(Jeff Martin &amp; John Bretschneider\/Staff)<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">WASHINGTON \u2013 With the Trump administration making it clear that American defense sales abroad are a <a href=\"\/TEMP-LINK-TEMP\/\" title=\"\">fundamental part of its economic and security plans<\/a>, two key industry trade groups are hoping now is the time to push through a major change to the <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/12\/29\/2018-pentagon-priority-speeding-up-foreign-weapon-sales\/\" title=\"\" class=\"\" target=\"_blank\">defense export process<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Aerospace Industries Association this week delivered a letter to Secretary of State Mike Pompeo calling for the creation of a national security cooperation strategy that would increase both transparency and speed to the military export system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 21-page AIA letter with 11 broad recommendations for how the Trump administration should handle defense exports to <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/05\/22\/americas-industrial-base-is-at-risk-and-the-military-may-feel-the-consequences\/\" title=\"\" class=\"\" target=\"_blank\">grow the industrial base<\/a>, has been endorsed by the National Defense Industrial Association, America\u2019s other major defense industry trade group. <br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The push for a national Security Cooperation Strategy started under Fanning\u2019s predecessor, David Melcher. But AIA is hoping to get fresh energy behind that push during the current review period for the new <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2018\/04\/19\/trump-admin-rolls-out-new-rules-for-weapon-drone-sales-abroad\/\" title=\"\" class=\"\" target=\"_blank\">arms control export rule<\/a>s proposed by the administration.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/opinion\/2016\/12\/05\/david-f-melcher-trump-and-the-case-for-a-national-security-cooperation-strategy\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/melcher.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">David F. Melcher: Trump and the Case for a National Security Cooperation Strategy<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">We need a \u201cTrump Doctrine\u201d and a National Security Cooperation Strategy to guide the whole of government and ensure Congress is in support with the necessary oversight and resources. <\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The association isn\u2019t \u201cadvocating to getting to \u2018yes\u2019 faster; we\u2019re advocating for getting to the right answer faster, whether it is \u2018yes\u2019 or \u2018no,\u2019\u201d Eric Fanning, AIA\u2019s CEO, told reporters this week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis was something that frustrated me when I was in government,\u201d added Fanning, who served as both Secretary of the Army and Acting Secretary of the Air Force during the Obama administration. \u201cIf the answer is \u2018no.\u2019 it\u2019s helpful to get to it quickly so we\u2019re not frustrating allies and partners.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AIA\u2019s goal is twofold. First, to create a strategy guiding America\u2019s goals with <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/11\/29\/america-sold-nearly-42b-in-weapons-to-foreign-countries-in-2017\/\" title=\"\" class=\"\" target=\"_blank\">foreign weapon sales<\/a>, which would be informed by the <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2017\/12\/18\/trumps-national-security-strategy-unveiled-with-focus-on-economics\/\" title=\"\" class=\"\" target=\"_blank\">National Security Strategy<\/a> and <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2018\/01\/19\/national-defense-strategy-released-with-clear-priority-stay-ahead-of-russia-and-china\/\" title=\"\" class=\"\" target=\"_blank\">National Defense Strategy<\/a>. While not wanting to commit to a format, Fanning said he could envision a largely classified report that would lay out where America needs more capability and how allies could fill it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As an example, he held up the ever-present need for more lift capability in Africa. If the U.S. knows it needs that capability, having a strategy would allow Washington to guide partners in Africa towards procuring lift capabilities over other items they may request instead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While acknowledging that domestic desires don\u2019t match up with what the U.S. thinks countries need, Fanning argued that having a cohesive strategy involving State, Commerce and the Pentagon would allow a clear voice that could impact those decisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSaying \u2018no, you can\u2019t have X\u2019 is different from saying \u2018you can\u2019t have X, but you could have Y,\u2019\u201d Fanning said. \u201cIf we can paint a picture of how them increasing certain capabilities does help them because it helps the broader effort, I think it helps us make our case.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Remy Nathan, AIA\u2019s vice president of international affairs, added that having a strategy could also allow the U.S. to guide partners on how best to improve in order to be cleared for the system they truly desire. If a nation can\u2019t be sold a system because of industrial security concerns, for example, a broad strategy would allow the entirety of the U.S. government to give clarity on how to improve that.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/industry\/2018\/04\/23\/do-new-trump-arms-export-rules-live-up-to-the-hype\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/34351710510_0b18a495ff_k.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Do new Trump arms export rules live up to the hype?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Trump administration has a new conventional arms export policy, but it is unclear what has actually changed.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>Point person needed<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second half of the strategy would involve clarify a point person, or at least office, who has oversight on the entire weapon exports process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Right now, various offices at DoD, State and Commerce all have a piece of defense exports, and there is no single person who is the export czar, for lack of a better term. Appointing such a person, or creating a board of some kind, would allow direct oversight and make sure individual cases are not getting caught in the gears of the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis issue here isn\u2019t that the system is broken. It\u2019s that its burdened,\u201d said Nathan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fanning again stressed this isn\u2019t about turning all cases that are denied into American defense sales, but rather about making sure that everyone involved finds out what the status of their request is. An ally shouldn\u2019t have to wait months and months to get a no answer, which would lead to confusion and frustration, industry has argued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The letter from AIA is neutral on where that office or individual could reside, although given the interagency nature of the process, it may make sense to be tied into the White House staff itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regardless of where it lives, however, the point person would be needed to ensure the security cooperation strategy is being carried out, Fanning said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBy design or by accident, things get stuck a lot, and if someone is at least monitoring it we can push it along and get it through the
