{"id":29609,"date":"2016-02-05T01:14:38","date_gmt":"2016-02-05T01:14:38","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2016\/02\/05\/kuwait-audit-bureau-must-approve-eurofighter-deal\/"},"modified":"2026-08-07T22:29:03","modified_gmt":"2026-08-07T22:29:03","slug":"kuwait-audit-bureau-must-approve-eurofighter-deal","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/air\/2016\/02\/05\/kuwait-audit-bureau-must-approve-eurofighter-deal\/","title":{"rendered":"Kuwait Audit Bureau Must Approve Eurofighter Deal"},"content":{"rendered":"\n<p>DUBAI \u2014\u00a0Italian defense firm Finmeccanica and Eurofighter <span class=\"rte rte-comment\">GMBH <\/span>have to present cost breakdowns to the Kuwaiti State Audit Bureau before they see a signature on a deal for 28 fighter jets secured.\u00a0<\/p>\n\n\n\n<p>Kuwaiti news portal kuwaitnews.com <span class=\"rte rte-comment\"><a href=\"http:\/\/www.kuwaitnews.com\/kuwait\/locals\/105185-2016-02-01-09-05-37\">http:\/\/www.kuwaitnews.com\/kuwait\/locals\/105185-2016-02-01-09-05-37<\/a><\/span>cited parliamentary sources stating that the deal has been refused by the Kuwaiti State Audit Bureau due to a lack of information on\u00a0costs regarding technical support, training, spare parts and the construction of building structures. \u00a0 \u00a0<\/p>\n\n\n\n<p>Kuwait University dean of political science and lecturer at the Mubarak Al-Abdullah Joint Staff Command College,\u00a0professor <span class=\"rte rte-comment\">Dr <\/span>Abdullah al-Shayji, confirmed the news to <em>Defense News\u00a0<\/em>in a telephone interview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The deal has been held back by the State Audit Bureau of Kuwait. It is still in discussion in the parliament and some feel that the deal is a non-starter because of the price and the fact that it will not help the Air Force at this point,&#8221; he said.<\/p>\n\n\n\n<p>The deal was due to be inked on Jan.\u00a031 after an invitation was extended to Italian Defense Minister Roberta Pinotti by Kuwaiti Defense Minister <span class=\"rte rte-comment\">of Defense. <\/span>Sheikh Khalid al-Jarrah al-Sabah.<\/p>\n\n\n\n<p>On Monday, an Italian Defense Ministry <span class=\"rte rte-comment\">of Defense <\/span>source told <em>Defense News<\/em> that the deal was delayed due to &#8220;procedural issues in Kuwait.&#8221;\u00a0\u00a0<\/p>\n\n\n\n<p>Al-Shayji, however, indicated that the deal may <span class=\"rte rte-comment\">all together <\/span>be further delayed.<\/p>\n\n\n\n<p>&#8220;Some military sources <span class=\"rte rte-comment\">have <\/span>told me yesterday that the visit of Pinotti has been canceled altogether and for this time the deal is being put on hold,&#8221; he said.<\/p>\n\n\n\n<p>The Eurofighter deal was estimated to be worth <span class=\"rte rte-comment\">Euros<\/span> \u20ac8 billion (US $8.9 billion) with Finmeccanica acquiring a large portion of the amount, according to an industry source. Pilot training was also set <span class=\"rte rte-comment\">to be<\/span> with the 61st Wing of the Italian Air Force as well as the 4th Squadron, the source added. Furthermore, building and construction work for hangers was <span class=\"rte rte-comment\">also <\/span>due to be included in the deal at the Ahmed al-Jaber Air Force base where the aircraft were to be deployed.<\/p>\n\n\n\n<p>Al-Shayji said that in an <span class=\"rte rte-comment\">comparison <\/span>analysis conducted by the Kuwaiti Air Force, <span class=\"rte rte-comment\">between <\/span>the Eurofighter came out on top of <span class=\"rte rte-comment\">and <\/span>the F\/A-18 Super Hornet. <span class=\"rte rte-comment\">the Eurofighter came out on top.<\/span><\/p>\n\n\n\n<p>Still, <span class=\"rte rte-comment\">However despite that <\/span>Air Force officials <span class=\"rte rte-comment\">still <\/span>prefer the Super Hornets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The Super Hornet is one of the best solutions for us,&#8221; Abdullah al-Foudary, commander of the Kuwait Air Force, told Reuters Jan. 21. &#8220;We have the legacy F-18s that we have to find a solution for in 2030-2040.&#8221;<\/p>\n\n\n\n<p>Al-Shayji said <span class=\"rte rte-comment\">that <\/span>there are back door discussions between the two countries, but <span class=\"rte rte-comment\">\u00a0however <\/span>he reiterated that the US delays are creating serious trust issues with the American administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;There is a sinking feeling that we have been sold to the Iranians and also this is becoming a double whammy as the distrust is increasing between Gulf leaders and the US. I hope that the Americans will wise up so as to raise this increasing trust deficit that has been here over the past two years,&#8221; he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The US is procrastinating, at this time their unwillingness to supply the F-18s to Kuwait and the F-15s to Qatar is proving that Obama&#8217;s statements during the Camp David meetings are not coming along,&#8221; he added. &#8220;The American administration has to live up to their word and be pushing the deal instead of blocking it;\u00a0this is the first time that we see the administration
