And when I think about strategic mobility I think about the airlift and sealift principally,\u201d Esper said in comments at the Heritage Foundation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have worked that pretty hard with <a href=\"https:\/\/www.c4isrnet.com\/space\/2020\/10\/07\/the-pentagon-wants-spacex-delivering-cargo-around-the-globe-and-a-live-test-could-come-next-year\/\" target=_blank>Transportation Command<\/a>, we\u2019ve come up with some new concepts whereby we can accelerate the process to get adequate sealift by recapitalizing our sealift fleet with \u2014 use commercial vessels,\u201d he said. \u201cAnd so those are some of the things you\u2019ll see coming out in our budget there in February to do that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Esper did not reveal further details of the plan, which came in context of the need to increase strategic mobility overall in order to advance the Pentagon\u2019s efforts toward updating future war plans.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2020\/10\/06\/with-its-fleet-of-2045-the-us-militarys-chief-signals-hes-all-in-on-sea-power\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/49909356383_edfeaed224_k.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">With DoD\u2019s fleet of 2045, the US military\u2019s chief signals he\u2019s all-in on sea power<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. military&#039;s top official said the Navy had to grow to more than 500 ships to maintain its dominance on the high seas.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">As the Pentagon has shifted its focus away from long-running conflicts in the Middle East and toward the idea of great power competition with Russia and China, the limited sealift capabilities has grown as a concern for department planners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A 2018 congressional report estimated that about 90 percent of all equipment used by the Army and Marine Corps in a major contingency would be transported by sea. And a <a href=\"https:\/\/www.defensenews.com\/naval\/2019\/12\/31\/the-us-military-ran-the-largest-stress-test-of-its-sealift-fleet-in-years-its-in-big-trouble\/\" target=_blank>major test of sealift capabilities<\/a> at the end of 2019 found that only 40.7 percent of the 61 ships operated by Military Sealift Command and the Maritime Administration were fully ready to support a major sealift operation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Esper also identified concerns about the tanker fleet, in particular the <a href=\"https:\/\/www.defensenews.com\/news\/your-air-force\/2020\/06\/15\/kc-46-delivery-to-seymour-johnson-delayed-after-debris-found-in-fuel-tank\/\" target=_blank>slow progress<\/a> of the KC-46 Pegasus, a Boeing-made plane that <a href=\"https:\/\/www.defensenews.com\/air\/2020\/03\/31\/the-air-forces-kc-46-tanker-has-another-serious-technical-deficiency-and-boeing-is-stuck-paying-for-it\/\" target=_blank>has been<\/a> plagued with <a href=\"https:\/\/www.defensenews.com\/air\/2020\/06\/09\/the-air-force-delays-a-full-rate-production-decision-for-the-kc-46\/\" target=_blank>ongoing technical issues<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cClearly we\u2019ve <a href=\"https:\/\/www.defensenews.com\/air\/2020\/10\/01\/kc-46-deliveries-have-been-halted-due-to-electrical-system-problems\/\" target=_blank>had challenges<\/a>\u201d with the KC-46, Esper said, adding that he is \u201creally focused right now in that leg with regard to tankers because we know we need 487 tankers out there. So I have to extend the life of the current fleet, and at the same time try and pull to the left that future fleet.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Esper also indicated concerns about munition levels, saying the country needs \u201csufficient munitions.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;There\u2019s all these things out there that you have to buy, that you have to procure, make sure that they\u2019re ready at a moment\u2019s notice\u201d should conflict break out, he explained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In its FY21 request, the <a href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/2020\/02\/10\/heres-how-many-bombs-the-us-plans-to-buy-in-the-next-year\/\" target=_blank>Pentagon sought<\/a> $21.3 billion in munitions, including $6 billion for conventional ammunition, $4 billion for strategic missiles and $11.3 billion for tactical missiles. Munitions and missiles made up 8.8 percent of overall procurement in the budget request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>David B.
