{"id":26860,"date":"2019-06-21T15:44:02","date_gmt":"2019-06-21T15:44:02","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/06\/21\/after-delay-army-clears-joint-light-tactical-vehicle-for-full-rate-production\/"},"modified":"2026-08-07T22:20:47","modified_gmt":"2026-08-07T22:20:47","slug":"after-delay-army-clears-joint-light-tactical-vehicle-for-full-rate-production","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/land\/2019\/06\/21\/after-delay-army-clears-joint-light-tactical-vehicle-for-full-rate-production\/","title":{"rendered":"After delay, US Army clears Joint Light Tactical Vehicle for full-rate production"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Army has approved the Oshkosh-built <a href=\"https:\/\/www.defensenews.com\/2019\/03\/01\/most-problems-found-in-joint-light-tactical-vehicle-have-been-fixed-officials-say\/\" target=_blank>Joint Light Tactical Vehicle\u2019s transition to full-rate production <\/a>after a roughly six-month delay, according to a June 21 announcement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Full-rate production for the JLTV was pushed from an original schedule of December 2018 out to May this year due to a number of changes to the Humvee replacement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army decided to make a series of alterations as the result of soldier feedback, including a larger back window and the addition of a muffler. The approach was designed to minimize the cost and quantity of the vehicles that would need to be retrofitted, the vehicle\u2019s program office told Defense News at the time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decision to delay the full-rate production did not stop the service from beginning to field 300 of the new vehicles to the Army\u2019s 1st Brigade, 3rd Infantry Division at Fort Stewart, Georgia, making it the first unit equipped with the vehicle in April 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are also grateful for soldier feedback on new features and enhancements,\u201d Jeffrey White, the Army acquisition chief\u2019s principal deputy said in the Army announcement. \u201cThe Soldiers of the 1st ABCT, 3rd Infantry Division provided valuable input on enhancements such as increased situational awareness, reduction of system noise, a troop seat kit, and a companion JLTV trailer. Their assessments helped bring us all to a successful Full-Rate Production decision.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/land\/2016\/05\/12\/jltv-will-be-us-armys-interim-light-recon-vehicle\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635986497919630352-jltvoshkoshsofexjpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">JLTV Will be US Army\u2019s Interim Light Recon Vehicle<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The decision is likely to come as a disappointment for companies hoping to sell their LRV offerings to the US Army.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/industry\/2015\/08\/25\/oshkosh-wins-jltv-award\/\" target=_blank>Oshkosh beat out Humvee-maker AM General and Lockheed Martin in 2015<\/a> to build the replacement for the Humvee for both the Army and the Marine Corps. The low-rate initial production, or LRIP, contract was worth $6.7 billion, and the entire program is estimated to be worth $30 billion through 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cImportant insights from manufacturing and rigorous developmental and operational test during LRIP contributed to shaping the vehicle\u2019s current configuration,\u201d George Mansfield, vice president and general manager of joint programs for Oshkosh Defense, said in a statement sent to Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe program remains on schedule and on budget, and ensures our troops have the protection, connection, and extreme off-road mobility they need today for current and future battlefields. The JLTV is the only light tactical vehicle being fielded today that can maneuver within combat formations,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the time of the LRIP award, a total of 49,100 JLTVs were planned for the Army, not including what the Marine Corps is planning to buy as well as a small number for <a href=\"https:\/\/www.defensenews.com\/land\/2017\/08\/04\/air-forces-surprise-jltv-buy-in-fy18-could-be-start-of-larger-procurement-effort\/\" target=_blank>the Air Force <\/a>and Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service cut its <a href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/2019\/03\/13\/us-army-cuts-current-vehicle-fleet-to-make-way-for-next-gen-tech\/\" target=_blank>procurement of the JLTV<\/a> in its fiscal 2020 budget request by 863 vehicles. The Army procured 3,393 vehicles in FY19 in LRIP but only plans to buy 2,530 vehicles in FY20. Army Secretary Mark Esper said at the time the FY20 budget rolled out that the vehicle was designed and procured in \u201cthe context of Afghanistan and Iraq,\u201d and hence was just not as relevant anymore when applied to the fresh National Defense Strategy now guiding Army investment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are certainly cutting the total number\u201d of JLTV procurement, Esper said. \u201cI know that much. But whether it settles out, finals out right here, today, I can\u2019t tell you. In five years, I could maybe have a different number for you.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the JLTV was designed for the counterinsurgency fight \u2014 a light vehicle with the protection to endure the blast of an improvised explosive device much like mine-resistant, ambush-protected vehicles \u2014 Oshkosh has used the JLTV\u2019s highly configurable design to increase firepower options on board a JLTV and to protect it from missile and rocket attacks.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/ausa-digital-show-dailies\/2017\/10\/09\/oshkosh-makes-joint-light-tactical-vehicle-more-lethal\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"205\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/OshkoshJLTV30MM.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Oshkosh makes Joint Light Tactical Vehicle more lethal<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Oshkosh Defense is showing how the Joint Light Tactical Vehicle can be configured to meet the service\u2019s most pressing needs.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Over the past three years, it integrated remote weapon systems, a lightweight 30mm cannon paired with a 7.62mm coaxial machine gun, a Javelin integration kit, several .50-caliber machine guns, and a lightweight automatic chain gun, among other weapon systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The<a href=\"https:\/\/www.defensenews.com\/land\/2017\/06\/19\/iron-fist-revealed-the-likely-interim-active-protection-system-for-bradley\/\" target=\"_blank\"> IMI Iron Fist Active Protection System <\/a>and <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/eurosatory\/2018\/06\/11\/rafael-to-demo-lighter-trophy-protection-system-on-bradley-fighting-vehicle\/\" target=\"_blank\">Rafael\u2019s Trophy Light APS<\/a> have both been <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/dsei\/2017\/09\/13\/oshkosh-defense-fits-remote-weapon-station-anti-rpg-armor-on-jtlv\/\" target=\"_blank\">integrated onto JLTVs <\/a>for evaluation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the Boeing Maneuver Short-Range Air Defense launcher, which was not selected by the Army for its interim SHORAD solution, was also integrated onto the JLTV to include an M3P .50-caliber machine gun, M299 launcher with four Longbow Hellfire missiles, a sensor suite, and a communications suite with the Thales VRC-111.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now that the Army has approved full-rate production for the JLTV, it is anticipated Foreign Military Sales prospects could begin more rapid materialization. Slovenia has already placed an order for a small number of JLTVs, and it\u2019s likely the United Kingdom as well as Lithuania will be future
