{"id":30489,"date":"2018-01-08T17:45:29","date_gmt":"2018-01-08T17:45:29","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/01\/08\/pakistan-pushed-into-chinas-embrace-as-us-cuts-military-aid\/"},"modified":"2026-08-07T22:29:08","modified_gmt":"2026-08-07T22:29:08","slug":"pakistan-pushed-into-chinas-embrace-as-us-cuts-military-aid","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/global\/mideast-africa\/2018\/01\/08\/pakistan-pushed-into-chinas-embrace-as-us-cuts-military-aid\/","title":{"rendered":"Pakistan pushed into China\u2019s embrace as US cuts military aid"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">ISLAMABAD \u2014 Pakistan is being further pushed into China\u2019s embrace as a consequence of the U.S. State Department\u2019s plan to <a href=\"https:\/\/www.defensenews.com\/global\/mideast-africa\/2018\/01\/04\/us-suspends-security-assistance-to-pakistan\/\">cut military aid to Islamabad<\/a>, analysts agree.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. decision came days after President Donald Trump\u2019s New Year\u2019s Day tweet that accused Pakistan of playing U.S. leaders for \u201cfools,\u201d reiterating longstanding allegations that Pakistan gives safe haven to the terrorists we hunt in Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf the U.S. policy is to further isolate Washington from the mainstream world, then they are going the right way about it,\u201d said Brian Cloughley, an author, analyst and former Australian defense attache to Islamabad. \u201cPakistan will go even further into the Chinese embrace \u2014 and very much on China\u2019s terms, of course.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Claude Rakisits, an expert on Pakistan and senior fellow at Georgetown University, believes that \u201cgiven that the civilian government seems to be putting all its economic, political and strategic eggs in the Chinese basket, this will strengthen its hand vis-a-vis the military because it will be able to argue that the China card is the sure one to play.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is actually through the prism of China, not terrorism, that analyst and former Pakistan Air Force pilot Kaiser Tufail believes Washington is acting. Regionally, \u201cthe U.S. sees hindrances in securing a permanent presence in Afghanistan so as to be a counterweight to the <a href=\"https:\/\/www.defensenews.com\/global\/2017\/06\/07\/pentagon-china-ups-military-capabilities-plans-base-in-pakistan\/\" title=\"\" class=\"\" target=\"_blank\">growing Chinese influence<\/a> in the region,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The \u201cU.S. wants Pakistan to oppose all political forces in Afghanistan which desire an ouster of U.S. troops from their country. These elements have been conveniently labeled as terrorists by USA, and Pakistan is being wrongly accused of supporting them,\u201d Tufail said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Essentially, Washington wants Islamabad to support U.S.-backed Afghan groups that do its bidding, and America\u2019s frustration has boiled over into halting military aid, he noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Pakistani Ministry of Foreign Affairs news release issued Friday said Islamabad was \u201cengaged with the US Administration on the issue of security cooperation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPakistan has fought the war against terrorism largely from its own resources, which has cost over $120 billion in 15 years,\u201d the release said, adding that the country is \u201cdetermined to continue to do all it takes to secure the lives of our citizens and broader stability in the region.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>How will the cuts impact Pakistan\u2019s military?<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the historically rocky bilateral relationship, Rakisits believes Pakistan\u2019s military will not welcome \u201cdiminished military ties with the U.S. because it has gained a lot out of that relationship over the years.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cloughley, however, doubts the fiscal cuts will make much difference, \u201cequipment-wise or even in operating costs,\u201d though he acknowledges there is \u201cnot a hope, given the present climate\u201d of Pakistan\u2019s AH-1Z helicopter gunships being delivered, nor of any corvettes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even if the cuts impact Pakistan\u2019s plan to acquire the Turkish T129 helicopter gunship, which uses American engines, Cloughley doesn\u2019t think the military will be overly concerned. \u201cThey\u2019ll find an alternative,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For better or for worse, that alternative is China, according to Tufail.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And if Pakistan fills the gap with China, Rakisits said, Islamabad\u2019s \u201ceventual over-reliance on China in the years to come will diminish Pakistan\u2019s foreign policy options.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tufail said the cuts will likely impact the military\u2019s development programs, which could have serious consequences. An increase in terrorism in Baluchistan or a flare-up on the Line of Control in Kashmir could force Pakistan\u2019s military to undertake \u201csome realistic risk assessment and analysis of state capacity that would be under economic strain.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor Pakistan to retain full operational capacity of its front-line assets like the F-16s and anti-tank helicopters, which are of U.S. origin, rhetoric will have to eventually take a back seat. This is already evident from the Pakistan National Security Committee\u2019s consensus on \u2018not acting in haste,\u2019 and \u2018wanting to play a constructive role in the region,\u2019 \u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>How did Pakistan respond?<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Ministry of Foreign Affairs spokesman did not respond to Defense News\u2019 requests for comment regarding the cut in military aid, but the ministry\u2019s news release did discuss counterterrorism efforts.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span class=\"js-paste-start-1515423794404\">\u201cWe believe that Pakistan-US cooperation in fighting terrorism has directly served US national security interests as well as the larger interests of international community,\u201d the ministry said, adding that joint efforts and Pakistan\u2019s own counterterrorism operations \u201chelped decimate Al-Qaeda and fight other groups who took advantage of ungoverned spaces.\u201d<span class=\"js-paste-end-1515423794404\"><br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ministry went on to list failures on the Afghan side of the border.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur efforts towards peace are awaiting reciprocal actions from the Afghan side in terms of clearance of vast stretches of ungoverned spaces on the Afghan side, bilateral border management, repatriation of Afghan Refugees, controlling poppy cultivation, drug trafficking and initiating Afghan-led and owned political reconciliation in Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cArbitrary deadlines, unilateral pronouncements and shifting goalposts are counterproductive in addressing common threats.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rakisits said Pakistan \u201dcompletely misread Trump, believing that little would change in the relationship. Washington called their bluff.\u201d<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Cloughley, however, Pakistan has at least one card to play: It could retaliate by shutting down the
