The request covers roughly $27 billion in spending between 2022 and 2027; with $4.6 billion for fiscal year 2022 alone.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2021\/03\/02\/eyeing-china-indo-pacific-command-seeks-27-billion-deterrence-fund\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"158\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/McCain_standing-watch.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Eyeing China, Indo-Pacific Command seeks $27 billion deterrence fund<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">U.S. military officials have outlined a new spending requirements to boost deterrence against China, including new weapons, new construction and closer military-to-military collaboration with America\u2019s allies in the region.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Last year\u2019s <a href=\"https:\/\/www.defensenews.com\/global\/asia-pacific\/2020\/04\/02\/inside-us-indo-pacific-commands-20-billion-wish-list-to-deter-china-and-why-congress-may-approve-it\/\">version of the report<\/a>, the first submitted by Davidson, proposed $18.5 billion in spending through 2026; in December, the Congress <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/12\/03\/compromise-defense-bill-confronts-a-rising-china\/\" target=_blank>signed off<\/a> on $2.2 billion for FY21. Davidson is scheduled to testify to Congress next week about the PDI request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Davidson argued that the money sought for the upcoming fiscal year is less than 0.7 percent of the overall defense budget, and less than what Congress has traditionally appropriated for the European Deterrence Initiative, the fund that the PDI is designed to mirror.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s been fascinating to me, the relative ease at which the conversation happens year to year when it comes to the EDI when compared to PDI,\u201d Davidson said. \u201cSome of the angst has been mechanical right? The original European initiative had access to the [overseas contingency operations funding]. And that made it an easier lift.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PDI, however, does not have access to OCO funds, meaning \u201cit\u2019s got to come out on the top line unless extra funds were to be provided,\u201d Davidson said \u2014 accounting at least in part for the long-standing opposition within the department toward the idea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That opposition is part of the reason Congress essentially forced the issue, requiring the INDOPACOM head to directly tell the Senate Armed Services Committee what he would like rather than having it go through the Pentagon. With the fund set up, however, that institutional opposition is likely crumbling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier in the day, <a href=\"https:\/\/www.defensenews.com\/pentagon\/2021\/03\/04\/what-the-pentagons-top-policy-nominee-thinks-about-nukes-iran-and-other-priorities\/\" target=_blank>Colin Kahl<\/a>, the nominee to be undersecretary of defense for policy, told senators that he supports the idea of a PDI, saying \u201cthere\u2019s a lot of bipartisan support for supporting our allies and partners in the region\u201d and \u201ccommending\u201d the Senate for moving forward with the fund.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/commentary\/2020\/08\/25\/guam-needs-aegis-ashore\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/guam_carrier.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Guam needs Aegis Ashore<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Aegis Ashore is not a perfect solution, but it provides the best hope for addressing urgent threats and creating the space for the additional capabilities that will undoubtedly be necessary.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cI think there\u2019s been broad recognition across, certainly the Congress, and certainly the Department of Defense, that what needs to be resourced are the critical enablers that provide the joint integration and what might provide for coalition integration as well. That doesn\u2019t really come out in service budgets,\u201d Davidson continued. \u201cAnd so we focus our advocacy on that joint integration piece, and frankly that\u2019s where Guam comes in.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since last year\u2019s unveiling of the first PDI request, Davidson has been pounding the table that reinforcing Guam <a href=\"https:\/\/www.defensenews.com\/global\/asia-pacific\/2020\/07\/22\/indopacom-head-wants-aegis-ashore-in-guam-by-2026\/\">is his highest priority<\/a>, making it the lynchpin of INDOPACOM\u2019s view of a future Pacific security layout. Included in Davidson\u2019s wish list is $1.6 billion for a 360-degree persistent and integrated air defense capability in Guam, built around an Aegis Ashore system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adding that system to Guam not only would reinforce the island\u2019s missile defense capability, but \u201cfor the cost it takes to build out a facility and flesh it out, I free up at least three ships in conflict, and probably more ships in crisis,\u201d Davidson said. \u201cI am advocating for capabilities that are on the shelf now and effective, on the ground in Europe, being purchased by our allies, [deployed] at sea.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Reinforcing Guam will free up needed assets elsewhere, Adm.
