The answer may be Congress, if lawmakers fail to act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/congress\/2018\/01\/09\/mattis-asks-senators-to-end-budget-chaos\/\" title=\"\" class=\"\" target=\"_blank\">Defense Secretary Jim Mattis<\/a> told lawmakers Thursday the strategy is \u201cnot sustainable\u201d under budget caps due to return in 2020 and 2021, unless Congress arrives at a way to ease or eliminate them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf [budget caps] were to go into effect, the first cut would be $85 billion for FY20. That means the strategy is not sustainable,\u201d Mattis told AirLand Subcommittee Chairman Tom Cotton, R-Ark.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe strategy is designed to protect America and our interests. I could not provide you with the same strategy. I would have to rewrite it. It would be reductions in what we are able to do,\u201d the secretary added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mattis, Joint Chiefs of Staff Chairman Gen. Joe Dunford and Pentagon Comproller David Norquist appeared before the Senate Armed Services Committee, where lawmakers\u2019 questions suggested the contours of the budget battles that will follow the Pentagon-friendly <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/02\/09\/congress-votes-to-end-government-shutdown-sending-bill-to-president\/\" title=\"\" class=\"\" target=\"_blank\">two-year deal<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon\u2019s $686 billion <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2018\/02\/12\/pentagon-unveils-686-billion-military-budget-for-2019\/\" title=\"\" class=\"\" target=\"_blank\">budget for fiscal 2019<\/a> is the first under the new strategy, which is framed around America\u2019s \u201cgreat power conflict\u201d with Russia and China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dunford\u2019s written remarks reiterated his call for 3 percent real budget growth to preserve the nation\u2019s military edge. He told lawmakers the strategic impact of budget caps and their enforcement mechanism \u2015 sequestration \u2015 hindered America\u2019s ability to project power until recent budgets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf we had returned to the Budget Control Act and sequestration levels, we would not have completed the recovery we have been on,\u201d Dunford said. \u201cThe challenges we have now took us 10 years to develop, it\u2019s going to take us more than two to three years to recover.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate Armed Services Committee\u2019s top Democrat, Sen. Jack Reed, of Rhode Island, suggested that beyond current \u201cmoment of stability,\u201d Congress will be debating the FY20 budget next spring \u2014 and then, he suggested, debt will add pressure on negotiations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reed argued the GOP\u2019s $1.5 trillion debt-financed tax cuts Congress passed last year will lead to ballooning deficits, which will in turn distract from thoughtful debate and responsible action on national security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf our nation\u2019s fiscal strategy does not take into consideration the need for revenue, deficit-driven measures like these will likely make it exceedingly difficult to follow through with a long-term strategy with regard to any serious challenge facing us from the international arena,\u201d Reed said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reed\u2019s remarks were in the vein of the House Armed Services Committee\u2019s top Democrat, Rep. Adam Smith, who <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/04\/12\/smith-to-mattis-prepare-for-lean-years\/\" title=\"\" class=\"\" target=\"_blank\">warned<\/a> Mattis earlier this month of likely deficit pressures on defense spending.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cotton, in his questions, expressed hope that with a budget deal for 2019 in hand, Congress would have the cooperation to avoid Democratic delay tactics and pass a bill in the summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The goal is politically charged, as Republicans may seek to tout the bill\u2019s passage in midterm political campaigns. Plus, Democrats have resisted passage of defense appropriations without a nondefense match, part of what\u2019s stretched the process beyond the end of the fiscal year in recent budget cycles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHow important is it to the Department of Defense that Congress pass a DoD appropriations bill in a timely fashion this summer as opposed to having a continuing resolution as we approach the end of this fiscal year, Sept. 30?\u201d Cotton asked.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mattis, in response, called it \u201ccritical, and I think that budget certainty reverberates into American industry as we try to rearm the country with the modern capability. They cannot do that \u2026 unless we give them that predictability.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mattis\u2019 remarks come amid <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/04\/25\/trumps-defense-industrial-base-review-coming-mid-may\/\" title=\"\" class=\"\" target=\"_blank\">word<\/a> from the Pentagon that an in-depth review of the American defense-industrial base will be publicly released in mid-May. A complementary report from the Aerospace Industries Association <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/04\/25\/defense-industry-needs-5-percent-annual-budget-growth-to-stay-healthy-says-new-aia-report\/\" title=\"\" class=\"\"
