{"id":28000,"date":"2018-05-24T14:28:13","date_gmt":"2018-05-24T14:28:13","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/05\/24\/is-the-us-out-as-turkeys-top-western-arms-dealer\/"},"modified":"2026-08-07T22:23:57","modified_gmt":"2026-08-07T22:23:57","slug":"is-the-us-out-as-turkeys-top-western-arms-dealer","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/industry\/2018\/05\/24\/is-the-us-out-as-turkeys-top-western-arms-dealer\/","title":{"rendered":"Is the US out as Turkey\u2019s top Western arms dealer?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">ANKARA, Turkey \u2014 Britain may replace the U.S. as Turkey\u2019s major Western weapons supplier, as the two European nations are set to take a \u201cstrategic\u201d turn in an already growing defense relationship.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Turkey and Britain <a href=\"https:\/\/www.defensenews.com\/air\/2018\/01\/16\/turkey-uk-officials-meet-over-status-of-turkish-jet-program\/\" title=\"\" class=\"\" target=\"_blank\">have been negotiating<\/a> a comprehensive trade agreement in anticipation for the latter\u2019s exit from the European Union.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to a British diplomat in Ankara, the two NATO allies agree on the importance of \u201cdoing the maximum in their capacity in the field of defense.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBoth partners have a long-term, strategic view of their cooperation on defense technologies,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Turkish presidential aide said both countries agree \u201ca significant part of the [post-Brexit] trade deal will involve defense technologies and cooperation on several systems.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense cooperation was a major part of government-to-government talks during Turkish President Recep Tayyip Erdogan\u2019s state visit to London on May 15. Turkey\u2019s top procurement officer, Ismail Demir, was, among other senior officials, in Erdogan\u2019s delegation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere were several rounds of discussions between officials and company executives,\u201d said one Turkish procurement official who was in Erdogan\u2019s delegation. \u201cThere will be follow-on meetings before new programs and their partnership modalities mature.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Britain is the only European heavyweight with no occasional rifts with Turkey\u2019s Islamist strongman, Erdogan, over Ankara\u2019s increasingly visible democratic deficit. Instead, according to a London-based Turkey specialist, Britain is focused on trade and transactional relations with the country. \u201cThat keeps the Turks happy and trade ties prosper,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A senior Turkish diplomat noted that \u201cTurkey is one of Britain\u2019s most strategic post-Brexit trade partners. The Turkish companies in the new venture are Katmerciler, a privately owned armored and anti-riot vehicles manufacturer, and electronic systems producers Savronik and Delta. Katmerciler says it wants to specialize in unmanned land vehicles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The four-company agreement aims to bolster cooperation in the field of unmanned technologies. It involves co-development programs, production in Turkey, and sales to Turkey, Britain and other countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Katmerciler most recently produced and tested its remote-controlled UKAP firing platform, mounted with the SARP remote-controlled stabilized gun system that features satellite communications. The SARP was developed by military electronics specialist Aselsan, Turkey\u2019s largest defense company.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mira, based in Midlands, Britain, provides various testing, product design and development research services, including next-generation transportation technology to the automotive, aerospace, railway and other industrial sectors. In July 2015, HORIBA acquired Mira to expand its vehicle development and testing business, as well as contribute to the development of next-generation mobility such as autonomous vehicles. The HORIBA Group, made up of 48 companies in 27 countries, provides analytical and measurement systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Turkish and British officials also have agreed to give pace to a joint landmark program. \u201cThe <a href=\"https:\/\/www.defensenews.com\/industry\/techwatch\/2018\/05\/02\/turkeys-fighter-jet-program-races-ahead-as-russian-firm-reveals-interest\/\" title=\"\" class=\"\" style=\"\" target=\"_blank\">TF-X program<\/a> will soon gain remarkable pace,\u201d said the Turkish procurement official from Erdogan\u2019s delegation, referring to the effort to develop and produce Turkey\u2019s first indigenous fighter jet.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"750\" src=\"\/wp-content\/uploads\/2026\/08\/GettyImages-498868560.jpg.jpg\" alt=\"\" class=\"wp-image-51003\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-498868560.jpg.jpg 1200w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-498868560.jpg.jpg?resize=300,188 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-498868560.jpg.jpg?resize=768,480 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-498868560.jpg.jpg?resize=1024,640 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">Turkish procurement officials have confirmed Russian interest in a plan for the development of an engine that would power the TF-X. (bodrumsurf\/Getty Images)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Under a $125 million agreement, BAE Systems is providing know-how for the program\u2019s conceptual design phase. On April 26, two Turkey-based contractors of the TF-X program, Aselsan and Turkish Aerospace Industries, signed a memorandum of understanding to share work on the planned aircraft, including a national radar, electro-optical systems, mission-control systems and integration of these systems to the future aircraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this year, the Turkish government earmarked an initial investment of 4.817 billion liras (U.S. $1.016 billion) on the conceptual design phase. The investment plan has been taken under a government incentive scheme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Congress gets involved<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The deepening of defense cooperation in general and the co-production effort for TF-X comes in the wake of a U.S. Congress bipartisan bill would prevent the transfer of F-35 fighter jets to Turkey and keep the country from establishing a maintenance depot for the stealth fighters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Turkey is one of six prime F-35 partner nations and has ordered 116 stealth fighters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill is in retaliation to a Turkish decision to <a href=\"https:\/\/www.defensenews.com\/land\/2017\/12\/29\/turkey-russia-reportedly-sign-loan-deal-for-s-400-air-defense-system\/\" title=\"\" class=\"\" target=\"_blank\">acquire the Russian-made S-400<\/a> long-range air and anti-missile defense system. This would be the first S-400 system ever deployed on a <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/dubai-air-show\/2017\/11\/16\/us-official-if-turkey-buys-russian-systems-they-cant-plug-into-nato-tech\/\" title=\"\" class=\"\" style=\"\" target=\"_blank\">NATO member country\u2019s soil<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn a way, what we see here is Britain emerging as Turkey\u2019s new major Western weapons supplier, moving ahead to replace the historic U.S. role,\u201d a London-based Turkey specialist said. \u201cI can see that the Turks are giving a message to the U.S.: \u2018You no longer are a sole-source supplier, and we can easily replace you with other Western suppliers.\u2019 \u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"799\" src=\"\/wp-content\/uploads\/2026\/08\/GettyImages-956394852.jpg.jpg\" alt=\"\" class=\"wp-image-11800\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-956394852.jpg.jpg 1200w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-956394852.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-956394852.jpg.jpg?resize=768,511 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-956394852.jpg.jpg?resize=1024,682 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">Russia&#8217;s S-400 air-defense systems ride through Red Square during the Victory Day military parade in Moscow on May 9, 2018. (Kirill Kudryavtsev\/AFP via Getty Images)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Potentially further bolstering co-production efforts for TF-X, <a href=\"https:\/\/www.defensenews.com\/industry\/2017\/12\/19\/rolls-royce-local-firm-face-off-in-turkish-jet-engine-contest\/\" title=\"\" class=\"\" target=\"_blank\">Rolls-Royce has offered<\/a> Turkey its EJ2000 engine to power the aircraft in the making. The EJ200 is a collaborative engine between Rolls-Royce, MTU, Avio and ITP.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The consortium established EUROJET Turbo GmbH in the late 1980s. Rolls-Royce says the technology of EJ200 makes it both smaller and simpler in layout than current engines of a similar thrust class, while giving it lower fuel consumption and an unprecedented power-to-weight ratio.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2015, Rolls-Royce signed a memorandum of understanding with Turkey\u2019s state scientific research institute to open an \u201cadvanced manufacturing technology center\u201d in Turkey.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But a Turkish firm, state-controlled Tusas Engine Industries, also wants to design and build an engine for the TF-X. In addition to TEI, most recently, a Russian defense company executive said his firm, Rostec, would propose an engine co-production plan to
