{"id":27610,"date":"2018-03-23T12:39:45","date_gmt":"2018-03-23T12:39:45","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/03\/23\/congress-passes-13-trillion-budget-measure-finally-resolving-fy18-budget-fights\/"},"modified":"2026-08-08T02:50:17","modified_gmt":"2026-08-08T02:50:17","slug":"congress-passes-13-trillion-budget-measure-finally-resolving-fy18-budget-fights","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2018\/03\/23\/congress-passes-13-trillion-budget-measure-finally-resolving-fy18-budget-fights\/","title":{"rendered":"Congress passes $1.3 trillion budget measure, finally resolving FY18 budget fights"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Congress finalized <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/03\/22\/congress-races-to-pass-13t-defense-friendly-omnibus-and-avoid-shutdown\/\" title=\"\" class=\"\" target=\"_blank\">a $1.3 trillion budget dea<\/a>l early Friday morning to stave off another government shutdown threat this weekend and give federal agencies \u2014 including the Department of Defense \u2014 their full-year spending allotment after nearly a six-month wait.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The massive omnibus spending plan passed by a 65-32 margin just after midnight, about 12 hours after it was approved by the House and less than 24 hours before another partial government shutdown would have begun without the new appropriations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It contains <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2018\/02\/07\/congress-reaches-budget-deal-with-huge-defense-boost\/\" title=\"\" class=\"\" target=\"_blank\">$700 billion for defense spending<\/a> for fiscal 2018, plus another $10.1 billion for military construction projects and <a href=\"https:\/\/www.federaltimes.com\/management\/2016\/02\/10\/lawmakers-eye-ever-growing-va-budget\/\" title=\"\" class=\"\" target=\"_blank\">$185.4 billion for the Department of Veterans Affairs<\/a>. Each is a substantial increase over fiscal 2017 spending, and above what mandatory budget caps would have allowed before lawmakers reached a new budget deal in February.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Conservatives touted the measure as the largest defense spending increase in 15 years, and a much needed boost to help rebuilt military readiness and modernization accounts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor too long, Washington has asked our troops to do more with less, sending them into harm\u2019s way without the training and equipment they need to defend themselves and the country,\u201d House Armed Services Committee Chairman Mac Thornberry said after his chamber\u2019s vote. \u201cPresident Trump is right to insist on rebuilding our military, and this bill begins to do just that.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2018\/03\/22\/lawmakers-nearly-passed-three-major-va-reform-bills-this-week-now-that-plan-is-dead\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_090325023548.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Lawmakers nearly passed three major VA reform bills this week. Now that plan is dead.<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Plans to include three big veterans priorities in the upcoming must-pass omnibus budget bill fell apart during House negotiations.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The defense spending portion of the bill includes $589.5 billion in the base military budget and another $65.2 billion for overseas contingency operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It features a <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2018\/03\/22\/lawmakers-tout-military-pay-raise-in-omnibus-budget-but-troops-already-have-that-money\/\" title=\"\" class=\"\" target=\"_blank\">2.4 percent pay raise for troops (which began in January)<\/a>, a 21 percent increase in both defense research and development (to $89.2 billion) and procurement (to $144.3 billion), and $238 billion for military operations and maintenance, almost $1 billion more than what the White House had requested.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill also provides limited funding flexibility for Pentagon budget planners to spend the sudden infusion of funding over the second half of the fiscal year. It agreement increases a cap on spending in the last two months of the fiscal year from 20 percent to 25 percent, and changes reprogramming thresholds from $15 million to $20 million, in an effort to ease existing restrictions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Just as importantly, the bill all but ensures federal agencies won\u2019t see another government shutdown threat until October.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For months, federal operations have been continuing under a series of budget extension bills. As each expired, lawmakers faced late-night legislative deadlines to avoid funding lapses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Twice they failed to meet those deadlines, causing partial shutdowns that mainly affected military personnel overseas and guard units prepping for weekend training. It\u2019s the 17th straight year of increases for the department, which had a total budget of only $45 billion in fiscal 2001.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the total, $68.8 billion was set aside for medical care priorities, much of it already funded through advanced appropriations in early 2017. Mental health care services sees an increase to $8.4 billion, while almost $200 million is set aside for ongoing suicide prevention efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Federal workers receive a 1.9 percent pay raise under the legislation, 0.5 percent less than servicemembers. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Appropriators set aside $782 million for the new VA electronic medical record system, which is set to use the same framework as the new Defense Department records. That was the first annual increase since VA officials made the issue a national focus in 2010.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Major and minor construction projects saw a small decrease over fiscal 2017 funding levels, to $855 million. But another $2 billion was set aside for infrastructure repair, which lawmakers said should help eliminate the existing backlog in state veterans home construction applications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The measure also contains $71 billion in advance appropriations for fiscal 2019, ensuring that medical operations can continue uninterrupted even if a new budget stalemate
