, as there are some reasonable suspicion over Boeing\u2019s consultant contract,\u201d a ministry official said. \u201cIf needed, we can launch an official audit of the contract problem.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>This story has been updated to include Boeing\u2019s official
