{"id":30783,"date":"2018-12-18T22:58:10","date_gmt":"2018-12-18T22:58:10","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/12\/18\/start-of-air-forces-light-attack-plane-competition-pushed-back-until-next-year\/"},"modified":"2026-08-07T22:34:19","modified_gmt":"2026-08-07T22:34:19","slug":"start-of-air-forces-light-attack-plane-competition-pushed-back-until-next-year","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/air\/2018\/12\/18\/start-of-air-forces-light-attack-plane-competition-pushed-back-until-next-year\/","title":{"rendered":"Start of US Air Force\u2019s light-attack plane competition pushed back until next year"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 If the U.S. Air Force moves forward on a <a href=\"https:\/\/www.defensenews.com\/air\/2017\/08\/10\/light-attack-demo-gives-off-the-shelf-planes-the-chance-to-show-off\/\" target=_blank>proposed initiative to buy light-attack planes<\/a>, it won\u2019t happen by the end of 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service intended to put out a <a href=\"https:\/\/www.defensenews.com\/air\/2017\/07\/19\/textron-sierra-nevada-prep-for-oa-x-experiment-at-us-air-force-base\/\" target=_blank>final request for proposals<\/a> this month for a <a href=\"https:\/\/www.defensenews.com\/air\/2017\/09\/05\/air-force-completes-first-round-of-light-attack-aircraft-demo\/\" target=_blank>potential light-attack aircraft program<\/a>, but the date has now slipped into 2019, an Air Force official confirmed Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Air Force does not anticipate release of the final Light Attack Request for Proposal by the end of the calendar year as we complete additional analysis,\u201d Air Force spokeswoman Capt. Hope Cronin said in an emailed response to Defense News.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2018\/08\/06\/the-light-attack-aircraft-competition-will-be-down-to-two-competitors\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AIR-light-attack-4-web.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The light-attack aircraft competition will be down to two competitors<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. Air Force put out a pre-solicitation for its light-attack aircraft program &#8230; but it&#039;s still not ready to say it will definitely buy new aircraft.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The service released a draft solicitation on Aug. 3, following <a href=\"https:\/\/www.defensenews.com\/air\/2018\/02\/02\/us-air-force-kills-combat-demo-for-light-attack-aircraft\/\" target=_blank>two experimentation campaigns<\/a> that brought the Sierra Nevada Corp.-Embraer A-29 Super Tucano, Textron\u2019s Scorpion jet and AT-6 attack plane, and L3\u2019s AT-802L Longsword to Holloman Air Force Base in New Mexico for several rounds of test flights.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second set of flight experiments between <a href=\"https:\/\/www.defensenews.com\/air\/2018\/05\/17\/light-attack-experiment-pits-at-6-against-a-29-in-high-stakes-matchup\/\" target=\"_blank\">the A-29 and AT-6 <\/a>were curtailed this summer after an A-29 crashed, <a href=\"https:\/\/www.defensenews.com\/air\/2018\/06\/28\/light-attack-experiment-flights-suspended-as-air-force-investigates-pilot-death\/\" target=\"_blank\">killing its pilot<\/a>. However, the Air Force maintained that it could <a href=\"https:\/\/www.defensenews.com\/air\/2018\/07\/03\/air-force-cancels-remaining-light-attack-experiment-flights-but-effort-to-continue\/\" target=\"_blank\">garner the data it needed<\/a> on aircraft maintenance and network operations while testing the planes on the ground.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Air Force acquisition officials have shied away from declaring whether a <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/air-force-association\/2017\/09\/21\/light-isr-the-air-forces-next-experiment\/\" target=_blank>program of record<\/a> will begin in the fiscal 2020 budget, but the August presolicitation seems to limit the contenders to the A-29 and AT-6, stating that SNC and Textron \u201care the only firms that appear to possess the capability necessary to meet the requirement within the Air Force\u2019s time frame without causing an unacceptable delay in meeting the needs of the warfighter.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The goal of the light-attack experiments is to prove whether the Air Force can quickly bring industry to the table to experiment with off the shelf equipment and rapidly make a decision about whether to buy it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In that light, the delay in releasing the final request for proposals is at least a slight setback, as it\u2019s unclear whether the wait for a final RFP could also push back the Air Force\u2019s proposed due date for awarding a contract \u2014 before the start of the 2020 fiscal year on Oct. 1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But it remains unclear whether the Air Force will have the money to buy it. Defense Department budget officials had geared up for a $733 billion budget in FY20, only to have President Donald Trump call for a cut to $700 billion. Now, it appears that number is growing after intervention from Defense Secretary Jim Mattis and congressional hawks, and could be as high as $750 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whether the light-attack aircraft program fits into any of those top-line budgets is currently unknown.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Those
