{"id":27802,"date":"2018-08-08T20:16:15","date_gmt":"2018-08-08T20:16:15","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/08\/08\/how-should-one-grade-trumps-export-reform-policy\/"},"modified":"2026-08-07T22:21:05","modified_gmt":"2026-08-07T22:21:05","slug":"how-should-one-grade-trumps-export-reform-policy","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/industry\/2018\/08\/08\/how-should-one-grade-trumps-export-reform-policy\/","title":{"rendered":"How should one grade Trump\u2019s export reform policy?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 An increase in defense exports will be key for judging the effectiveness of <a href=\"https:\/\/www.defensenews.com\/industry\/2018\/04\/23\/do-new-trump-arms-export-rules-live-up-to-the-hype\/\" target=_blank>President Donald Trump\u2019s efforts<\/a> to <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2018\/04\/19\/trump-admin-rolls-out-new-rules-for-weapon-drone-sales-abroad\/\" target=_blank>make the arms sales process more efficient<\/a>, but that shouldn\u2019t be the only measure of success, said a panel of U.S. government officials, arms control advocates and industry on Aug. 8.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last month, the president signed off on an implementation plan for the new Conventional Arms Transfer policy, which is aimed at <a href=\"https:\/\/www.defensenews.com\/air\/2017\/12\/19\/heres-how-the-trump-administration-could-make-it-easier-to-sell-military-drones\/\" target=_blank>cutting down the red tape<\/a> associated with the foreign military sales process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To do that, the U.S. government must move to a more proactive posture, working with Congress and industry to make sure that its export processes are as efficient as possible, said Amb. Tina Kaidanow, the State Department\u2019s acting assistant secretary of state for political-military affairs, said at the Center for Strategic and International Studies.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/farnborough\/2018\/07\/16\/trump-advances-buy-america-arms-sales-plans\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"206\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18121508401740.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Trump advances \u2018Buy American\u2019 arms sales plans<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. State Department is rolling out its plan to implement President Trump\u2019s weapons export push.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat all this really ultimately means and what the imitative makes clear is that under this administration, there will be no more active advocate for U.S. sales than the U.S. government itself,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the most important metrics, and one that Trump himself will be watching, is whether arms sales continue to grow, said Alex Gray, special assistant to the president for the defense industrial base at the White House Office of Trade and Manufacturing Policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe would like to see sales that meet the requirements that are laid out in this policy, that are evaluated with all the criteria that the State Department and the interagency deem appropriate. And he would like to see an increase in our defense exports,\u201d he said during the panel discussion at CSIS. \u201cHe has been a vigorous advocate of doing that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The president may be able to claim a short term victory this year, as the United States is poised to <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/04\/27\/us-makes-it-cheaper-for-foreign-nations-to-buy-american-weapons\/\" target=_blank>beat its record<\/a> for government-to-government arms sales. Lt. Gen. Charles Hooper, head of the Defense Security Cooperation Agency, <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/farnborough\/2018\/07\/19\/america-has-sold-more-weapons-in-six-months-than-in-all-of-2017\/\" target=_blank>told Defense News in July<\/a>. He said that the the U.S. has signed $46.9 billion worth of sales in the first half of fiscal year 2018 \u2014 putting it near FY2015\u2019s record of $47 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In FY17, the State Department approved <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/11\/29\/america-sold-nearly-42b-in-weapons-to-foreign-countries-in-2017\/\" target=_blank>$41.9 billion in sales<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Others on the panel said the measure of success needs to be more nuanced than simply looking at the sales statistics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While boosting the number and value of FMS cases is crucial, the State and Defense departments see that as secondary in importance is making sure that U.S. allies and partners have the technologies they need to be interoperable with the United States, said Laura Cressey, the State Department\u2019s deputy director for regional security and arms transfers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want to make sure that our partners and allies are more capable and able to work with us when we need them to, to be more able to effectively defend themselves,\u201d she said. \u201cIt\u2019s hard to quantify that, and that can be very squishy [\u2026] but it\u2019s something that we do need to do.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cressey also repeated at multiple points during the panel that the State Department wants to continue engaging with industry and other stakeholders to ensure it is making progress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last week, for example, was the first meeting of an interagency working group looking at offset policies around the globe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;In our first meeting, we said one of the first things we wanted to do is reach back out to industry and through the [industry advocacy] associations to find out what is the perception of offsets, what is the perception out there of what the US government should be doing as its offset policy?\u201d she said. \u201cWhat are the countries out there where offset policies are perceived to be really incredibly onerous, such that our companies cannot effectively compete?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s hard to judge whether an new export policy is successful after just a couple months, said Jeff Abramson, a senior fellow at the Arms Control Association. But it\u2019s important to evaluate the right metrics, and that should include looking at how foreign nations are using those new weapons and whether U.S. efforts to decrease civilian casualties \u2014 for instance \u2014 are working.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Abramson argued that the current administration may be over-prioritizing the economic benefits of selling American-made weapons at the expense of human rights considerations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have this sort of belief that if we\u2019re partnered with a country, we\u2019re going to have control over what they do, but oftentimes, that isn\u2019t the case,\u201d he said. \u201cI would argue that the Saudis have not been good actors, however much influence we try to have on them, as they are reacting to the situation in Yemen.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dak Hardwick, assistant vice president for international affairs at the Aerospace Industries Association, ultimately took an optimistic view of the new arms transfer policies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhere does all of this lead, ultimately? This is a very competitive market,\u201d he said. Foreign countries are looking to take market share away from American companies, but they\u2019re also trying to decrease American influence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe race we are actually running is a race for global influence,\u201d he said. \u201cThe question that we have [\u2026] is who is going to make the rules for global influence over the next 50 years? And as an industry, as a country and as a government, we feel like the United States is poised to continue to set the standard to make the rules for the next 50
