{"id":28416,"date":"2020-05-13T09:00:25","date_gmt":"2020-05-13T09:00:25","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/05\/13\/support-growing-for-review-of-ligado-interference-information\/"},"modified":"2026-08-08T18:02:28","modified_gmt":"2026-08-08T18:02:28","slug":"support-growing-for-review-of-ligado-interference-information","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2020\/05\/13\/support-growing-for-review-of-ligado-interference-information\/","title":{"rendered":"Support growing for review of Ligado interference information"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">As the Department of Defense and its allies attempt to stop Ligado from moving forward with plans the Pentagon says will harm the Global Positioning System, consensus is growing around the idea of an independent review of the testing the Department had completed for interference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The dispute stems from the Federal Communications Commission\u2019s <a href=\"https:\/\/www.c4isrnet.com\/breaking-news\/2020\/04\/17\/fcc-has-votes-to-approve-spectrum-plan-pentagon-rejected\/\">decision to approve<\/a> Ligado\u2019s request to use L-Band spectrum, <a href=\"https:\/\/www.c4isrnet.com\/breaking-news\/2020\/04\/10\/fcc-to-approve-spectrum-plan-that-pentagon-claims-will-harm-gps\/\">first reported by C4ISRNET<\/a> April 10. Now the question is whether Pentagon tests showing that Ligado\u2019s plan would interfere with GPS signals vital to military, commercial and civilian technologies are still relevant, given mitigation plans from the company.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A May 6 Senate Armed Services Committee hearing on the issue underlined a fundamental disconnect between the two sides over <a href=\"https:\/\/www.c4isrnet.com\/opinion\/2020\/04\/24\/recalculating-gps-l-band-and-the-pentagons-untenable-position-on-5g\/\" target=\"_blank\">technical testing of Ligado\u2019s capabilities<\/a>, a he-said-he-said situation where both sides claim the data shows the other is comprehensively wrong.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/2020\/05\/06\/the-pentagon-had-made-its-case-against-ligado-what-comes-next-isnt-clear\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/gps.jpg_879838.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The Pentagon made its case against Ligado. What now?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A marathon hearing on Wednesday gave DoD officials a chance to lay out three key arguments against Ligado&#039;s plan for L-Band, but the Senate may not be able to provide relief.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">That disconnect is an issue for Sen. Jim Inhofe, R-Okla., the chairman of the SASC and a <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2020\/04\/28\/senate-armed-services-committee-planning-ligado-hearing\/\" target=\"_blank\">vocal supporter<\/a> of the Pentagon\u2019s position. \u201cWhat I took away from our hearing last week was that the results of DoD\u2019s testing just don\u2019t match up with the testing the FCC relied on to make their decision; in fact, I\u2019m concerned they were looking at different things,\u201d Inhofe told C4ISRNET this week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt seems to me the FCC didn\u2019t really give DOD\u2019s analysis \u2014 which was done in conjunction with eight other federal departments \u2014 fair consideration,\u201d Inhofe continued. \u201cWhile I trust the Pentagon\u2019s conclusions, I think we\u2019ll all sleep better at night if we have more independent testing done to verify just how Ligado\u2019s plan will affect our GPS signals.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While not saying who should do the verification, Inhofe\u2019s comments match up with calls from a trio of non-defense trade groups that in the last few days have specifically called for the National Academy of Sciences \u2014 a non-profit, non-governmental research institute that can play a role as a neutral arbiter \u2014 to take a fresh look at the data gathered by both the Pentagon and Ligado and weigh in.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On May 8, <a href=\"https:\/\/twitter.com\/Securing_Energy\/status\/1258775183420203008\">Securing America\u2019s Future Energy<\/a> and the <a href=\"https:\/\/twitter.com\/ITS_America\/status\/1258858868081340425\">Intelligent Transportation Society of America<\/a> tweeted that NAS should specifically lead a new round of testing, while Dana Goward, president of the non-profit Resilient Navigation and Timing Foundation, also supported the idea in a May 11 op-ed for C4ISRNET.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/thought-leadership\/2020\/05\/11\/impartial-reviews-needed-if-congress-to-solve-its-ligado-problem\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/41505263_2102207609790666_3677288099039150080_o.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Impartial reviews needed if Congress to solve its Ligado problem<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Congress must select a technically competent and impartial entity such as the National Academy of Sciences to help solve confusion over whether a plan from Ligado Networks will cause GPS interference.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cCongress must select a technically competent and impartial entity such as the National Academy of Sciences to fill this role. This entity must review the work that has been done and conduct any further analysis needed to inform policy makers,\u201d Goward wrote. \u201cThe technologies involved are mature. Testing methodologies are well established. This will not be an onerous task.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pausing the FCC\u2019s decision while launching a review of the testing data would likely require approval from the Commerce committees. House Energy and Commerce Committee ranking member Rep. Greg Walden, R-Ore., suggested further work would be redundant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe must ensure that this decision maintains our national and economic security, which is why this technology was tested, modified, and tested again, several times before the FCC reached its decision,\u201d Walden said in a statement to C4ISRNET.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon, thus far, has been reluctant to agree to further technical testing, with Dana Deasy, the department\u2019s Chief Information Officers, shooting down the idea in a May 6 call with reporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Defense leaders are now open to an independent review of existing test data, according to Lt. Col. Robert Carver, a department spokesman. He said in a statement the Pentagon would \u201csupport an impartial third party, one with demonstrated expertise in GPS testing, conducting a thorough examination of all data collected during the preceding decade of testing.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/2020\/05\/08\/hasc-members-demand-information-from-fcc-on-ligado-fight\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP20087523722198.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Lawmakers demand information from FCC on Ligado fight<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Thirteen Democrats and nine Republicans have teamed up to ask for information from the FCC.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cWe emphasize any such examination must be conducted by a party with unquestioned capability, capacity and experience in this arena. We believe a painstaking examination of existing test data will confirm the results of all previous tests, including the limited tests funded by Ligado, that Ligado&#8217;s proposal will result in interference to GPS even at the one-decibel level,\u201d Carver said. \u201cAny testing, or evaluation of prior testing, must address protection of the GPS service, the frequency band assigned to it, and all receivers intending to use that service.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Ligado spokesperson declined to comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the meantime, the department continues to push through the formal process to request the FCC change its mind. That would be a tough path forward for any vote that passed unanimously with five votes, as it would require three members of the commission to change their mind. It may be even more difficult given the comments from Deasy, Inhofe and others indicating the FCC purposefully kept DoD out of the loop as it was making its decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement after the hearing, an FCC spokesman blasted \u201call of the untrue statements\u201d made by officials, called claims of unanimous opposition in the government \u201cblatantly false,\u201d and saying assertions that DoD was blindsided are \u201cpreposterous.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe bottom line here is that the FCC made a unanimous, bipartisan decision based on sound engineering principles,\u201d the spokesman said. \u201cWe stand by that decision 100% and will not be dissuaded by baseless
