{"id":27405,"date":"2019-10-30T07:01:08","date_gmt":"2019-10-30T07:01:08","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/10\/30\/the-grades-are-in-for-americas-military-strength\/"},"modified":"2026-08-07T22:09:54","modified_gmt":"2026-08-07T22:09:54","slug":"the-grades-are-in-for-americas-military-strength","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2019\/10\/30\/the-grades-are-in-for-americas-military-strength\/","title":{"rendered":"The grades are in for America\u2019s military strength"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 America\u2019s investments in military readiness are paying off, particularly for the Army, but its armed forces would be stretched dangerously thin if they participate in <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/10\/04\/can-the-us-fight-two-big-wars-at-once-new-report-casts-doubts\/\">more than one large war <\/a>at the same time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is the conclusion of the Heritage Foundation\u2019s \u201c2020 Index of U.S. Military Strength,\u201d the think tank\u2019s <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/10\/05\/a-significantly-weaker-america-major-study-warns-of-eroding-us-military\/\">annual review<\/a> of the past year\u2019s defense policy issues. The Index assesses the global operating environment and U.S. military strength. It ranks all topics on a five-tiered scale of \u201cvery weak,\u201d \u201cweak,\u201d \u201cmarginal,\u201d \u201cstrong&#8221; and \u201cvery strong.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This year\u2019s index is the rosiest of the six that the Heritage Foundation \u2014 seen as influential on the Trump administration and congressional Republicans \u2014 has issued. Defense News was given an exclusive interview with Dakota Wood, a senior research fellow at the think tank who edited the 500-page report. The full document was released Oct. 30 and <a href=\"https:\/\/www.heritage.org\/military-strength\">can be read here<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Department spent the last year \u201creally focused on readiness. It reflects the services getting serious about that,\u201d Wood said. \u201cThe services have gotten very serious about regaining these lost conventional combat sorts of skills and are also starting from a fairly new base [of troops], and rediscovering things that the Cold War force knew out of habit. And you&#8217;re doing that in a budget environment that is less helpful than what it needs to be, so I think the increase in readiness is a positive sign.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, America\u2019s military still falls short of the ability to <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/01\/30\/the-pentagon-is-planning-for-war-with-china-and-russia-can-it-handle-both\/\">fight two major wars<\/a> at the same time, with Wood calling it \u201cbasically a one-war force.\u201d Wood praised the efforts of the Army and Marine Corps to transform themselves to face both a <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2018\/01\/19\/national-defense-strategy-released-with-clear-priority-stay-ahead-of-russia-and-china\/\" target=\"_blank\">great power competition<\/a> and a tighter budget environment, but said America must still address existing vulnerabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur bigger message in the index is saying to the nation as a whole, and to Congress as its representatives, that we are not devoting the resources needed for the U.S. to be a credible player in the global world against more than one major competitor,\u201d he warned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Service improvements<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report judges each service in three categories \u2014 capacity, capability and readiness \u2014 before offering a final score. Overall the report ranks each of the four services as \u201cmarginal,\u201d essentially a \u201cC\u201d grade. That\u2019s an improvement for the Marine Corps from the previous year, when it was were ranked \u201cweak\u201d largely due to concerns about aviation readiness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most notable change in the rankings is the move of Army readiness from \u201cstrong\u201d to \u201cvery strong,\u201d the highest rank for any of the armed services. Readiness for the Air Force and Marine Corps each moved from \u201cweak\u201d to \u201cmarginal,\u201d while the Navy stayed flat. None of the services lost ground compared to the 2019 report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army\u2019s readiness improvements come in the wake of what the report calls \u201csignificant\u201d investment in building out brigade combat teams, or BCT. The service went from having 15 of its 35 BCTs at an acceptable level of readiness in the last index to 28 BCTs at an acceptable level of readiness in the 2020 index \u2014 a dramatic improvement driven by what Wood described as focused investments by Army leadership.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Army is focused on getting their brigade combat teams to the national training centers. It\u2019s just dramatic,\u201d Wood said. Meanwhile, the Marines have \u201creally put a lot of money against improving their aviation readiness rates.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1444\" height=\"1588\" src=\"\/wp-content\/uploads\/2026\/08\/BCTs.jpg.jpg\" alt=\"\" class=\"wp-image-59589\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/BCTs.jpg.jpg 1444w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/BCTs.jpg.jpg?resize=273,300 273w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/BCTs.jpg.jpg?resize=768,845 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/BCTs.jpg.jpg?resize=931,1024 931w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/BCTs.jpg.jpg?resize=1397,1536 1397w\" sizes=\"auto, (max-width: 1444px) 100vw, 1444px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Still, the services all fall well behind what Heritage believes is needed for two simultaneous major conflicts. The report calls for an Army of 50 brigade combat teams, a Navy of 400 ships, an Air Force of 1,200 fighter\/attack aircraft and a Marine Corps of 36 battalions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Wood acknowledged that those figures might be impossible to meet in light of the \u201c<a href=\"https:\/\/www.defensenews.com\/congress\/2019\/10\/28\/senate-dems-likely-to-block-defense-spending-in-border-wall-dispute\/\">political reality<\/a>\u201d of increased defense budgets, especially as the nation faces an election and a trillion-dollar deficit.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1684\" height=\"896\" src=\"\/wp-content\/uploads\/2026\/08\/Service-Grade.jpg.jpg\" alt=\"\" class=\"wp-image-59591\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Service-Grade.jpg.jpg 1684w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Service-Grade.jpg.jpg?resize=300,160 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Service-Grade.jpg.jpg?resize=768,409 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Service-Grade.jpg.jpg?resize=1024,545 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Service-Grade.jpg.jpg?resize=1536,817 1536w\" sizes=\"auto, (max-width: 1684px) 100vw, 1684px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe focus of the services on current readiness is understandable because they can do that within the authorities and monies they have,\u201d Wood said. \u201cExpanding the force seems to be a bridge too far, and modernizing the force with all the new equipment you need to be able to conduct operations\u201d would take long-term investments that are likely out of reach.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is a difference in acknowledging the reality of that and being supportive. Acknowledging the reality of the service\u2019s challenges, I understand why they are making the decisions and I really can\u2019t fault them for it,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the nuclear side, the U.S. has seen noted improvement, with warhead modernization and the nuclear weapons complex receiving an upgrade from \u201cweak\u201d to \u201cmarginal,\u201d largely due to increased budgets for the often-underfunded National Nuclear Security Administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Force readiness also moved from \u201cmarginal\u201d to \u201cstrong,\u201d as results from years of efforts to improve morale and manpower in the nuclear forces has begun to pay off.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Regional and fiscal realities<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the whole, the authors of the index conclude that the threat to U.S. interests from abroad remains \u201chigh,\u201d as America faces challenges from the \u201c4+1 threats\u201d \u2014 Russia, China, North Korea, Iran and terrorism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those threats remain similar in capability and aggressive behavior to the previous report, with one change: Heritage says the threat of terrorism from the Middle East has dropped since the collapse of the Islamic State group\u2019s physical caliphate.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1332\" height=\"1328\" src=\"\/wp-content\/uploads\/2026\/08\/Heat-Map.jpg.jpg\" alt=\"\" class=\"wp-image-59593\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Heat-Map.jpg.jpg 1332w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Heat-Map.jpg.jpg?resize=150,150 150w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Heat-Map.jpg.jpg?resize=300,300 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Heat-Map.jpg.jpg?resize=768,766 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Heat-Map.jpg.jpg?resize=1024,1021 1024w\" sizes=\"auto, (max-width: 1332px) 100vw, 1332px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Though Iran dominated the news throughout the summer, with the U.S. minutes <a href=\"https:\/\/www.defensenews.com\/news\/2019\/06\/21\/trump-explains-why-he-called-off-strike-against-iran\/\">away from striking<\/a> Iranian military targets, the index did not move up Iran\u2019s threat rating. \u201cIranian influence actually increased, just because they\u2019re more mature through Iraq and into Syria,\u201d Wood said, but \u201cthe Yemen war, a bit of a proxy war between Saudis and Iranians, kind of settled somewhat. It\u2019s just not as news-capturing; it\u2019s this ugly kind of stasis that it\u2019s currently in.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia and China were already ranked as the highest capability on Heritage\u2019s scale, and so had no room to move up, but both nations continued to improve their respective capabilities, according to the report. And capacity remained an issue, as Russia and China have massed their respective forces in particular regions while the U.S. attention is spread across the globe.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1700\" height=\"1780\" src=\"\/wp-content\/uploads\/2026\/08\/US-vs-China-Russia.jpg.jpg\" alt=\"\" class=\"wp-image-59598\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/US-vs-China-Russia.jpg.jpg 1700w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/US-vs-China-Russia.jpg.jpg?resize=287,300 287w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/US-vs-China-Russia.jpg.jpg?resize=768,804 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/US-vs-China-Russia.jpg.jpg?resize=978,1024 978w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/US-vs-China-Russia.jpg.jpg?resize=1467,1536 1467w\" sizes=\"auto, (max-width: 1700px) 100vw, 1700px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Given the expected future fiscal environment, Wood said, the Pentagon should consider difficult choices and gamble on which competitor is more likely to evolve into a military foe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe fiscal realities say the United States really can only seriously think about one major war,\u201d Wood said. \u201cSo pick your opponent. Is it a war against China, or a war against Russia? Because if I\u2019m going to focus on China, that\u2019s a different Army. If I focus on Russia, it\u2019s a different Marine Corps and Navy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those fiscal realities may quickly hit home, as Congress appears <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/10\/25\/congress-mulls-spring-cr-to-avoid-government-shutdown\/\">headed for a stopgap spending plan<\/a> that could be needed into February or March. Under a continuing resolution, or CR, the military would be barred from launching new programs, and funding would be locked at the previous year\u2019s level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A six-month CR might drop capability in Heritage\u2019s rankings, which weighs the age of systems, Wood said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRight now, the average Air Force fighter aircraft is 28 to 29 years old. If that gets to 29 to 30, because [the Defense Department] is not replacing or buying new gear, that number can bump across the threshold which our scoring system tips from \u2018marginal\u2019 to \u2018weak,\u2019 \u201d he said. \u201c Also you can see some losses in capability because of continued aging and questionable health of modernization programs because those programs are not getting the funding they need to stay on track.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If Congress\u2019 inability to navigate an election year and a contentious impeachment process yields an extended CR, Wood expects to see the services continue their focus on capacity at the cost of modernization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t believe the services will shrink because manpower is a fixed cost and the people I have are the people I have,\u201d he said. \u201cThe additional training needed for this increase in readiness is less expensive than trying to start a new multibillion-dollar acquisition. And so I think within the services, if it\u2019s a yearlong CR, they will claim to continue with their focus on readiness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAgain, if I have a small
