{"id":26951,"date":"2022-05-04T21:16:21","date_gmt":"2022-05-04T21:16:21","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/05\/04\/in-new-directive-us-army-reins-in-army-futures-command\/"},"modified":"2026-08-07T22:20:12","modified_gmt":"2026-08-07T22:20:12","slug":"in-new-directive-us-army-reins-in-army-futures-command","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/land\/2022\/05\/04\/in-new-directive-us-army-reins-in-army-futures-command\/","title":{"rendered":"In new directive, US Army reins in Army Futures Command"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Army secretary has issued a new directive on modernization that sets new boundaries around <a href=\"https:\/\/www.defensenews.com\/interviews\/2021\/07\/12\/army-futures-command-chief-on-what-his-team-got-right-and-wrong-since-its-founding\/\" target=\"_blank\">Army Futures Command<\/a> and reasserts the role of the service\u2019s acquisition shop.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The directive rescinds the language of previous directives from 2018 and 2020 that establishes Army Futures Command as \u201cleading the modernization enterprise.\u201d It also says the Army\u2019s science and technology arm will fall under the control of the Assistant Secretary of the Army (Acquisition, Logistics and Technology),or ASAALT, as opposed to under Army Futures Command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWith the <a href=\"https:\/\/www.defensenews.com\/land\/2018\/08\/28\/can-austin-make-the-army-weird\/\" target=\"_blank\">initial establishment of Army Futures Command<\/a>, the Army issued a number of policy directives to accelerate its development and address AFC\u2019s role in the Army modernization,\u201d Ellen Lovett of Army Public Affairs told Defense News in a statement. \u201cWhile well-intentioned, this guidance had the unintended consequence of creating ambiguity in long-established acquisition authorities. This administrative change eliminates that ambiguity with clearly defined roles consistent with statute, and will better facilitate collaboration in our modernization and equipping enterprise.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The directive suggests the service is still working out the kinks following the 2018 formation of Army Futures Command, tasked with leading the service\u2019s major modernization efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Critics have argued the command has had too much control over modernization, including a high level of power over the <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2018\/10\/10\/interview-dr-bruce-jette-army-acquisition-chief\/\" target=\"_blank\">acquisition enterprise<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ASAALT is responsible for \u201cthe overall supervision of Army acquisition matters,\u201d Lovett added. \u201cThis responsibility includes the oversight of Army research and development, to include science and technology efforts and associated resourcing decisions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the May 3 directive, signed by Army Secretary Christine Wormuth, establishing Army Futures Command was an \u201cessential step in accelerating our modernization efforts, helping to drive focus and attention on experimentation, prototyping, concept development, and requirements generation for the Army of the future.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While previous directives intended \u201cto build momentum, this guidance primarily addressed roles arising early in the equipping lifecycle, when requirements are evolving and experimentation takes place,\u201d she wrote. \u201cIt did not adequately account for the shifting roles and functions as requirements move into development as programs of record through production, fielding, and sustainment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The previous directives also \u201ccreated ambiguity regarding the primacy of acquisition authorities vested in the Army Secretariat that preserve civilian oversight and control in acquisition matters,\u201d Wormuth said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To get capabilities delivered to soldiers, the Army needs input and contributions of a variety of organizations, \u201cnot the unitary direction of one Army command,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now as modernization programs move through the lifecycle, different Army organizations will assume primary roles, Wormuth noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Retired Lt. Gen. Tom Spoehr, now with the Heritage Foundation, told Defense News the directive \u201creturns the Army to the way things were pre-2018 with a few exceptions. Army Futures Command exists but does not share or drive any acquisition efforts.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAFC clearly still develops requirements and concepts, but now has a much more limited role in the acquisition of capabilities,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The directive recertifies Army Futures Command as an enduring command and notes the commanding general of AFC is \u201cresponsible for force design and force development, and is the capabilities developer and operational architect for the future Army.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAFC assesses and integrates the future operational environment, emerging threats, and technologies to provide warfighters with the concepts and future force designs needed to dominate a future battlefield,\u201d according to the directive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While ASAALT is responsible for research and development, AFC will be responsible for the operation of the service\u2019s research laboratories and centers, the directive states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Just before he retired, then-Army Futures Command chief Gen. Mike Murray told Defense News he was <a href=\"https:\/\/www.defensenews.com\/land\/2021\/10\/11\/army-futures-command-chief-talks-rocky-patches-in-quickly-fielding-critical-weapons\/\" target=\"_blank\">comfortable with the relationship between ASAALT and his command<\/a>, but that it did not come without rocky patches. \u201cThere are some people out there that said pieces of ASAALT should be part of AFC,\u201d he said, \u201cI don\u2019t agree with that.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen you have people looking at things from two different
