{"id":26212,"date":"2018-03-21T16:56:36","date_gmt":"2018-03-21T16:56:36","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/03\/21\/dod-doesnt-want-whiz-bang-tech-if-its-no-good-for-operations\/"},"modified":"2026-08-07T22:12:43","modified_gmt":"2026-08-07T22:12:43","slug":"dod-doesnt-want-whiz-bang-tech-if-its-no-good-for-operations","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2018\/03\/21\/dod-doesnt-want-whiz-bang-tech-if-its-no-good-for-operations\/","title":{"rendered":"DoD doesn\u2019t want \u2018whiz-bang\u2019 tech if it\u2019s no good for operations"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 With one eye always on improving capabilities, the U.S. Department of Defense is used to getting <a href=\"https:\/\/www.c4isrnet.com\/show-reporter\/ausa\/2017\/10\/19\/inside-the-foundational-future-technologies-of-the-worlds-largest-defense-company\/\" title=\"\" class=\"\" target=\"_blank\">bombarded with sales pitches<\/a> from industry for new technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Elbridge Colby, deputy assistant secretary of defense for strategy and force development, warned an audience Wednesday that he\u2019s not interested in seeing \u201cwhiz-bang\u201d technology if it doesn\u2019t come with plausible ways for <a href=\"https:\/\/www.defensenews.com\/smr\/defense-news-conference\/2017\/09\/08\/heres-the-technology-in-which-dods-innovation-hubs-will-be-investing\/\" title=\"\" class=\"\" target=\"_blank\">how it fits<\/a> into the Pentagon\u2019s operational concepts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re not interested in something that\u2019s kind of a whiz-bang thing that\u2019s not connected to a plausible deployment or not nestled within operational concepts,\u201d Colby said. \u201cWe do want to encourage breakthrough and creative, kind of, activity and investment in technology, but it\u2019s got to be something that we can actually use in a viable way to serve our strategic approach.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His comments came during the Directed Energy Summit, an event that naturally brings together advocates for the <a href=\"https:\/\/www.defensenews.com\/industry\/techwatch\/2016\/03\/15\/laser-weapons-ready-for-use-today-lockheed-executives-say\/\" title=\"\" class=\"\" target=\"_blank\">potential of laser weaponry<\/a>. Colby, one of the authors behind the Pentagon\u2019s <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2018\/01\/19\/national-defense-strategy-released-with-clear-priority-stay-ahead-of-russia-and-china\/\" title=\"\" class=\"\" target=\"_blank\">National Defense Strategy<\/a>, declined to go into detail about how such systems fit into his view of the Pentagon\u2019s operational concepts, though they remain a focus area for both internal and external investments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While noting it is important the private sector continues to develop technologies, Colby stressed that when presenting those to the Pentagon, they need to be very focused away from a \u201cplatform model\u201d and toward explaining how these capabilities could be used to combat near-peer competitors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI want to really stress that everything should be circled back to what the problem statement is, what the problem definition is, which is \u2014 it is defeating the Chinese or Russian potential theories of victory,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat that answer is, is going to be a combination of technology, combat development, doctrine, etc., etc. But we should be taking initiative. They\u2019ve gone after our theory of victory?
