version of the <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/06\/18\/house-appropriators-add-lcs-jstars-funding-irking-white-house\/\" title=\"\" class=\"\" target=\"_blank\">annual defense appropriations bill<\/a> with a plans to buy two aircraft carriers at a time but without a proposal to buy two more submarines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a 359-49 vote, House members approved a $675 billion Defense Department appropriations bill that would fund 93 F-35 fighter jets (four more than <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/06\/26\/pentagon-money-bill-with-heavy-rampd-accent-passes-senate-subpanel\/\" title=\"\" class=\"\" target=\"_blank\">Senate appropriators<\/a> are seeking), three littoral combat ships (to the Senate\u2019s two) and the Advanced Battle Management System, which would replace the JSTARS recapitalization plan that the U.S. Air Force wants to kill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The measure also includes a <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2018\/05\/22\/troops-poised-for-their-biggest-pay-raise-in-nine-years\/\" title=\"\" class=\"\" target=\"_blank\">2.6 percent pay raise for troops<\/a> starting next January and an end-strength boost of 15,600 troops spread across the four services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers in recent days tacked on <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2018\/06\/25\/dems-fight-to-wall-off-military-from-trumps-immigration-plans\/\" title=\"\" class=\"\" target=\"_blank\">several other amendments to the budget<\/a>, including increasing A-10 Warthog win-replacement funds, adding $10 million to assist in recovering Korean War remains, and prohibiting the military from doing business with Chinese telecom firms <a href=\"https:\/\/www.defensenews.com\/critical-infrastructure\/2018\/06\/20\/trump-gop-fail-to-agree-on-divisive-chinese-telecom\/\" title=\"\" class=\"selected-link\" target=\"_blank\">ZTE and Huawei<\/a>.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2018\/06\/18\/can-congress-finish-the-defense-authorization-bill-by-august\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" authorization bill by August?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">After the Senate advanced its NDAA draft Monday, defense lawmakers are hopeful they can move quickly on the sprawling military budget bill.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Democratic amendments aimed at <a href=\"https:\/\/www.defensenews.com\/federal-oversight\/congress\/2018\/06\/25\/dems-fight-to-wall-off-military-from-trumps-immigration-plans\/\" title=\"\" class=\"\" target=\"_blank\">walling off<\/a> the Defense Department from assisting the Trump administration\u2019s controversial immigration enforcement efforts were scuttled by the House Rules Committee and blocked from floor debate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Seapower Subcommittee Chairman Rob Wittman, R-Va., and ranking member Joe Courtney, D-Conn., successfully included an amendment to enable a dual buy of the aircraft carriers CVN-80 and CVN-81, a move they said could save as much as $2.5 billion in construction costs and would not add new expenses next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAllowing us to buy two aircraft carriers at a time helps us with efficiency, it helps us reduce cost, it gets the aircraft carriers that we need \u2014 and it has widespread support,\u201d Wittman told the rules panel on Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Appropriations Committee ranking member Pete Visclosky, D-Ind., did not oppose the two-carrier amendment but cautioned that the ships\u2019 cost \u2014 $10 billion each \u2014 could create problems with budget caps still in place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo imply we are weak-kneed and not spending adequately on shipbuilding is not true,\u201d said Visclosky, arguing that the overall bill adds $837 million to the president\u2019s shipbuilding budget request of more than $21 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those warnings hung over the next amendment from Courtney and Wittman, which would have added $1 billion to fund long-lead materials to build three Virginia-class submarines per year starting in 2022. (The amendment died in a floor vote on Thursday, 167-244.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Courtney and Wittman\u2019s states are home to the shipyards that would build the submarines: General Dynamics Electric Boat in Groton, Connecticut, and Huntington Ingalls in Newport News, Virginia. But they argued the move was meant to help the Navy better negotiate a larger block buy of submarines and mitigate a decline in the fleet size.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The attack submarine fleet is expected to reach 42 boats in a decade, one-third less than the Navy force-structure assessment prescribes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSubs are aging out faster than the two-per-year build rate can replace,\u201d Courtney said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2018\/06\/26\/underwater-will-rising-debt-spark-pentagon-cutbacks\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635742797992563696-august-4-frontlines-10jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Underwater: Will rising debt spark Pentagon cutbacks?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A key House Armed Services lawmaker warns that &quot;deficits will hurt the military.&quot;<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Pentagon opposed the plan\u2019s reshuffling of funds in a letter Tuesday from Deputy Defense Secretary Patrick Shanahan to lead appropriators, saying the change would ultimately add $6 billion to shipbuilding costs over time. Offsetting cuts for 2019 alone would reduce planned buys of the Arleigh Burke-class destroyers, oilers and fast frigates, as well as reduce sixth-generation fighter aircraft development dollars.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Courtney and Wittman dismissed the long-term costs as speculation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Chinese in 2020 will have 70 submarines. They are building them at a rate of six per year,\u201d Wittman said. \u201cAre we willing to tell our children and grandchildren, when we had a chance to do something, that we did not act?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Visclosky and the House Appropriations Committee\u2019s Defense Subcommittee Chair Kay Granger, R-Texas, led the opposition, arguing shipbuilding programs would be left in disarray.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSince when is it acceptable to give someone $1 billion so they will have \u2018options\u2019?\u201d Granger said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the House defense appropriations measure settled, the question of how to get the full fiscal 2019 budget through Congress will await lawmakers when they return from next week\u2019s July 4 break. President Donald Trump has repeatedly said he would not sign an omnibus spending bill of the sort Democrats have bargained hard to get in recent years. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate Appropriations Committee advanced <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/06\/26\/pentagon-money-bill-with-heavy-rampd-accent-passes-senate-subpanel\/\" title=\"\" class=\"\" target=\"_blank\">its version of the measure<\/a> on Thursday morning, but Senate Majority Leader Mitch McConnell, R-Ky., has yet to announce when the full Senate will vote on it. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an attempt to defuse a partisan fight, key Senate Democrats are floating the idea of linking their $675 billion Pentagon spending measure to the committee-passed spending bill for labor, health and human services, education, and related agencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Labor-HHS appropriations subcommittee chairman Tom Cole, R-Okla., told Politico earlier this week he favors linking his bill \u2015 which is a priority for Democrats \u2015 with the defense policy bill \u2015 which is a top priority for Republicans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, it\u2019s doubtful House conservatives will back the idea. Pennsylvania Republican Rep. Scott Perry, a Freedom Caucus member, was receptive but not committed on Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m open to it, but I\u2019m not going to vote for bad policy or profligate spending any more than if they\u2019re done separately,\u201d he told Defense News. \u201cWe\u2019re bankrupting the country, and we\u2019ve got to be aware of that.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">It is critical that Congress pass the defense funding bill before the end of the fiscal year to avoid another harmful CR.
