{"id":29124,"date":"2019-12-31T19:48:23","date_gmt":"2019-12-31T19:48:23","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/12\/31\/new-in-2020-legacy-systems-on-the-chopping-block\/"},"modified":"2026-08-07T21:03:25","modified_gmt":"2026-08-07T21:03:25","slug":"new-in-2020-legacy-systems-on-the-chopping-block","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/air\/2019\/12\/31\/new-in-2020-legacy-systems-on-the-chopping-block\/","title":{"rendered":"New in 2020: Legacy weapons systems on the chopping block?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Back in September, Air Force officials said they were <a href=\"https:\/\/www.defensenews.com\/smr\/defense-news-conference\/2019\/09\/04\/controversial-changes-coming-soon-in-air-forces-next-budget-its-top-civilian-says\/\" target=\"_blank\">taking a hard look<\/a> at making major cuts to legacy weapons systems \u2014 potentially retiring entire aircraft inventories \u2014 to invest in the advanced technology needed to combat future threats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Air Force Under Secretary Matt Donovan indicated the service was following <a href=\"https:\/\/www.airforcetimes.com\/opinion\/commentary\/2019\/09\/16\/esper-can-and-must-lead-bold-reform-at-the-pentagon\/\" target=_blank>the lead of Defense Secretary Mark Esper<\/a>, who has said he is open to divesting legacy capabilities and has directed a Defense Department-wide review aimed at reshaping the fiscal 2021 budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHis guidance states that \u2018no reform is too small, too bold or too controversial to be considered,\u2019 \u201d Donovan said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Air Force is leading the way with bold and likely controversial changes to our future budgets,\u201d Donovan added. \u201cWe need to shift funding and allegiance from legacy programs we can no longer afford due to their incompatibility with future battlefields and into the capabilities and systems that the nation requires for victory. There\u2019s no way around it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force has made attempts in the past, notably by trying to divest legacy aircraft <a href=\"https:\/\/www.airforcetimes.com\/smr\/defense-news-conference\/2019\/09\/04\/air-force-not-planning-to-cut-a-10-under-budget-reorg\/\" target=\"_blank\">like the A-10<\/a>, U-2 and the RQ-4 Global Hawk to pay for modernization priorities. Congress rebuffed those plans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whether the Air Force goes through with its plans to retire legacy systems will become apparent in February, when the Defense Department reveals its budget request for fiscal 2021.
