But \u2013 how do they get there?<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 In recent years, Silicon Valley technology companies and the like have sounded off about the challenges involved in working with the Pentagon \u2015 from archaic approaches to software development to the snail\u2019s pace of procurement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But even if sweeping reform is not in the cards anytime soon, <a href=\"https:\/\/www.defensenews.com\/outlook\/2019\/12\/02\/pentagon-acquisition-boss-adapting-to-support-the-war-fighter\/\" target=\"_blank\">what can the Department of Defense do<\/a> in the immediate future?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the second year in a row, Defense News convened a roundtable with representatives from the DoD and the tech community to discuss the state of the cultural divide between them. Here are four key suggestions for the Pentagon from representatives of venture capital firms and small startups.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/smr\/cultural-clash\/\"><b>Click here for all the stories and videos from Culture Clash 2.0: An Economic Crossroads.<\/b><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>1. Scout venture-backed firms.<\/b> The Pentagon should view venture capital-backed firms as pre-vetted, and there ought to be more VC-backed defense companies out there, said John Tenet, a partner at San Francisco-based 8VC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you\u2019re getting venture dollars \u2015 we\u2019re technology and talent guys at the end of the day \u2015 we\u2019ve vetted the technology, we\u2019ve vetted the talent, or the people at these companies, and so that should be a clear market signal that there\u2019s something special here, there\u2019s special talent here and these people can build lots of different things,\u201d Tenet said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Venture capitalist will buy a stake in an entrepreneur\u2019s idea and nurture it financially, but oftentimes they will in exchange set tough benchmarks that drive that entrepreneur\u2019s company to perform, noted Ryan Tseng, founder of tech company Shield AI.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you look at any venture-backed company, and it\u2019s a high-performing one, you go in there, the standards are incredibly high, the work ethic is outrageous because the investors are kind of day in, day out demanding excellence,\u201d Tseng said. \u201cAnd also once you make the choice to be a venture-backed company, you\u2019re signing up for a commitment to be excellent because to get to that next round, you have to show outstanding performance time after time after time.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>2. Enable out-of-cycle funding.<\/b> Take the case of Brooklyn-based goTenna, which makes mobile mesh networking gear: Outdated requirements, baked into existing acquisition programs, have been an obstacle for the military as it seeks to buy that gear, according to the company\u2019s founder and CEO, Daniela Perdomo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBecause the [requirements] were set so long ago \u2014 where for instance, our technology just did not exist, you could not have situational awareness with mobile mesh networking down to the single operator, like 12 months ago \u2014 we are not in the 2021 plan, the 2022 plan,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Anduril Industries co-founder and Founders Fund partner Trae Stephens argued that budget cycle is \u201cbiased toward the integrators who have been playing the game long-term.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ronald Reagan Institute, which released a report in December with recommendations to strengthen America\u2019s national security innovation base, found that the length of the budget cycle is hampering development of critical technologies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNew program starts are generally not allowed \u2018out of budget cycle\u2019 to give Congress time to exercise its oversight responsibilities \u2014 but awaiting the completion of a full budget cycle might take 18 months or more, depending on when a new idea emerges,\u201d the report read.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCongress should redefine a \u2018new start,\u2019 with innovation in mind to \u2018fast track\u2019 exciting new technological opportunities within the congressional budget cycle. The authorizing committees should make a special effort to identify projects that must start on an expedited basis and flag the appropriations committees about the importance of permitting such programs out of cycle,\u201d it continued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>3. Try the Stark Industries model.<\/b> Rather than draft requirements to the nth degree \u2014 \u201cover-requirement-ization,\u201d as Stephens calls it \u2014 the Pentagon might do better to describe problems it\u2019s facing and trust industry to present solutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrom Iron Man, Tony Stark didn\u2019t go to the Pentagon and say: \u2018Tell me your priorities for fixed-wing cargo delivery,\u2019 \u201d Stephens said. \u201cNo. You\u2019re just like: \u2018I\u2019m just going to build stuff, and if it\u2019s good enough that you want it, you\u2019ll buy it.\u2019 I think that\u2019s where innovation really comes from.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEspecially as technology changes so rapidly, there can easily be a difference between how the requirements are written and what the actual gap is, and how you solve that gap.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>4. Leverage existing technology.<\/b> Since the 1990s, defense acquisition regulations have stated that preference should be given to commercial products, but it hasn\u2019t caught on widely within the DoD\u2019s acquisition community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Department of Veterans Affairs is separate from the DoD, but Stephens blasted the VA for awarding a five-year, $624 million contract for custom-built patient scheduling software, when commercial options exist. (A year ago, the VA scrapped this contract with a Lockheed Martin subsidiary, instead awarding it to a competitor with existing software.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is the riskiest, dumbest thing you could possibly do to schedule appointments, but because it\u2019s a contract with Lockheed Martin &#8230; people say this is risk aversion,\u201d Stephens said. \u201c \u2018We\u2019re doing things the way we\u2019ve always done.\u2019 No, you\u2019re doing things the wrong way. You\u2019re lying to yourself about the risks that you\u2019re taking on in this program.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Representatives of venture capital firms and small
