Inside was a picture of a massive billboard opposite the home of the 82nd Airborne Division on Fort Bragg Boulevard. Its message encapsulated the legacy of the Jimmy Carter presidency: \u201cIran, Let Our People Go.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is what we had become: a mendicant begging Tehran\u2019s theocratic fanatics to release American diplomats and soldiers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the 1970s, the world assumed the United States was on an inevitable decline riven by problems at home and indecisiveness abroad. The Soviets invaded Afghanistan, and Cuban proxies were rampaging through southern Africa. The defense budget tanked. There was no fuel for vehicles and no money for training, and the carriers were stuck in port. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Carter years have returned with a vengeance. It did not take the Biden administration long to signal American weakness. With China continuing its massive military modernization program and increasingly threatening its neighbors, the administration opted to open the government spending spigot, while defense and homeland security were set to <a href=\"https:\/\/www.wsj.com\/articles\/biden-is-the-6-trillion-man-11622241749\" target=\"_blank\">receive a few extra droplets<\/a>. In case any world leader failed to pick up on that clue, the administration followed with the debacle in Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In underfunding the Pentagon, Biden has stolen a page not just from President Jimmy Carter but from the Obama playbook, too. During the Obama administration, ships and crews were worn out, several Air Force fighter squadrons were grounded <a href=\"https:\/\/www.airforce-technology.com\/news\/newsusafe-grounds-fighter-squadrons-due-to-budget-sequestration\/\" target=\"_blank\">due to lack of funding<\/a>, and bureaucratic initiatives arrested the development of a generation of promising sailors and pilots. Future systems were also put on hold. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the return of Carter-era inflation, President Joe Biden\u2019s <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2021\/10\/18\/senate-appropriators-back-5-percent-boost-in-defense-spending-for-fy22\/\" target=\"_blank\">defense spending<\/a> remains anemic compared to the multiple great power threats we face. The Pentagon was already projecting an <a href=\"https:\/\/comptroller.defense.gov\/Portals\/45\/Documents\/defbudget\/FY2022\/FY22_Green_Book.pdf\" target=\"_blank\">inflation rate of 2.2 percent<\/a> before inflation kicked into gear, with the Federal Reserve now <a href=\"https:\/\/www.npr.org\/2021\/09\/22\/1039317128\/federal-reserve-inflation-economy-taper-interest-rates\" target=\"_blank\">predicting a 4.2 percent<\/a> annual rate for 2021. The Biden administration requested a <a href=\"https:\/\/comptroller.defense.gov\/Portals\/45\/Documents\/defbudget\/FY2022\/FY2022_Budget_Request.pdf\" target=\"_blank\">1.6 percent increase<\/a> to the defense budget. <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/ausa-digital-show-dailies\/2021\/10\/11\/us-army-secretary-talks-fy23-budget-and-the-war-for-talent\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21133518508306.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Army secretary talks FY23 budget and the war for talent<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">What are Secretary Wormuth&#039;s biggest priorities, and what does she want her legacy to be?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The difference today is that communist China is a more formidable threat than the sclerotic Soviet empire was at its height. And China has junior partners in crime in Moscow, Tehran and Pyongyang. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The American military now faces a ferocious great power competition without the resources to match the threat. The claxons are sounding. The Heritage Foundation\u2019s \u201c<a href=\"https:\/\/www.heritage.org\/sites\/default\/files\/2021-09\/2022_IndexOfUSMilitaryStrength.pdf\" target=\"_blank\">2022 Index of U.S. Military Strength<\/a>\u201d has laid open the looming threat: \u201cIn the aggregate, the United States\u2019 military posture continues to be rated \u2018marginal.\u2019 &#8221; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 2022 index concludes that our current force is likely capable of meeting the demands of a single, major regional conflict while also attending to presence and minor engagement activities elsewhere. But our military would be ill-equipped to handle two major regional conflicts at once \u2014 especially considering the generally weak condition of key military allies in Europe and the Pacific. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. military is getting older faster than it is getting modern. As currently postured, the index concludes that \u201cthe U.S. military continues to be only marginally able to meet the demands of defending America\u2019s vital national interests.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The crisis is most evident in the Pacific, and the <a href=\"https:\/\/media.defense.gov\/2020\/Sep\/01\/2002488689\/-1\/-1\/1\/2020-DOD-CHINA-MILITARY-POWER-REPORT-FINAL.PDF\" target=\"_blank\">annual defense report on China from 2020<\/a> makes clear the U.S. is <a href=\"https:\/\/www.defensenews.com\/news\/your-army\/2020\/09\/01\/what-war-with-china-could-look-like\/\" target=\"_blank\">losing on shipbuilding<\/a>. China has over 110 large shipyards; we have 20 capable of building the Navy\u2019s large warships \u2014 only four actively doing this. China can now put 350 combat ships at sea; we can\u2019t get near 300. According to the <a href=\"https:\/\/www.cbo.gov\/system\/files\/2021-03\/57026-Shipyards.pdf\" target=\"_blank\">Congressional Budget Office<\/a>, the maintenance required on our submarine fleet alone would occupy the resources of all our shipyards for the next 30 years. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The United States Air Force is looking at facing China\u2019s arriving fifth-generation fighters with <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/air-force-association\/2021\/09\/07\/new-us-air-force-study-asks-whats-the-right-number-of-f-35s\/\" target=\"_blank\">small numbers of F-35s<\/a>, but mostly aged <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2021\/05\/28\/us-air-force-to-mothball-dozens-of-a-10s-f-15s-and-f-16s-in-fy22-budget\/\" target=\"_blank\">F-15s and F-16s<\/a> that will <a href=\"https:\/\/www.heritage.org\/defense\/report\/expensive-f-15ex-does-not-deliver-congress-should-nix-its-purchase\" target=\"_blank\">not survive<\/a> in a high-end conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When laser focus is required to deter China and Russia, billions of dollars are being siphoned off the Pentagon top line \u201cto mitigate the impacts of climate change.\u201d No doubt that\u2019s pleasing to Adm. <a href=\"https:\/\/www.bbc.com\/news\/world-europe-49918719\" target=\"_blank\">Greta Thunberg<\/a>, but it won\u2019t impress Chinese President Xi Jinping. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What will prove impressive is deterrence. We know it works. China is not invincible; it has structural, ideological and geographic vulnerabilities that can be exploited by a vigorous America.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But time is running out. We must act now: Invest in new weapons, divest legacy systems as the new ones come online, and harden our space and cyber assets. We must also unleash Silicon Valley to condense the kill chain by turning artificial intelligence on the Chinese to overwhelm their systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Jimmy Carter bungled Iran, he got it right when he said that the Soviet invasion of Afghanistan revealed what was at the heart of Moscow\u2019s ambitions. He immediately put in train production of the B-1 bomber, the Abrams tank and the Minuteman 3 intercontinental ballistic missile \u2014 systems President Ronald Reagan would build upon to confront the Kremlin. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One can only hope that President Biden, having bungled Afghanistan, will have a similar epiphany regarding China and help the Pentagon \u201cBuild Back Better.\u201d Otherwise, we may see unsettling billboards on Bragg Boulevard in the next three years. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Robert L.
