{"id":27557,"date":"2019-08-01T16:14:02","date_gmt":"2019-08-01T16:14:02","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/08\/01\/divided-senate-passes-2-year-budget-deal-with-military-boost\/"},"modified":"2026-08-07T22:14:30","modified_gmt":"2026-08-07T22:14:30","slug":"divided-senate-passes-2-year-budget-deal-with-military-boost","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/08\/01\/divided-senate-passes-2-year-budget-deal-with-military-boost\/","title":{"rendered":"Divided Senate passes 2-year budget deal with military boost"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 The U.S. Senate sent the president a <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/07\/25\/budget-deal-advances-despite-gop-worries-over-costs-smaller-boost-for-military\/\" target=\"_blank\">$2.7 trillion budget plan<\/a> with <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/07\/23\/budget-deal-gives-a-big-funding-boost-to-defense-but-republicans-wanted-more\/\" target=\"_blank\">roughly $45 billion more in military funding<\/a> over two years, despite complaints from fiscal conservatives the measure would raise the federal deficit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agreement \u2014 which passed 67-28 \u2014 has the support of President Donald Trump and bipartisan leaders from both chambers, but it sharply split Republicans in the final vote. Twenty-three Republicans voted \u201cno,\u201d and 30 voted \u201cyes.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump is expected to sign the measure within a day, which is designed to prevent a <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2018\/12\/21\/coast-guard-would-bear-the-brunt-of-latest-government-shutdown\/\" target=_blank>partial government shutdown<\/a> this fall and stabilize appropriations plans for all aspects of federal agencies until after next year\u2019s presidential election.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Majority Leader Mitch McConnell, R-Ky., and Senate Armed Services Committee Chairman Jim Inhofe, R-Okla., argued the increase in defense spending \u2015 to $738 billion in 2020 and $740 billion in 2021, from $716 billion this year \u2015 justified the compromise with Democrats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After days of working to sway wavering Republicans, McConnell narrowly passed the measure. In the House last week, fiscal conservatives also found it a tough pill and the measure only drew support from only one-third of the House GOP membership.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/07\/23\/budget-deal-gives-a-big-funding-boost-to-defense-but-republicans-wanted-more\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/5578010-1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Budget deal gives a big funding boost to defense, but Republicans wanted more<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The $738 billion plan for defense spending next year falls short of what some claimed was needed to maintain military might.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Only five Senate Democrats voted \u201cno\u201d on the deal Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Minority Leader Chuck Schumer, D-N.Y., urged colleagues to vote for the deal, saying it would \u201cstrengthen our national security and provide our troops with the resources they need\u201d but also make critical investments in &#8220;child care, cancer research, our veterans, and more.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the run up to the vote, Republican leaders acknowledged the deal as an imperfect, bipartisan compromise but sold it as a better alternative than both a debt limit crisis and the year-long continuing resolution the White House had floated. The deal also included an agreement to exclude \u201cpoison pill\u201d riders, particularly those that restrict Trump\u2019s ability to transfer money toward his border wall project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGiven the exigencies of a divided government we knew any bipartisan agreement on funding levels would not appear perfect to either side,\u201d McConnell said. \u201cBut the administration negotiated a strong deal.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citing the defense cap increase, McConnell also framed the deal as a departure from the years of \u201cneglect and atrophy\u201d for the military under the Obama administration, offering that, \u201cCongress has worked hand-in-hand with the Trump Administration to begin writing a new chapter.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(At one point in the week, Sen. Christopher Murphy, D-Conn., a member of the Senate Appropriations Committee, disputed that notion, arguing the Obama administration oversaw defense budget increases before congressional Republicans ushered in budget caps in 2011.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense Secretary Mark Esper and Deputy Defense Secretary David Norquist, both of whom underwent confirmation on Capitol Hill in recent days, told lawmakers privately and publicly that the Defense Department was in need of stable funding after years of continuing resolutions and budget cap fights.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Inhofe argued that need for funding stability was reason enough to support that bill, even though it is less than the $750 billion that he and House Armed Services Committee ranking member Mac Thornberry, R-Texas, <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2018\/12\/10\/trump-changes-his-mind-again-on-military-spending-now-wants-a-big-boost-next-year\/\" target=\"_blank\">convinced Trump<\/a> to seek for 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI will take this smaller deal to give our military what it needs: predictability,\u201d Inhofe said in a Senate floor speech Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet several Senate Armed Services Committee members voted \u201cno\u201d: Republican Sens. Deb Fischer, Thom Tillis, Josh Hawley, Rick Scott, Marsha Blackburn and Democratic Sen. Joe Manchin. (Democratic Sen. Elizabeth Warren, who is running for president, was absent for the vote.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGovernance requires tough choices, and if everything is a priority, then nothing is a priority,&#8221; Blackburn said in a statement. \u201cOur priority should be ensuring our men and women in uniform have the resources they need to defend U.S. interests, our allies, and freedom. Holding those resources hostage to bloated, inefficient and wasteful federal spending is shameful and inappropriate.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After passing the measure, the Senate was expected to recess for the summer.
