{"id":29008,"date":"2023-04-05T05:04:49","date_gmt":"2023-04-05T05:04:49","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2023\/04\/05\/the-marines-want-to-invest-millions-in-underwater-escape-training\/"},"modified":"2026-08-08T20:57:49","modified_gmt":"2026-08-08T20:57:49","slug":"the-marines-want-to-invest-millions-in-underwater-escape-training","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/training-sim\/2023\/04\/05\/the-marines-want-to-invest-millions-in-underwater-escape-training\/","title":{"rendered":"The Marines want to invest millions in underwater escape training"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Marine Corps recently published an update to its water escape training policy aimed at closing loopholes that had left too many Marines unprepared for a water emergency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And they\u2019re asking to spend more than $13 million on new trainers to help them keep up with the increased volume.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/www.marines.mil\/Portals\/1\/Publications\/MCBul%201501_Final%20Signed.pdf?ver=2WXoqq2d5xd-pk3E--xMNA%3d%3d\">Marine Corps bulletin<\/a> released in March provides an interim update to the Corps\u2019 service-level underwater egress training policy. It comes ahead of a broader overhaul to the Marine Corps\u2019 Water Survival Training Program, expected within a year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document states that Lt. Gen Kevin Iiams, commanding general of Marine Corps Training and Education Command, assembled an operational planning team in fall 2021 to discuss possible changes to the water survival and underwater egress training requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEarly in the problem-framing effort, the (planning team) determined that there was a lack of clear, service-level guidance regarding (underwater egress training) standards,\u201d the bulletin continues.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/marinecorpstimes\/news\/your-marine-corps\/2022\/10\/06\/the-marine-corps-has-a-swimming-problem-is-there-a-plan-to-fix-it\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"176\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6375177.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The Marine Corps has a swimming problem. Is there a plan to fix it?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Some instructors say swimming is major weakness for the Corps \u2014 especially as the service focuses back to the sea.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The primary change in the document is to ensure that exceptions to the egress training requirement for Marines and sailors participating in helicopter or MV-22 Osprey flights over water, or waterborne amphibious vehicle operations, are exceedingly rare and difficult to obtain, which has not always been the case in the past.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new bulletin supersedes a<a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2018\/05\/29\/following-deadly-australia-mv-22-crash-investigation-corps-pushes-new-guidance-on-water-egress-training\/\"> 2018 underwater egress training update that<\/a> created more rigorous requirements in the wake of a fatal Osprey crash, but left room for frequent waivers. It also only required egress training for troops with jobs related to amphibious vehicle and aircraft ops, not for passengers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWaivers should be used sparingly and only after all other options to qualify service members have been exhausted,\u201d the new bulletin states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new guidance comes the same month the Defense Department released its fiscal 2024 budget request. In an accompanying justification document, the Marine Corps said it planned to allot $13.88 million \u201cto replace Underwater Egress Training equipment that is obsolete.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe (underwater egress training) currently replicate vehicles that are no longer in service in the USMC and must be redesigned to replicate vehicles that are currently in use,\u201d the document states. \u201cThe recent loss of life in Amphibious Assault Vehicles, coupled with the introduction of the new Amphibious Combat Vehicle has created a new enterprise level priority for Underwater Egress Training. The intent of this training is to improve the likelihood of survivability in a catastrophic, waterborne event.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Per the new guidance, underwater egress training for troops who require it must now be completed before they begin any training event involving amphibious vehicles or shipping, according to the document. Marines and sailors must also get underwater egress training-qualified before deploying as part of the unit deployment program to Japan or becoming part of a shipboard Marine expeditionary unit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The training is intensive: It includes eight hours of classroom instruction and practical application; pool drills and familiarization with a breathing regulator; and mastery of fundamentals in the Shallow Water Egress Trainer or Modular Amphibious Egress Trainer, both designed to simulate the chaos and disorientation of escaping from a vehicle or helicopter that\u2019s taking on water. Once complete, the qualification is good for four years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to these required evolutions, the Corps is emphasizing real-world practice and refresh sessions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrequent rehearsals must be conducted whenever practicable on actual amphibious vehicles and aircraft,\u201d the bulletin states. \u201cUET success\u2014and increased probability of surviving a mishap\u2014is achieved through rigorous integrated rehearsals in the (Fleet Marine Force).\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To begin underwater egress training, Marines have to have a current water survival training program qualification, or swim qual.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Waivers will be extremely difficult to come by. Commanders at the O-6 level can push back underwater egress training qualification if deployment schedules change, but must notify the first general officer in their chain of command. Only a general officer can waive underwater egress training requirements entirely for individual troops or units.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUnit waivers apply to every member of the unit and are only appropriate when unforeseeable circumstances force a unit to conduct amphibious operations \u2026 on short notice,\u201d the bulletin states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Troops who refuse underwater egress training and thus \u201ccannot adequately discharge their assigned duties\u201d may face \u201cthe full range of administrative actions available,\u201d according to the document.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Egress training, as has been the case in the past, will take place at the major Marine Corps bases: Camp Pendleton, California; Camp Lejeune, North Carolina; Marine Corps Base Hawaii; and Camp Butler, Okinawa, Japan. If there are not enough training seats to meet the operational units\u2019 requirements, commanders need to communicate that to Training and Education Command, the document states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s a point of concern for Walt Yates, a retired Marine colonel who was the Marines\u2019 acquisition program manager for training systems before his retirement in 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yates told Marine Corps Times he was happy to see the release of the bulletin, with its emphasis on consistent egress training for all Marines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In April 2021, half a year before Iiams assembled his operational planning team, Yates wrote for <a href=\"https:\/\/taskandpurpose.com\/news\/marine-corps-aav-accident-preventable-opinion\/\">Task &amp; Purpose<\/a> that the July 2020 amphibious assault vehicle sinking disaster that left nine troops dead represented a failure of training. Only two of the 13 passengers onboard the mishap amphibious assault vehicle, he noted, had completed underwater egress training, and even they had only trained in the shallow-water \u201cdunker chair.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In February 2022, the Marines published a policy update requiring <a href=\"https:\/\/www.sandboxx.us\/blog\/deep-water-escape-training-is-now-a-requirement-for-more-deploying-marine\">more troops to conduct the deep-water egress training<\/a> as well as the shallow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Based on his experiences, Yates says he suspects the four training locations won\u2019t be able to meet the demand for qualifications operating a standard eight hours per day during the week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you don\u2019t have enough contractor hours of labor and maintenance to keep [the trainers] operating, that\u2019s an easily solved problem,\u201d he said, adding he estimated it would cost about $1.5 million to increase hours and staffing for the trainers. But, he said, it\u2019s not clear yet how the Marines plan to resource the work and facility maintenance hours required to handle the increased volume.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat\u2019s the only weakness I see in the plan is, you haven\u2019t said anything about what your budget is going to look like,\u201d Yates said. \u201cAre you going to keep underfunding this year after year based on what the program office cost estimate is?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The investigation into the <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2021\/10\/06\/new-investigation-reveals-more-details-on-fatal-marine-aav-accident\/\">amphibious assault vehicle disaster found that Marines in the vehicle that sank had missed out on egress training due to a closed swimming pool<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Yates\u2019 concerns are merely based on informed speculation, Training and Education Command officials did not respond to questions about the new training and associated costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The egress training update follows an announcement in the Marines\u2019 Training and Education 2030 planning document, released in January, that \u201c<a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2023\/01\/24\/sink-or-swim-more-rigorous-swimming-standards-coming-for-all-marines\/\">All Marines should expect the standards to be elevated and require additional training in the wate<\/a>r.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Water training has long been a sticking point for the Marine Corps:<a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2022\/10\/06\/the-marine-corps-has-a-swimming-problem-is-there-a-plan-to-fix-it\/\"> an exclusive Marine Corps Times report from October<\/a> 2022 revealed major concerns at multiple levels within the force about shortfalls in the frequency and thoroughness of water survival training and a troubling lack of swimming proficiency
