I look forward to working with the many professional in the Army who are dedicated to this mission.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If confirmed by the Senate, Jacobson will establish policy and supervise the Army\u2019s infrastructure, including soldiers\u2019 barracks, energy security, sustainability initiatives and pollution. She will help spearhead the service\u2019s response and plans for climate change, which Defense Secretary <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/04\/27\/climate-change-an-existential-threat-says-secdef\/\" target=\"_blank\">Lloyd Austin<\/a> considers to be an \u201cexistential threat.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jacobson will also play a key role in installation quality of life initiatives like the Army\u2019s plan to renovate and replace substandard barracks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers have <a href=\"https:\/\/www.armytimes.com\/news\/pentagon-congress\/2021\/07\/01\/armys-10-billion-barracks-plan-in-jeopardy-lawmakers-fear\/\" target=\"_blank\">expressed concern<\/a> that the service isn\u2019t taking the barracks issue seriously, though.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jacobson served in the Defense Department for two years during the Obama administration as the Pentagon\u2019s top environmental lawyer, according to her <a href=\"https:\/\/www.eli.org\/bios\/rachel-jacobson\" target=\"_blank\">biography<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She also worked in the Department of the Interior during Obama\u2019s tenure, leading settlement negotiations with BP after the Deepwater Horizon oil spill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jacobson spent three years as an acting assistant Interior secretary overseeing the National Park Service and the U.S. Fish and Wildlife Service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She also spent nearly two decades with the Department of Justice, primarily working on environmental cases such as the Exxon Valdez oil spill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since departing the government at the close of the Obama administration, Jacobson has remained in Washington, D.C., and worked as a special counsel for <a href=\"https:\/\/www.wilmerhale.com\/en\/people\/rachel-jacobson\" target=\"_blank\">WilmerHale<\/a>, a private law firm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She may face some scrutiny from senators for her defense-related work there, including \u201cadvising a major defense contractor\u201d in pollution negotiations with the Navy at a former weapons site.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jacobson also \u201cvery briefly\u201d represented Hunt Companies, a private military housing contractor, when its officials <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2019\/12\/06\/mold-vermin-in-military-housing-companies-arent-off-the-hook-lawmakers-say\/\" target=\"_blank\">testified to Congress<\/a> about conditions in its homes, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If confirmed, Jacobson will replace John Surash, who has been acting assistant Army secretary since President Joe Biden\u2019s inauguration in January.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRachel Jacobson is an outstanding nominee and is extraordinarily qualified,\u201d said John Conger, a former assistant secretary of defense for energy, installations and environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHer experience overseeing these issues as Deputy General Counsel for Environment and Installations during the Obama Administration will allow her to hit the ground running,\u201d Conger said in a statement. \u201cThis is definitely a win for the
