{"id":26849,"date":"2019-04-15T15:27:47","date_gmt":"2019-04-15T15:27:47","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/04\/15\/fixed-wing-utility-aircraft-replacement-program-on-ice-again\/"},"modified":"2026-08-07T22:23:11","modified_gmt":"2026-08-07T22:23:11","slug":"fixed-wing-utility-aircraft-replacement-program-on-ice-again","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/aaaa\/2019\/04\/15\/fixed-wing-utility-aircraft-replacement-program-on-ice-again\/","title":{"rendered":"Replacement effort for fixed-wing utility aircraft is put on ice again"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">NASHVILLE, Tenn. \u2014 The U.S. Army\u2019s <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/aaaa\/2018\/04\/30\/army-taking-another-stab-at-buying-new-fixed-wing-utility-aircraft\/\" target=\"_blank\">fixed-wing utility aircraft replacement program<\/a> is again on ice, taking a backseat to the service\u2019s major modernization priorities, according to the Army\u2019s program executive officer for aviation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A year ago, the Army took a second stab at buying a new fixed-wing utility plane and issued a request for project proposals after it decided not to choose an aircraft during a previous competition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service changed its tune after it underwent a series of deep dives into each and every one of its programs, taking money from efforts that did not line up with the service\u2019s top six modernization priorities or contribute to a more lethal force.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/ausa-digital-show-dailies\/2018\/10\/08\/armys-night-court-finds-25-billion-to-reinvest-in-modernization-priorities\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Esper.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Army\u2019s \u2018night court\u2019 finds $25 billion to reinvest in modernization priorities<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Through rigorous review, the Army has found $25 billion within its own programs to reinvest in its top six modernization priorities, but details will be scant until the fiscal 2020 budget is released.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Programs like the fixed-wing utility replacement have become the bill payer for major efforts, particularly two lines to procure a future long-range assault aircraft and a future attack reconnaissance aircraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe [Army] secretary ultimately said, as he looked at &#8230; the modernization portfolio, was it the right thing to be doing at the right time,\u201d Brig. Gen. Thomas Todd told Defense News in an April 10 interview ahead of the Army Aviation Association of America\u2019s annual summit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat I would say is that it\u2019s still under consideration,\u201d Todd added, but \u201cit is currently not moving forward.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He noted that Army leadership is still listening to briefs on decisions that would inform the requirements community as to whether the effort is something the service wants to fund and resource, but \u201cultimately it\u2019s put on hold so you won\u2019t see any additional request for information or proposals on this until the Army makes a decision as to how it moves forward.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The timeline for that decision is unclear. Any fleet that would replace the current aircraft needs to meet operational requirements and be cost effective, Todd noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But for now the service will continue to keep the current fleet flying and inform leadership on the impact of keeping that current fleet in the air.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/ausa-digital-show-dailies\/2018\/10\/10\/inflection-point-army-wrestles-to-strike-balance-between-current-and-future-capability\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AUSA-inflection-cover-1-web.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Inflection point: Army wrestles to strike balance between current and future capability<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">At some point soon, the Army will have to make difficult decisions on how long legacy weapon systems and planned upgrades for those capabilities can \u2014 or should \u2014 carry the service into the future.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Army has been trying to replace its aging C-12 and C-26 fixed-wing utility aircraft fleet for years, but when it came time to choose an aircraft during a 2017 competition, the service opted to choose nothing and canceled its solicitation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Part of the problem might have been that there was only one offering \u2014 a joint Sierra Nevada Corp.-Textron submission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sierra Nevada <a href=\"https:\/\/www.defensenews.com\/land\/2017\/12\/08\/gao-denies-sierra-nevada-protest-over-armys-fixed-wing-utility-aircraft-competition\/\" target=\"_blank\">protested the Army\u2019s decision<\/a>, but the Government Accountability Office denied the protest in December 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Roughly four years ago, about 77 percent of the fleet was considered beyond useful life, which would require either replacement or recapitalization through a service-life extension.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The basic requirement as of last year was to procure a nondevelopmental fixed-wing aircraft capable of performing operational-support airlift missions, moving personnel and equipment flexibly around the battlefield. The Army has been looking for improved passenger and payload capability along with greater refueling range.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service first released a request for information in 2012 looking for potential commercial off-the-shelf replacements with the plan to procure and field the aircraft from fiscal 2014 and
