{"id":25933,"date":"2022-06-17T11:12:12","date_gmt":"2022-06-17T11:12:12","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/06\/17\/surface-warfare-officers-cautiously-optimistic-about-changes-since-fitz-and-mccain-disasters\/"},"modified":"2026-08-08T19:17:08","modified_gmt":"2026-08-08T19:17:08","slug":"surface-warfare-officers-cautiously-optimistic-about-changes-since-fitz-and-mccain-disasters","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2022\/06\/17\/surface-warfare-officers-cautiously-optimistic-about-changes-since-fitz-and-mccain-disasters\/","title":{"rendered":"Surface warfare officers cautiously optimistic about changes since Fitz and McCain disasters"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">When the warship Fitzgerald collided with the hulking AXC Crystal container ship off Japan on June 17, 2017, one midgrade surface warfare officer recalled being horrified \u2014 but not exactly surprised.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He had commissioned into the surface fleet in the 2000s, a decade when the \u201cstruggle bus to competence\u201d was the name of the game, and SWOs were often thrown into life-or-death ship-driving realities with little to no hands-on training, a shortfall on the fundamentals that was <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2017\/08\/22\/at-sea-disasters-came-during-the-most-basic-of-operations-pacific-fleet-co-says\/\" target=\"_blank\">grimly acknowledged by Big Navy brass<\/a> in the wake of the disaster.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLooking back a decade or more to the state of surface warfare training, it was an abysmal nightmare,\u201d said the SWO, who, like other surface warfare officers interviewed for this report, requested anonymity because he was not authorized to speak publicly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Fitz disaster that killed seven sailors in their berthing was followed roughly two months later with the warship John S. McCain\u2019s collision with an oil tanker, which killed 10 shipmates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur chickens came home to roost, and it was bad,\u201d he said. \u201cPeople died.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2022\/06\/16\/five-years-later-inside-the-navys-data-driven-quest-to-avert-a-future-fitzgerald-or-mccain-collision\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"186\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/fitzgerald-8.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Five years later: Inside the Navy\u2019s data-driven quest to avert a future Fitzgerald or McCain collision<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The surface navy has worked since 2017 to avoid future fatal collisions. But Navy-wide, there&#039;s evidence of failure to learn. The service is now turning to data to ensure it never has another Fitzgerald or McCain disaster again.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Five years later, the Navy\u2019s surface fleet still has work to do. Fleet members, leadership and watchdog groups cite stubborn problems with operations tempo, SWO retention and manning, among other issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But while no Navy community is a monolith, multiple SWOs who spoke with Navy Times say they and many of their peers are feeling cautiously optimistic about the progress the fleet has made since 2017 \u2014 not only in training prospective SWOs, but in making sure those further along in their careers stay sharp. Adequate sleep and a sometimes crushing workload, even in homeport, remain concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAcknowledging a positive trend requires you to acknowledge you\u2019re coming from somewhere negative,\u201d the midgrade SWO said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He shares this progress perspective with the younger versions of himself just stepping onto a ship.<\/p>\n\n\n\n<iframe src='https:\/\/cdn.knightlab.com\/libs\/timeline3\/latest\/embed\/index.html?source=1C_rpKi4KWrXwc2v5kD92gEbzpAQ96TibHGhR7JPEoTg&#038;font=PT&#038;lang=en&#038;initial_zoom=2&#038;height=650' width='100%' height='650' webkitallowfullscreen mozallowfullscreen allowfullscreen frameborder='0'><\/iframe>\n<div align=\"center\"><a href=\"https:\/\/cdn.knightlab.com\/libs\/timeline3\/latest\/embed\/index.html?source=1C_rpKi4KWrXwc2v5kD92gEbzpAQ96TibHGhR7JPEoTg&#038;font=PT&#038;lang=en&#038;initial_zoom=2&#038;height=650\" target=\"_blank\">Load interactive timeline in separate window (good for smaller screens)<\/a><\/div>\n\n\n\n\n<p class=\"wp-block-paragraph\">While they remain skeptical on some matters, the SWO said he\u2019s able to \u201cgive them perspective on how good things have gotten.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m in a place to realize, hey, this is super good,\u201d he said, \u201cbecause this could be so bad.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ship-driving training has \u201cbasically tripled\u201d for SWOs during their career since 2017, according to Cary Russell, director of the Government Accountability Office\u2019s Defense Capabilities and Management Team.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although a 2019 GAO report found that SWO proficiency still needed work, test scores for ship-driving officers have been \u201ctrending upward\u201d since then, according to Capt. Tragically, it took two disasters to kick things into action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe know the training needs to be intensive, and we\u2019re rolling out on that,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before the Fitz and McCain, he said, \u201cthere was very much \u2014 when I got in \u2014 sort of a \u2018hey, everything\u2019s on-the-job training, go figure it out.\u2019<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSure, that\u2019s nice and everything when everybody\u2019s got the time and space to really just flex and treat being a (junior officer) like an educational project, but we\u2019ve got stuff to do and people whose lives depend on us being good watchstanders \u2026 it\u2019s not just, go figure it out in your own time.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, the surface warfare officer said, \u201ceverything that I could\u2019ve possibly wanted as a junior officer coming into the Navy now exists.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There\u2019s the basic division officer course, or BDOC, he noted, which has reformed into \u201ca serious investigation of skill sets in a way that we didn\u2019t have coming out of ROTC.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/01\/14\/worse-than-you-thought-inside-the-secret-fitzgerald-probe-the-navy-doesnt-want-you-to-read\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"179\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/FITZMAIN2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Worse than you thought: inside the secret Fitzgerald probe the Navy doesn\u2019t want you to read<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">It was kept secret from the public in part because it was designed to prep the Navy for potential lawsuits in the aftermath of the accident.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The advanced division officer course, or ADOC, is less of a rote step and more of a hard assessment before an officer becomes a department head.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Simulators and the littoral combat ship pipeline are also forging a new kind of SWO, according to the officer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI imagine the CRUDES guys (cruiser-destroyer units) want something closer to what the LCS guys have, and I think they\u2019re getting there,\u201d he said. \u201cIt\u2019s an intimidating investment for a community that hasn\u2019t typically done things that way, but we\u2019re getting there.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One junior officer arrived to the SWO world following a stint in the merchant marine world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He recalled not being sure what to expect but has been pleasantly surprised by the rigor and thoroughness of the training he encountered both in the schoolhouse and at sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even with his pre-military time afloat, the junior officer called his bridge resource management training with the Navy the best he\u2019s ever had, and recalled seeing officers moved to other Navy communities if they couldn\u2019t pass challenging bridge scenarios.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI had to study quite a bit,\u201d he recalled. \u201cThe entire pipeline is something students are taking very seriously.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"714\" src=\"\/wp-content\/uploads\/2026\/08\/bdoc-grad.jpg.jpg\" alt=\"\" class=\"wp-image-56724\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/bdoc-grad.jpg.jpg 1000w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/bdoc-grad.jpg.jpg?resize=300,214 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/bdoc-grad.jpg.jpg?resize=768,548 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><figcaption class=\"wp-element-caption\">Vice Adm. Leitner\/Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Between officer of the deck courses and BDOC, the officer said, \u201cit almost felt like I got an abbreviated four-year maritime degree all over again.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrom a training standpoint, I think we\u2019re doing great,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While deployed, the officer said he saw a culture that in some respects was a U-turn away from the dysfunctional wardroom dynamics that plagued Fitz before its fatal collision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere was no danger, nothing crazy happened, but there was a rules-of-the-road situation that made the captain uncomfortable with the bridge team,\u201d he recalled. \u201cThat team was pulled off the watch bill and given remedial training.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One night, the junior officer recalled, he felt overwhelmed in the darkness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He needed help and asked for it. And that was okay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI experienced one of the most challenging nights of my life up on the bridge,\u201d he said. \u201cI felt totally comfortable calling my captain. He came up in the middle of the night really quickly and helped us out. (Navy)<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Staying sharp<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A lot can happen between young surface warfare officers\u2019 training and their eventual evolution into old salts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deterioration of core skills is one. And five years after the Fitz and McCain, Navy officials say more is being done to ensure that a SWO\u2019s skills don\u2019t atrophy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One SWO said she is heartened to see department head officers now required to continue training and maintaining their ship handling skills.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBefore, the department heads would have \u2018oversight\u2019 or \u2018coaching\u2019 of the junior officers driving the ships, but the department heads themselves hadn\u2019t driven any ship in four to five years, so they were rusty at best,\u201d she said, adding that the use of SWO logs is a step toward ensuring skills stay fresh and current.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The midgrade SWO echoed that thought: \u201cWe\u2019re tracking to make sure we\u2019re not putting guys who haven\u2019t touched a helm in 12 years in charge of sea and anchor details,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That new regimen involves 10 \u201ccompetency checks\u201d across an officer\u2019s career, from ensign to major-command captain, Harney said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several \u201cGo\/No Go Assessments\u201d throughout a SWO\u2019s career ensure that those who don\u2019t know their job will not proceed to the next career milestone.<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">Since 2019, according to Harney, \u201cthere have been 13 officers who, having selected for command\/major command, did not pass their respective Go\/No-Go assessment and therefore did not continue to their command tours.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And since October, two division officers failed their Officer of the Deck Phase 2 assessment and were reassigned out of the community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese assessments demonstrate the high bar expected for our surface warfare officers and particularly for those officers in command,\u201d Harney said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A SWO\u2019s training throughout his or her career is now recorded in virtual logbooks for each officer as well and can be used to assess their skills and pair their talents with the right at-sea billets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tracking SWO skills on a ship can be a \u201cpain in the butt,\u201d the midgrade SWO said, but he soon saw how vital it is to improving things.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI was able to look back three years at all the different stuff the people had done,\u201d the SWO said of tracking sea and anchor detail reps, bridge time and other vital SWO jobs. \u201cI could see where folks were in a gap. What started as an administrative pain became a skills tool for me.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Challenges remain<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Crew fatigue was found to have been a factor in the Fitz collision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And while the Navy has codified policies to get sailors more consistent and uninterrupted sleep, watchdogs and SWOs say those efforts remain a work in progress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One junior officer lauded the installation of circadian rhythm practices to try and get sailors better rest, but said such practices sometimes conflict with mission needs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As such, watches are still stood by people getting three to five hours of sleep a night, the SWO said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/09\/19\/no-rest-for-the-weary-lack-of-sleep-threatens-safety-and-readiness\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"170\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/sleep-sailors-stennis.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">No rest for the weary: Lack of sleep threatens safety and readiness<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Work days on a deployed ship often involve lengthy periods of exertion with long watch shifts stacked throughout.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have a culture where it\u2019s considered something that looks good to work until 10, 11 o\u2019clock at night, barely get any sleep,\u201d he added. \u201cIf you\u2019re not working at least 12 hours a day, people just don\u2019t think you\u2019re working hard enough.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the female surface warfare officer welcomed circadian rhythm standards and other measures to mitigate crew fatigue, she said those systems don\u2019t run smoothly during pre-deployment work-up cycles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe only ships \u2018fully manned\u2019 are those on deployment, but those that are in the work-up cycle are not even close to being fully manned and can\u2019t support the circadian rhythm manning requirements,\u201d she said. \u201cIf the ship doesn\u2019t have enough people to rotate properly, then the sleep schedule is null and void.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She said she has seen work-up cycles get compressed, leading to inspections and drills in the middle of the night.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe protected sleep hours are thrown out the window,\u201d the SWO said<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Big Navy is paying more attention to crew fatigue in the wake of the 2017 collisions, according to the GAO\u2019s Russell.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou can see some positive things that have occurred in terms of managing fatigue, creating policy directing the use of circadian rhythms,\u201d Russell said. \u201cThere\u2019s a lot more attention paid to that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russell\u2019s team conducted a survey last summer and found that 90 percent of ships were following circadian rhythm watch bills, but that 86 percent of surveyed officers weren\u2019t getting the prescribed seven hours of sleep daily, and two-thirds of them were getting by on just five hours of sleep.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe implementation of that has been inconsistent, or at least a challenge,\u201d Russell said.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"477\" height=\"560\" src=\"\/wp-content\/uploads\/2026\/08\/17.png.png\" alt=\"\" class=\"wp-image-6776\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/17.png.png 477w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/17.png.png?resize=256,300 256w\" sizes=\"auto, (max-width: 477px) 100vw, 477px\" \/><figcaption class=\"wp-element-caption\">Graffiti aboard the warship Fitzgerald after seven sailors died in a June 2017 collision. When there aren\u2019t enough sailors to do what needs to be done, others have to pick up the slack.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finding the right personnel to properly man vessels \u2014 while dealing with funding limitations, recruiting and retention issues as well as other requirements \u2014 remains a problem, according to Russell.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThose shortfalls have significant implications with respect to operations and safety of the ship as it relates to fatigue,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Harney said the command is aware of the flood of duties that officers face, concerns that were reflected in a recent survey of about 2,500 junior officers, from ensign to lieutenant commander.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cJunior officers expressed challenges with balancing administrative work required onboard our ships with their daily regimens at sea and in port,\u201d Harney said. \u201cBased on this feedback, we will continue to explore avenues to reduce non-critical demands and balanced administrative requirements so crews can maximize time spent on warfighting proficiency.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the COVID pandemic upended ship deployments, port calls and other parts of surface fleet life in the name of public health, one surface warfare officer who talked to Navy Times questions the community\u2019s operations tempo, even as he welcomed the changes to how his community is trained and assessed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The junior officer recalled that, right after post-deployment leave, everyone had to come in at 6 a.m. or 7 a.m. and work 12-hour days, often to prepare for inspections that were redundant and duplicative of other checks<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s manageable, but when you come back from an eight-month deployment and you now have to sleep on the ship every three days \u2026 I think we\u2019re fatiguing our force as a whole, so much so that it\u2019s really hurting our readiness to go out and do those missions,\u201d he said. \u201cAt an individual level, it\u2019s creating so much stress and burnout.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While he considers the job a privilege and an honor, the junior officer wonders about the sustainability of such a career path.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe do sign on the dotted line to be called for our country, but I think the Navy has a serious problem where we\u2019re asking too much of people for things that aren\u2019t worth the pressure it\u2019s putting on people,\u201d he said. \u201cThe Navy has made a lot of great changes, but what we need to work on is our culture in our workforce. \u2026 Not to say you join the Navy expecting a cruise, or a port call every weekend, but a straight eight-month (deployment), work every day, really without many breaks at all, just wears on you.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At times, the SWO said, it seems Big Navy is asking for wartime sacrifices from its sailors during peacetime.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf we go to war, everyone can forget about port calls, liberty time, Facebook and cell phones and Wi-Fi on ships,\u201d he said. \u201cBut we\u2019re not going to be ready for that if we\u2019re asking very similar sacrifices and challenges in
