Adam Smith \u2014 set to become the next chairman of the <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/11\/07\/election-to-shake-up-house-and-senate-armed-services-committees\/\" target=_blank>House Armed Services Committee<\/a> in the new Congress \u2014 and other Democratic lawmakers said Wednesday they hope to use their party\u2019s <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/11\/07\/democrats-big-night-brings-big-questions-for-defense-policy\/\" target=_blank>takeover<\/a> of the House to check the Trump administration\u2019s expansive policies toward nuclear weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking at an event sponsored by the <a href=\"https:\/\/www.defensenews.com\/space\/2016\/11\/16\/garamendi-no-halt-for-nuclear-modernization-programs-in-sight\/\" target=_blank>Ploughshares Fund<\/a>, an anti-nuclear weapons group, Smith said he wants to see a redo of the Trump administration\u2019s <a href=\"https:\/\/www.defensenews.com\/space\/2018\/02\/02\/nuclear-posture-review-puts-russia-firmly-in-crosshairs\/\" target=_blank>Nuclear Posture Review<\/a>, to continue multilateral nuclear pacts and to advance a <a href=\"https:\/\/www.defensenews.com\/pentagon\/2016\/10\/13\/22-us-house-democrats-press-obama-to-adopt-no-first-use-nuclear-weapons-policy\/\" target=_blank>no-first-use<\/a> policy toward nuclear weapons for the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith also reiterated he wants a ban on a new low-yield submarine-launched nuclear weapon, a version of the W76-1 warhead for the Navy\u2019s Trident II D5 ballistic missile, dubbed the W76-2. He introduced a <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/09\/20\/democrats-trying-to-ban-low-yield-nuclear-warhead\/\" target=\"_blank\">bill<\/a> to that effect in September.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s a tall order. In the House, where Democrats have picked up 34 to 40 seats, Smith\u2019s ambitious proposals are likelier to become part of the next annual defense policy bill. However, those proposals would have a rougher road in negotiations with the GOP-led Senate Armed Services Committee; on the Senate floor, where GOP holds a majority; and in the Oval Office, where President Donald Trump wields the veto pen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFundamentally what I\u2019m hoping what we can do moving forward is reset our policy on nuclear weapons,\u201d said Smith, D-Wash., adding that it would be one of his top goals as chairman in the coming Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two Democrats and senior members of the Senate Foreign Relations Committee, Oregon Sen. Jeff Merkley and Massachusetts Sen. Ed Markey, expressed similar sentiments at Wednesday\u2019s event.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2018\/11\/14\/a-crisis-of-national-security-new-report-to-congress-sounds-alarm\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1056109948.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">A \u2018crisis of national security\u2019: New report to Congress sounds alarm<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">America\u2019s military superiority has \u201ceroded to a dangerous degree,\u201d leaving the U.S. in crisis if faced with more than one conflict at once, a new congressionally-mandated report concluded.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Ploughshares President Joe Cirincione was upbeat a week after Democrats won control of the House and hoped the organization could \u201ctest out new ideas\u201d in the new Congress to introduce into the 2020 presidential elections. Cirincione condemned the emergence of \u201cnew <a href=\"https:\/\/www.imdb.com\/title\/tt0057012\/\" target=_blank>Dr. Strangeloves<\/a>\u201d under the Trump administration, which has flirted with withdrawing from the <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2018\/11\/12\/nato-chief-calls-on-russia-to-stick-with-inf-treaty\/\" target=_blank>Intermediate-Range Nuclear Forces Treaty<\/a> and the <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/10\/23\/one-nuclear-treaty-is-dead-is-new-start-next\/\" target=_blank>New START Treaty<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For his part, Smith has promised to rein in nuclear spending and favors a more modest and sensible approach to nuclear weapons, as a credible deterrent and not as an overwhelming force designed to win a nuclear war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But he also hoped to temper expectations for the room full of nonproliferation advocates. For one, he does not categorically oppose nuclear weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need a different president. We could pass whatever legislation we want to pass, but executive power is enormous.\u201d Smith said. \u201cWe need to exercise oversight, we need to put him in check as much as we can. Mac Thornberry <\/a>and Sen. Jim Inhofe, respectively \u2014 have been supportive of the Trump administration\u2019s direction on nuclear weapons since the NPR was released in February.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NPR, Thornberry said then, \u201cassures that our deterrent will be taken seriously by our adversaries and allies alike, while keeping the total cost below 7 percent of what the Department of Defense spends to protect the country.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Wednesday, Markey said any withdrawal from the New START Treaty should be put to a Senate vote, as should any move to provide Saudi Arabia with plutonium and uranium. He also pledged to \u201cfight tooth and nail\u201d to defund the development and deployment of low-yield nuclear weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is no such thing as a
