Jim Inhofe, R-Okla., is intended to escalate the potential costs for Ligado as it moves to set up a system of networks that government agencies and commercial trade groups have said could damage GPS reliability inside the United States. It\u2019s the <a href=\"https:\/\/www.defensenews.com\/battlefield-tech\/2020\/06\/11\/senate-legislation-would-slow-ligado-launch\/\" target=\"_blank\">latest move<\/a> from Inhofe and others aimed at halting Ligado\u2019s spectrum use.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGPS and satellite communications don\u2019t only impact our military \u2014 we rely on it for so much of our day to day lives, which is why we need to take steps to protect not just the federal government from the harmful decision, but all state and local governments, private entities and consumers too,\u201d Inhofe said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Roughly a year ago, <a href=\"https:\/\/www.c4isrnet.com\/breaking-news\/2020\/04\/17\/fcc-has-votes-to-approve-spectrum-plan-pentagon-rejected\/\" target=\"_blank\">the Federal Communications Commission voted unanimously<\/a> to approve the plan from Ligado Networks to use L-band, the spectrum near GPS, which it says it will use to build a 5G network to boost connectivity for the industrial \u201cinternet of things\u201d market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ligado has pushed back at claims from the Defense Department and others that its plan would create wide-ranging disruptions for GPS signals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ligado blasted the proposed legislation in a statement Wednesday, saying it implies \u201ctechnical experts and career public servants at the FCC would knowingly put Americans in harm\u2019s way. That is not only false, but also illustrates a lack of seriousness on this topic.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis legislation is unnecessary, as the FCC\u2019s bipartisan, unanimous, and science-backed order fully protects GPS devices \u2015 whether they\u2019re used by the government or the private sector \u2015 as well as satellite communications devices,\u201d the company\u2019s statement read. \u201cThis bill does not address any safety issues; instead, it presents a false notion that consumers are at risk \u2015 when the FCC determined they are not \u2015 and then requires one company to assume a cost burden that is not based on actual harm.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A new letter from 84 entities \u2015 including the Aerospace Industries Association and Lockheed Martin, among others outside the defense industry \u2015 said an FCC order for Ligado to repair or replace government GPS devices its operations may harm \u201cfailed to go far enough.\u201d The letter said the FCC order doesn\u2019t account for potential costs to taxpayers from disruptions, and doesn\u2019t cover private GPS owners, adding that limits on interference are \u201cinsufficient.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Inhofe reintroduced the bill this week, adding a powerful co-sponsor \u2014 Senate Armed Services Committee Chairman Jack Reed, D-R.I. \u2014 to the Recognizing and Ensuring Taxpayer Access to Infrastructure Necessary for GPS and Satellite Communications Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While support from Reed and Inhofe, the committee\u2019s ranking member, signals the legislation is a likely discussion topic for the annual defense authorization bill,<b> <\/b>the matter falls under the jurisdiction of the commerce committees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Inhofe, who first introduced the legislation a year ago, has also added as co-sponsors Illinois Democratic Sen. Tammy Duckworth, who chairs the Senate Airland Subcommittee and co-chairs the Congressional GPS Caucus, and South Dakota Sen.
