{"id":30231,"date":"2020-10-16T14:18:21","date_gmt":"2020-10-16T14:18:21","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/10\/16\/putin-proposes-yearlong-extension-of-nuclear-pact-with-us\/"},"modified":"2026-08-20T14:08:58","modified_gmt":"2026-08-20T14:08:58","slug":"putin-proposes-yearlong-extension-of-nuclear-pact-with-us","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/smr\/nuclear-arsenal\/2020\/10\/16\/putin-proposes-yearlong-extension-of-nuclear-pact-with-us\/","title":{"rendered":"Putin proposes yearlong extension of nuclear pact with US"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">MOSCOW and WASHINGTON \u2014 Russian President Vladimir Putin on Friday made a strong call to save the last existing nuclear arms control pact between his country and the United States, proposing to <a href=\"https:\/\/www.defensenews.com\/opinion\/commentary\/2020\/09\/03\/extending-the-new-start-nuclear-pact-will-help-stabilize-us-russia-relations\/\" target=_blank>extend it at least for one year<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Putin\u2019s statement comes amid conflicting signals from Russian and U.S. diplomats about the fate of the New START agreement, which will expire in February unless Moscow and Washington agree on its extension.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking at a meeting of his Security Council, Putin said that \u201cit would be extremely sad if the treaty ceases to exist without being replaced by another fundamental document of the kind.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAll those years, the New START has worked, playing its fundamental role of limiting and containing an arms race,\u201d he noted.<\/p>\n\n\n<aside class=\"smg-interstitial-link smg-interstitial-link--fallback wp-block-smg-interstitial-link\"><a href=\"\/\/New%20START%20vs.%20START:%20Wyatt%20Earp%20weighs%20arms%20control%20treaties\" class=\"smg-interstitial-link__fallback-link\">https:\/\/www.defensenews.com\/opinion\/commentary\/2020\/07\/22\/new-start-vs-start-wyatt-earp-weighs-arms-control-treaties\/<\/a><\/aside>\n\n\n<p class=\"wp-block-paragraph\">New START was signed in 2010 by U.S. President Barack Obama and Russian President Dmitry Medvedev. The pact limits each country to no more than 1,550 deployed nuclear warheads and 700 deployed missiles and bombers, and envisages sweeping on-site inspections to verify compliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After both Moscow and Washington withdrew from the 1987 Intermediate-Range Nuclear Forces Treaty last year, New START became the sole nuclear arms control deal between the two countries still standing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia previously offered its extension for five years without any conditions, while the U.S. administration pushed for a new arms control agreement that would <a href=\"https:\/\/www.defensenews.com\/global\/the-americas\/2020\/06\/23\/us-russia-hold-new-nuclear-arms-talks-but-without-china\/\" target=_blank>also include China<\/a>. Moscow has described that idea as unfeasible, pointing at Beijing\u2019s refusal to negotiate any deal that would reduce <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/09\/01\/china-planning-to-double-nuclear-arsenal-pentagon-says\/\" target=_blank>its smaller nuclear arsenal<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Putin on Friday proposed to \u201cextend the existing treaty without any conditions for at least one year\u201d to allow for \u201csubstantive talks,\u201d instructing Russian Foreign Minister Sergey Lavrov to get a quick U.S. answer to the offer. He emphasized that Russia is ready to discuss the new weapons it deployed in future arms talks with the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking Friday morning in Washington, U.S. National Security Advisor Robert O\u2019Brien expressed optimism about an American offer to extend New START by one year while capping Russia\u2019s nuclear warhead number for a year. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">O\u2019Brien, whose comments indicated that he was not yet aware of Putin\u2019s most recent offer, called the U.S. plan a \u201cvery fair deal.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Notably, O\u2019Brien\u2019s comments also included an acknowledgement that the longstanding U.S. plan to force China into New START discussions is at an end. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe were hoping, and are hoping, to get a terrific arms control deal, a long term arms control deal,\u201d O\u2019Brien said. \u201cAt one point we wanted to get China involved. The Chinese are so busy building nuclear warheads and building their military that they\u2019re not, they\u2019re not interested. And I think, you know, there\u2019s limited pressure the Russians can bring on them to come to the table.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this week, Lavrov voiced skepticism about reaching a deal on New START, noting that Russia can\u2019t accept the conditions put forward by the United States for its extension.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lavrov specified that Russia can\u2019t agree to the U.S. proposal to limit battlefield nuclear weapons alongside nuclear warheads that arm strategic missiles and bombers until the U.S. agrees to withdraw its tactical nuclear weapons from Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also noted that Moscow wouldn\u2019t accept the U.S. demand to have intrusive verification measures like those that existed in the 1990s when inspectors were positioned at missile factories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lavrov\u2019s pessimistic view contrasted with statements from U.S. diplomats, who said that Moscow and Washington were close to a deal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe would welcome the opportunity to complete an agreement based on understandings that were achieved over the last couple weeks about what the range of possibilities look like for an extension of New START and an outcome that benefits the entire world, increased stability of the most dangerous weapons in the world,\u201d U.S. Secretary of State Mike Pompeo said Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am hopeful that the Russians will find a way to agree to an outcome that, frankly, I think is in their best interest and in our best interest,\u201d he added, voicing hope that China will eventually join the talks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the last round of talks in Helsinki earlier this month, lead U.S. negotiator Marshall Billingslea, President Donald Trump\u2019s special envoy for arms control, said the meeting had yielded \u201cimportant progress.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A person familiar with the talks said last Friday that U.S. and Russian negotiators <a href=\"https:\/\/www.defensenews.com\/2020\/10\/14\/russia-denies-new-start-gentlemans-agreement-with-us\/\" target=_blank>agreed in principle<\/a> to continue freezing their nuclear warhead stockpiles in a bid to salvage New START. The person, who was not authorized to discuss the negotiations publicly and spoke on condition of anonymity, said an agreement could be announced before the Nov. 3 presidential election with an eye toward extending the accord and eventually bringing China into it, a longtime demand by Trump\u2019s administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Russia\u2019s top negotiator in the talks, Deputy Foreign Minister Sergei Ryabkov, dismissed the allegations of reaching the agreement in principle as \u201cwishful thinking\u201d on the U.S. part, emphasizing that sharp differences remained and Moscow wasn\u2019t going to sign a deal on American terms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">O\u2019Brien, the U.S. national security advisor, noted that any deal before the upcoming presidential election may be unlikely, as &#8220;it may be that, like other countries, the Russians are waiting to see what happens &#8212; and apparently, we\u2019ve got something going on here in 18 days that\u2019s causing folks to take stock of a negotiating position. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo we\u2019ll see what that we\u2019ll see what the Russians do,\u201d he added. \u201cNegotiating with Russia is never easy.
