flipped the House to the Democrats and increased Republican control of the Senate, but the outcome\u2019s impact on a potential budget deal to avoid the return of sequestration will likely be limited, analysts predict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Byron Callan, an analyst with Capital Alpha Partners, wrote in a note to investors that a split Congress \u201csuggests a protracted battle will be waged over the FY20 DoD budget,\u201d although he calls it \u201cimprobable\u201d that Congress will not find a compromise solution to avoid the return of sequestration come January 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Analyst Roman Schweizer of Cowen Washington Research Group said the results do nothing to shake his belief that \u201canother two-year spending deal is likely and that it will not be a deficit-minded exercise in fiscal restraint.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a to shake up defense policy in the coming year and raising the possibility of tumultuous impeachment proceedings against President Donald Trump.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cWe do not expect defense spending to experience the rate of growth it did in FY18-19 nor do we believe it will decline substantially,\u201d Schweizer wrote in an investor note. \u201cDemocrats will want to spend more, GOP defense hawks will want to spend more and fiscal conservatives will be in a deep minority.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUltimately, we hope budget negotiations can begin quickly (hopefully before year-end) and can be settled to allow for something of a \u2018normal\u2019 budget cycle,\u201d he added. \u201cOf course, worst case would mean gridlock and a Continuing Resolution to start FY20.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Callan also predicted that the fiscal 2020 budget submission from the Pentagon \u2014 now expected to be at $700 billion <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/10\/26\/its-official-dod-told-to-take-cut-with-fy20-budget\/\" target=_blank>following an unexpected, last-minute cut<\/a> from the White House \u2014 will have flat investment funds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense stocks for the big American primes dropped following the opening bell Wednesday, but rallied by lunchtime and were tracking upward by publication, perhaps as a sign of confidence.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a class=\"wp-block-paragraph\">However, the specter of partisan gridlock now looms over Capitol Hill, with the White House and congressional Republicans are bracing for a slew of investigations from Democrats into President Donald Trump.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump laid that out in a news conference Wednesday, saying that if Democrats in the House move to investigate him, he would call on the Senate to counter-investigate members of the House, effectively tying the Congress in even worse knots than has been seen in the last few years and raising the fear of a government shutdown at some point.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those looking for changes to overall defense spending should turn their eyes to the House, where some tinkering around the edges of the budget appears likely.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Callan did note there may be risk to nuclear and strategic programs under a House Armed Services Committee led by Rep. Adam Smith of Washington. The Democrat has been an outspoken critic of plans to build two new nuclear systems, as well as Obama-era plans to develop a new <a href=\"https:\/\/www.defensenews.com\/space\/2017\/03\/08\/democrats-renew-attack-on-new-nuclear-cruise-missile\/\" target=_blank>air-launched nuclear cruise missile<\/a> for the Air Force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And Schweizer predicts tough questioning at the HASC to big force structure increases, such as the Navy\u2019s 355-ship goal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, a more liberal HASC membership may push harder on <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/10\/30\/ro-khanna-and-progressive-democrats-hope-blue-wave-will-shake-up-american-national-defense-policy\/\" target=_blank>curtailing weapon
