{"id":26383,"date":"2015-01-21T14:50:24","date_gmt":"2015-01-21T14:50:24","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2015\/01\/21\/india-russia-discuss-fgfa-helo-co-production\/"},"modified":"2026-08-07T22:17:10","modified_gmt":"2026-08-07T22:17:10","slug":"india-russia-discuss-fgfa-helo-co-production","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/air\/2015\/01\/21\/india-russia-discuss-fgfa-helo-co-production\/","title":{"rendered":"India, Russia Discuss FGFA, Helo Co-Production"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">NEW DELHI \u2014 A week before US President Barack Obama&#8217;s visit to New Delhi, Russian Defense Minister Sergei Shoigu held his first meeting with new Indian Defence Minister Manohar Parrikar Wednesday, which included discussions on the co-production of the Kamov 226 light utility helicopter and resolving disagreements over the Fifth Generation Fighter Aircraft [FGFA].<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Visiting Russian President Vladmir Putin offered co-production of the helicopter during his talks here Dec. 11 with Indian Prime Minister Narendra Modi, said an Indian Defence Ministry source.<\/p>\n\n\n\n<p>However, the MoD&#8217;s official <span class=\"rte rte-comment\">The official <\/span>release <span class=\"rte rte-comment\"> of the MoD, however, <\/span>made no mention of possible <span class=\"rte rte-comment\">the discussion on <\/span>co-production, and only said, <span class=\"rte rte-comment\"> of Kamov 226 helicopter and said, <\/span>&#8220;The two Defense Ministers also discussed possible future areas of cooperation in high technology Defense platforms as well as armament for the three Services. &#8220;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shoigu<span class=\"rte rte-comment\">Sergei<\/span> is here <span class=\"rte rte-comment\">in New Delhi, <\/span>to attend the 15th meeting of the Russian-Indian Inter-Governmental Commission on Military-Technical Cooperation. <span class=\"rte rte-comment\">held December 21.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Resolving the deadlock leading to the final agreement on the joint production of the Fifth Generation Fighter Aircraft<span class=\"rte rte-comment\"> [FGFA]<\/span> the two countries propose to jointly develop was top on the agenda of the meeting,&#8221; the MoD source added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The official release made no mention of <span class=\"rte rte-comment\">on the <\/span>progress in the long pending <span class=\"rte rte-comment\">issue of final agreement on <\/span> FGFA effort, but said, &#8220;The two sides resolved to continue to meet at regular intervals to carry forward an already robust defense cooperation between the two countries.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russian officials offered no public comment after the talks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite a<span class=\"rte rte-comment\">n<\/span> p<span class=\"rte rte-comment\">P<\/span>reliminary agreement on FGFA signed in 2010, a final agreement, essential for the release by India of about <span class=\"rte rte-comment\">around <\/span> $5.5 billion <span class=\"rte rte-comment\">, the Indian share <\/span>toward development of the aircraft, remains elusive. The final agreement would settle details concerning how much each side will contribute toward <span class=\"rte rte-comment\">FGFA, <\/span><span class=\"rte rte-comment\">is still not reached as the deadlock remains<\/span><span class=\"rte rte-comment\">on <\/span><span class=\"rte rte-comment\">the share of <\/span> design and development of the <span class=\"rte rte-comment\">each side will have in <\/span>FGFA, for <span class=\"rte rte-comment\"> in <\/span>which the Indian Air Force <span class=\"rte rte-comment\">(IAF) <\/span> is expected to place an order worth over $25 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shoigu<span class=\"rte rte-comment\">Sergei<\/span> was scheduled to visit New Delhi in October but delayed his trip<span class=\"rte rte-comment\">visit<\/span> due to what Russian diplomats here said were events <span class=\"rte rte-comment\">occupation of the Defense Minister in events <\/span> related to Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Shoigu<span class=\"rte rte-comment\">Sergei<\/span> visited Pakistan in November and signed a defense and military cooperation agreement on Nov.<span class=\"rte rte-comment\">ember<\/span> 20.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Despite the deadlock over FGFA, and the defense cooperation agreement with Pakistan, defense ties with Moscow will remain intact because Russia offers high-technology weapon co-production projects to India,&#8221; said Bhim Singh, retired Indian Air Force wing
