Sam Greaves, the head of the Missile Defense Agency, lays out his proposed space-sensor layer and describe what it could do.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">HUNTSVILLE, Ala. \u2014 Missile defense leaders within the Pentagon and Congress are pushing for more missile defense capability in space, and the Missile Defense Agency director, Gen. Samuel Greaves, has a rough idea of what <a href=\"https:\/\/www.defensenews.com\/land\/2018\/07\/27\/congress-intensifies-push-for-reluctant-mda-to-focus-on-space-based-missile-defense\/\" target=_blank>a space-based missile defense sensor layer<\/a> could look like.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The missile defense community has been talking \u201cseriously\u201d about a sensor layer in space \u201cactively over the last year,\u201d Greaves said in an Aug. 8 speech at the Space and Missile Defense Symposium.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While many decisions still have to be made regarding requirements definitions, development paths and the acquisition process, \u201cthe key thing,\u201d Greaves said, \u201cis that there is serious consideration and support being given to the need to deploy these space sensors because we must do so.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/smd\/2018\/08\/07\/hyten-to-address-russian-and-chinese-missile-threats-its-all-about-the-sensors\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-837213998.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Hyten: To address Russian and Chinese missile threats, it\u2019s all about the sensors<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The head of U.S. Strategic Command says the biggest focus for missile defense has to be sensor development.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Greaves laid out a very rough sketch of what the agency is looking for to build a robust sensor layer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, the MDA might use something like a current system from the U.S. Air Force \u2014 the Overhead Persistent Infrared Global Scanning system \u2014 to alert and characterize activity in space, essentially \u201cto be the bell ringer if something is going on,\u201d Greaves said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sensor layer would have a regional detection and tracking capability staring down at Earth that could go after hypersonic threat detection and other \u201cdimmer\u201d targets, but also catch missiles in the boost or burnout phases of flight, Greaves described.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Covering the midcourse portion of a missile threat\u2019s flight would be a sensor that could look \u201cagainst the cold background of space\u201d and discriminate, track and eventually serve as fire control, directly handing over data to ballistic missile defense weapon systems, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the far end of a missile trajectory, a sensor would stand by to record whether an intercept against a target was successfully destroyed or disabled, or whether it missed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGetting that capability into the architecture and providing that information to folks on the ground that have to make a decision on whether or not to re-shoot or whether to move onto another target, that is extremely important,\u201d Greaves said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The four-star added that the agency plans to also look at how the Defense Advanced Research Projects Agency\u2019s Blackjack program might contribute to what the MDA is considering for a space-based sensor layer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to a DARPA broad agency announcement published in May 2018, the program seeks to develop and demonstrate \u201ccritical technical elements for building a global high-speed network backbone in low earth orbit (LEO) that enables highly networked, resilient, and persistent DoD payloads that provide infinite over-the-horizon sensing, signals and communications and hold the ground, surface, and air domains in global constant custody.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Greaves said the agency and the Pentagon are now going through \u201cintense discussion&#8221; on where it wants to end up with the architecture, pending department and congressional approval.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhether it\u2019s the classic ballistic target into space and back down, or the hypersonic threat skimming at very low altitudes,\u201d he said, \u201cspace offers, with the ground capability that we\u2019ve got, the best integrated architecture to ensure we maintain both. It\u2019s not more complicated than that, but if you don\u2019t have it, you can\u2019t see it shoot, and the remains of your system is essentially useless.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Michael Griffin, the undersecretary of defense for research and engineering, told reporters at the symposium to expect to see changes in the space architecture as it is deployed in the future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Echoing <a href=\"https:\/\/www.defensenews.com\/land\/2018\/02\/28\/strategic-command-chief-its-taking-way-too-long-to-get-space-based-missile-defense\/\" target=\"_blank\">U.S. Strategic Command chief Gen. John Hyten<\/a>, Griffin said the current space architecture is centered around &#8220;exquisitely capable, very expensive, very vulnerable systems that were designed and deployed in an era where we really didn\u2019t have any space adversaries.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now adversaries, China and Russia are directly challenging U.S. assets in space \u201cbecause they are critical to our way of fighting war,\u201d Griffin added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs you look forward you will see changes in our deployed architecture to meet those challenges,\u201d he said, such as a \u201cproliferated space-sensor layer, for example,\u201d that will not be made up of a few very large capable sensors, \u201cbut more less-capable sensors based off of commercial space developments.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>What does the Missile Defense Agency director envision for a space-based missile defense layer?
