Charles \u201cCQ\u201d Brown\u2019s directive to airmen to \u201caccelerate change or lose\u201d is gaining momentum after a year in practice, but the work to revamp the service\u2019s culture has only just begun.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force\u2019s top officer announced his overarching vision for a more flexible and capable force upon starting the job in August 2020. Four months later, he unveiled a set of directives intended to spur change in four areas over the next few years: empowering airmen; shrinking bureaucracy; global competition, and future force design.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSome things are going better than others,\u201d Brown said during a roundtable with reporters at the Air Force Association\u2019s annual conference here Monday. \u201cPart of this is the culture change as much as it is the \u2018A, B, C, D\u2019 [action orders], which will take some time.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Brown has pushed for troops to learn a broader set of skills than what\u2019s in their job description, regardless of their specialty; for high-level commanders to trust their subordinates to do what\u2019s right for their units; for a deeper understanding of the United States\u2019 military and economic tensions with Russia and China; and to cut outdated and unaffordable aircraft from the inventory, among other goals.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/air-force-association\/2020\/09\/14\/heres-what-accelerating-change-will-look-like-at-air-mobility-command\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/KC-135.jpg_2fe524.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Here\u2019s what \u2018accelerating change\u2019 will look like at Air Mobility Command<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">&quot;We\u2019re going to turn this headquarters and the mobility air forces toward the contested environment,\u201d said Gen. Jacqueline Van Ovost, AMC&#039;s commander.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Air Force outlined its progress in a <a href=\"https:\/\/www.af.mil\/News\/Article-Display\/Article\/2603272\/empowered-airmen-accelerate-change-across-air-force\/\" target=\"_blank\">press release earlier this year<\/a>, noting that Brown\u2019s directive had spurred airmen to tackle projects like diversifying recruitment efforts, overhauling cyber warfare training and better connecting airmen with support services for their kids.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAirmen at Air University\u2019s Chief Master Sergeant Leadership Academy at Maxwell AFB, Alabama \u2026 designed a Command Senior Enlisted Leadership course in collaboration with their Estonian military counterparts,\u201d the Air Force added. That course, planned for this month, \u201cwill help senior enlisted leaders gain a greater understanding of the needs of all nations bordering the Baltic Sea, and how the U.S. and allies can work to amplify their collective strengths against competition in the region.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the slowest-moving efforts is aimed at slashing bureaucratic red tape. If the Air Force was competing with the notoriously slow-moving Office of the Secretary of Defense for the most bureaucracy, Secretary Frank Kendall quipped, \u201cI don\u2019t know that [OSD] would win.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As part of those endeavors, the service found it has several dozen governance bodies that are trying to make decisions to move the Air Force forward but often end up cancelling each other out. It also acknowledged that senior leaders are sometimes too far removed and don\u2019t always have the information that they need to make sound decisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Brown indicated the Air Force could abolish certain working groups and other governing organizations that add \u201cmore time than value.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, that doesn\u2019t mean officials should go it alone. Brown recalled feeling disconnected from decisions made in the Pentagon when he was serving as the Pacific Air Forces commander nearly 5,000 miles away in Hawaii.<\/p>\n\n\n<aside class=\"smg-interstitial-link smg-interstitial-link--fallback wp-block-smg-interstitial-link\"><a href=\"https:\/\/www.defensenews.com\/smr\/defense-news-conference\/2021\/09\/08\/top-us-air-force-general-supports-proposed-f-35-cost-constraints\/?utm_medium=social&#038;utm_campaign=Socialflow+AIR&#038;utm_source=facebook.com&#038;fbclid=IwAR28NLwffAiWWYW4IsSESylHcLtd5VSj6uSLrIWD9DyuKEnw5slZOpPS29Q\" class=\"smg-interstitial-link__fallback-link\">Top US Air Force general supports proposed F-35 cost constraints<\/a><\/aside>\n\n\n<p class=\"wp-block-paragraph\">The solution to moving faster as a team is to start debate on issues earlier in the decision-making process rather than wait until a conversation reaches the top generals, and to keep leaders in the loop on changes made at lower levels without getting them involved, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He\u2019s still plenty aware of the power a four-star can wield in resolving sticking points that may arise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI bring members of the staff into my conference room and go, \u2018We\u2019re going to sit down and talk about this,\u2019 because otherwise they\u2019ll staff it amongst themselves, keep me out of the loop, and I probably could actually help them one way or another by either making a decision or providing direction,\u201d Brown said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moving forward, Kendall has suggested that the service review its work once a year to ensure the efforts are still helpful and on the right track. Shepherding those along will be a key focus of Brown\u2019s second year in the seat, the general said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To keep tabs on the sweeping, multiyear strategy, Brown regularly meets with the officers in charge of bringing each action order to fruition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI sit down with them, spend an hour with them, to ask them questions: Where are the roadblocks? The secretary told Air Force Times in August that he wants to launch further data-driven analyses to see where the Air Force and Space Force are falling short on personnel, ops and policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Brown urged airmen to take matters into their own hands rather than wait for leadership to act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe could all use more manpower, more money and more time. But leaders cannot wait for perfect conditions to act or make a decision, because perfect conditions will never exist,\u201d he told the force on Monday. \u201cWhat if you received no additional manpower or resources, but were empowered to prioritize what was important and were relieved of constraints?
