{"id":28452,"date":"2022-03-29T20:51:20","date_gmt":"2022-03-29T20:51:20","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/03\/29\/pentagon-slows-9-billion-cloud-competition-citing-more-work-to-be-done\/"},"modified":"2026-08-08T18:08:38","modified_gmt":"2026-08-08T18:08:38","slug":"pentagon-slows-9-billion-cloud-competition-citing-more-work-to-be-done","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2022\/03\/29\/pentagon-slows-9-billion-cloud-competition-citing-more-work-to-be-done\/","title":{"rendered":"Pentagon slows $9 billion cloud competition, citing more work to be done"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 A hefty workload and other procurement factors have delayed awards for the Pentagon\u2019s latest enterprise cloud effort, known as the Joint Warfighting Cloud Capability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Contracts for the follow-up to the Defense Department\u2019s <a href=\"https:\/\/www.c4isrnet.com\/breaking-news\/2021\/07\/06\/pentagon-cancels-controversial-jedi-cloud-contract\/\" target=\"_blank\">infamous JEDI venture<\/a> are now expected at the end of the year, not April as originally advertised, according to Chief Information Officer John Sherman.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs we\u2019ve gotten into this and leaned into it with four vendors, we recognized that our schedule was maybe a little too ahead of what we thought, and that now we\u2019re going to wrap up in the fall. And we\u2019re aiming to award in December,\u201d Sherman said during a March 29 briefing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sherman also revealed that JWCC could be worth up to $9 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis was not a guess. This was based on actual workflows and anticipated workloads to the cloud,\u201d Sherman explained. \u201cBut that\u2019s why we came up with this $9 billion ceiling. And that\u2019s not a guaranteed amount by any stretch. It is just that, a ceiling.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Proposals are under review. The Defense Department approached Amazon, Google, Microsoft and Oracle <a href=\"https:\/\/www.c4isrnet.com\/it-networks\/2021\/11\/19\/dod-identifies-companies-to-bid-on-its-new-cloud-effort\/\" target=\"_blank\">last year<\/a>. Officials said talks between government and vendors have been substantial and positive. Sherman would not say if he expected fewer than four deals to be made, citing procurement sensitivities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decision to push things back was made <a href=\"https:\/\/www.defensenews.com\/cyber\/2022\/03\/28\/pentagon-seeks-112-billion-for-cyber-in-fy23-budget-request\/\" target=\"_blank\">in recent weeks<\/a>, as the scope of what still had to be accomplished came into focus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s just going to take us a little bit longer than we thought,\u201d said Sherman, who emphasized that things were going well. \u201cAnd, from my CIO seat, I\u2019ve told the team we\u2019re going to make sure we do this right, take the time that they need, so we can stick the landing on this, given the imperative of what JWCC is for the Department of Defense.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Joint Warfighting Cloud Capability is meant to plug a hole in the <a href=\"https:\/\/www.c4isrnet.com\/artificial-intelligence\/2022\/03\/16\/pentagon-taps-lmi-for-ai-data-deal\/\" target=\"_blank\">Pentagon\u2019s cloud powers<\/a>, spanning unclassified, secret and top-secret classifications and stretching to the military\u2019s farthest edge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNothing in the department meets this requirement at the current time, what I just described to you,\u201d Sherman said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Initial JWCC contracts will comprise a three-year base with one-year options, according to the chief information officer. A \u201cfull and open\u201d competition for a future <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2021\/07\/09\/with-jedi-cloud-scuttled-pentagon-embraces-critics-idea-of-multicloud-for-digital-warfare\/\" target=\"_blank\">multi-cloud environment<\/a> will follow, he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Department axed JWCC\u2019s predecessor, JEDI, or Joint Enterprise Defense Infrastructure, in 2021 after years of delays. The potential $10 billion program was plagued by legal challenges and allegations of political interference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cJEDI, conceived with noble intent and a baseline now several years old, was developed at a time when the department\u2019s needs were different and our cloud conversancy less mature,\u201d Sherman said <a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/2684754\/dod-aims-for-new-enterprise-wide-cloud-by-2022\/\" target=\"_blank\">in a statement<\/a> at the time. \u201cThe JWCC\u2019s multi-cloud environment will serve our future in a way that JEDI\u2019s single award, single cloud structure simply cannot
