{"id":30624,"date":"2022-04-28T18:24:39","date_gmt":"2022-04-28T18:24:39","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/04\/28\/a-10-official-issues-warning-over-air-forces-devastated-warthog-fleet\/"},"modified":"2026-08-07T22:35:45","modified_gmt":"2026-08-07T22:35:45","slug":"a-10-official-issues-warning-over-air-forces-devastated-warthog-fleet","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/air\/2022\/04\/28\/a-10-official-issues-warning-over-air-forces-devastated-warthog-fleet\/","title":{"rendered":"A-10 official issues warning over US Air Force\u2019s \u2018devastated\u2019 Warthog fleet"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 A U.S. Air Force official managing the <a href=\"https:\/\/www.defensenews.com\/opinion\/commentary\/2022\/03\/03\/transfer-three-a-10-aircraft-squadrons-to-ukraine-now\/\" target=\"_blank\">A-10 Thunderbolt<\/a> aircraft says the service is \u201chollowing\u201d its Warthog fleet by starving it of resources amid a push to <a href=\"https:\/\/www.defensenews.com\/air\/2022\/03\/28\/air-force-would-cut-150-aircraft-including-a-10s-buy-fewer-f-35s-in-2023-budget\/\" target=\"_blank\">retire the aging attack plane<\/a> \u2014 but still continuing to heavily fly it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a March 31 briefing, Pamela Lee, the A-10 systems manager at Hill Air Force Base in Utah, said the Air Force has \u201cresourced the A-10 to divest yet flew it like an enduring fleet, rapidly accelerating [the] decline toward today\u2019s hollowing fleet.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The watchdog group <a href=\"https:\/\/www.pogo.org\/analysis\/2022\/04\/air-force-leaders-defy-congresss-a-10-mandates\/\" target=\"_blank\">Project on Government Oversight<\/a> posted the slides Tuesday. The Air Force confirmed the slides are authentic, but said they were prepared for internal discussion and that Lee declined to comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The A-10, designed during the Cold War to be a tank-killing aircraft, was flown heavily in the Middle East and Afghanistan over the last 20 years to provide close-air support. But the Air Force has long warned the A-10 would not survive a high-end fight in contested airspace and has since 2015 repeatedly attempted to retire the fleet, either in full or in part, to free up funding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe A-10 is a great platform for a [permissive] environment,\u201d Air Force Chief of Staff Gen. CQ Brown told the House Armed Services Committee in a Wednesday hearing. \u201cI don\u2019t see very many [permissive] environments that we\u2019re going to roll into in the future.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although Congress rejected all the service\u2019s efforts, Lee said the Air Force\u2019s decisions have \u201cdevastated\u201d the fleet and left it \u201cdealing with perpetual challenges.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The \u201cA-10 lives in the shadow of [fiscal 2015] divestiture decisions,\u201d Lee said in the briefing\u2019s summary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lee\u2019s briefing slides said the service deferred the A-10\u2032s \u201chogback\u201d fuselage structural repair work from 2013 to 2019, which she said left 120 jets at risk of being grounded. The number of A-10s heading to depots for major maintenance was also cut by more than half, she added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lee said the A-10\u2032s aging engine nacelles are quickly becoming a significant problem, representing a bigger threat to the aircraft\u2019s readiness than its wings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And she said the A-10\u2032s re-winging efforts are falling short, with new wings purchased for only 173 of the service\u2019s 281 Warthogs. Lee said this means 145 A-10s wouldn\u2019t be able to fly a six-month deployment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the slides, the Air Force has until the second quarter of FY23 to buy more wings before it risks a \u201cstalled recovery.\u201d Fixing the wing, depot issue and other shortcomings would take at least a decade, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If Congress doesn\u2019t grant the service\u2019s request to start retiring the A-10, Lee<b> <\/b>said, it will have to quickly act to mitigate the worst of the problems that have come from these decisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the committee hearing, Brown said the service plans to buy replacement wing kits for about 218 A-10s. The service called for retiring 21 A-10s as part of its FY23 budget request, leaving the service with 260 Warthogs; Brown said those will not be re-winged.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Lisa McClain, R-Mich., expressed confusion about the Air Force\u2019s apparent intention to not buy enough wing kits for all remaining A-10s and asked if only 218 planes needed new wings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDepends on how many A-10s we keep,\u201d Brown said. \u201cWhat we don\u2019t want to do is buy more wing kits than we\u2019re going to need if we\u2019re going to start retiring A-10s.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Air Force Secretary Frank Kendall added that even if those remaining 42 A-10s wouldn\u2019t get replacement wings, they would still be able to fly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kendall also said the Air Force, if free to do so, would retire the A-10 fleet by the end of the next five-year
