{"id":26057,"date":"2021-06-29T16:43:26","date_gmt":"2021-06-29T16:43:26","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2021\/06\/29\/house-pentagon-spending-bill-bumps-up-weapons-procurement\/"},"modified":"2026-08-07T22:11:09","modified_gmt":"2026-08-07T22:11:09","slug":"house-pentagon-spending-bill-bumps-up-weapons-procurement","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2021\/06\/29\/house-pentagon-spending-bill-bumps-up-weapons-procurement\/","title":{"rendered":"Democratic appropriators want to spend more on weapons procurement than Biden"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 Tweaking <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/05\/28\/eyeing-china-biden-defense-budget-boosts-research-and-cuts-procurement\/\" target=\"_blank\">President Joe Biden\u2019s Pentagon spending request for next year<\/a>, House appropriators have proposed $1.7 billion more for weapons procurement and $1.6 billion less for development and testing of cutting-edge technologies meant to deter China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House Appropriations Committee on Tuesday morning released its fiscal 2022 Pentagon-funding bill, which proposes $706 billion in defense spending, or roughly $10 billion above the amount enacted for the current fiscal year. When added to the $11 billion for military construction appropriators are seeking separately, that sets it about even with Biden\u2019s $716 billion request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The legislation, crafted by Democrats, includes $134.3 billion for procurement, which is $2.2 billion less than the current year\u2019s budget. For research funding, appropriators are proposing $110.4 billion, which is $3.2 billion above the current year\u2019s budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Appropriators were expected to tailor Biden\u2019s request, but at first blush the bill doesn\u2019t appear to include any major pushback against the administration\u2019s strategy of <a href=\"https:\/\/www.defensenews.com\/air\/2020\/12\/04\/the-air-force-wanted-to-mothball-more-than-100-planes-in-its-inventory-heres-what-congress-says-it-will-permit\/\" target=\"_blank\">divesting from legacy platforms<\/a> to reinvest in cutting-edge technologies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the Navy, the bill adds a second <a href=\"https:\/\/www.defensenews.com\/naval\/2021\/06\/01\/if-congress-can-find-the-money-the-us-navy-would-like-another-new-destroyer-this-year\/\" target=\"_blank\">Arleigh Burke-class destroyer<\/a> sought widely by lawmakers, and it cuts one of two towing, salvage and rescue ships. Otherwise, it matches Biden\u2019s two Virginia-class attack submarines, one Constellation-class frigate, one John Lewis-class fleet oiler and the one ocean surveillance ship.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2021\/06\/23\/bidens-pentagon-chiefs-tell-lawmakers-flat-budget-is-enough\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/gettyimages-1325072207-594x594.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pentagon chiefs insist flat defense budget is enough<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Top defense officials have completed multiple trips to Capitol Hill to defend President Joe Biden\u2019s flat defense budget request, and now the task of tailoring that request falls to Congress.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Biden administration\u2019s omission of the second destroyer was controversial on Capitol Hill because without it, the Navy cannot meet its obligation under multiyear contracts with both Ingalls Shipbuilding and General Dynamics\u2019 Bath Iron Works. Those contracts call for each of the companies to build one ship in FY22.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If passed into law, the bill would stymie the Navy\u2019s request to retire three littoral combat ships with some restrictive language: \u201cNone of the funds made available by this Act may be obligated or expended for the purpose of decommissioning the USS Fort Worth, the USS Detroit, or the USS Little Rock.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All told, appropriators propose the same number of ships as Biden \u2014 eight \u2014 but they add $915 million above the <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2021\/05\/28\/us-navy-fy22-budget-request-prioritizes-readiness-recovery-over-procurement-buys-4-warships\/\" target=\"_blank\">Navy\u2019s budget request<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For <a href=\"https:\/\/www.defensenews.com\/air\/2020\/12\/04\/the-air-force-wanted-to-mothball-more-than-100-planes-in-its-inventory-heres-what-congress-says-it-will-permit\/\" target=\"_blank\">aircraft<\/a>, the bill would add 12 F\/A-18E\/F Super Hornets, of which the administration sought none; four C\/KC\/MC-130J tankers for 134 total; six MQ-9 Reaper drones for 12 total; $170 million for the second and third set of five CH-47F Block II Chinook helicopters; three UH\/HH-60M Black Hawk helicopters for 33 total; and two CH-53K helicopters for 11 total.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It matches Biden\u2019s request for 85 F-35 Joint Strike Fighters, 12 F-15EX aircraft and 14 KC-46 tankers, plus assorted helicopters. The Air Force\u2019s <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2021\/06\/02\/air-force-asks-for-more-f-15ex-jets-in-fy22-unfunded-wish-list-not-f-35s\/\" target=\"_blank\">unfunded priorities list<\/a> conspicuously omitted additional Lockheed Martin-made F-35s, but it did want another 12 Boeing F-15EXs to help narrow a projected gap as the service divests its aging F-15C\/D fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wading into controversy around nuclear modernization, the bill matches the Navy\u2019s decision to shelve its <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/03\/04\/lawmakers-aim-to-prevent-sea-based-nuclear-cruise-missile\/\" target=\"_blank\">sea-launched nuclear cruise missile<\/a>. While the decision was been cheered by arms control advocates and some lawmakers, it\u2019s come under tough scrutiny from Republicans, who argue the move should be subject to the rigor of the administration\u2019s upcoming Nuclear Posture Review.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, appropriators would provide $2.5 billion to develop the <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/04\/23\/lawmakers-dod-officials-joust-over-next-gen-icbm-plans\/\" target=\"_blank\">Ground Based Strategic Deterrent<\/a>, which is the next-generation intercontinental ballistic missile, as well as $581 million for the<a href=\"https:\/\/www.defensenews.com\/smr\/nuclear-arsenal\/2020\/02\/21\/the-navys-new-nuclear-cruise-missile-starts-getting-real-next-year\/\" target=\"_blank\"> Long Range Standoff Weapon<\/a>, a new air-launched cruise missile.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill includes the administration\u2019s 2.7 percent pay raise but takes sharper aim at personnel costs, trimming $488 million from the request for a total of $167 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill also gets rid of the much-criticized overseas contingency operations account, like the Biden request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Defense Appropriations bill provides resources requested by the Secretary of Defense to protect our national security, maintain a strong industrial base to support good paying jobs, and counter the rising threats from our adversaries, including China,\u201d House Appropriations Committee Chairwoman Rosa DeLauro, D-Conn., said in a statement. \u201cAs it protects our nation, it also honors the soldiers and civilians who serve and support our nation\u2019s military by providing for them and their families. This includes strong funding to combat sexual assault in the military, a serious and pervasive problem that for too long has been overlooked by the Pentagon.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The legislation includes a number of policy provisions likely to spark partisan debate, like ordering the closure the <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/04\/04\/us-closes-once-secret-guantanamo-prison-unit-moves-prisoners\/\" target=\"_blank\">detention facility at Guantanamo Bay<\/a> by Sept. 30, 2022; requiring contractors to pay a $15 minimum wage; and barring support for the <a href=\"https:\/\/www.militarytimes.com\/news\/your-army\/2021\/02\/05\/pentagon-troop-numbers-under-review-role-in-yemen-shifts-and-extremism-takes-center-stage\/\" target=\"_blank\">Saudi-led coalition\u2019s offensive military operations in Yemen<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A partisan fight over the top line has been brewing for months, as key conservatives \u2015 including the defense subpanel\u2019s top Republican, <a href=\"https:\/\/www.defensenews.com\/opinion\/commentary\/2021\/06\/22\/the-case-for-a-defense-budget-that-focuses-more-on-china-less-on-climate-change\/\" target=\"_blank\">California Rep. Ken Calvert <\/a>\u2015 have called for a 3-5 percent increase above inflation. <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/05\/30\/biden-defense-budget-coming-friday-is-under-pressure-from-both-sides\/\" target=\"_blank\">Progressive Democrats<\/a> are expected to push for cuts \u2015 a move <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/06\/28\/moderate-democrats-rebuke-defense-budget-cuts\/\" target=\"_blank\">moderate Democrats are resisting<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Appropriations Committee\u2019s defense subpanel will take up the FY22 spending bill in a closed session on
