{"id":31184,"date":"2018-05-10T04:36:54","date_gmt":"2018-05-10T04:36:54","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/05\/10\/house-panel-adopts-716-billion-defense-authorization-plan\/"},"modified":"2026-08-08T02:58:02","modified_gmt":"2026-08-08T02:58:02","slug":"house-panel-adopts-716-billion-defense-authorization-plan","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2018\/05\/10\/house-panel-adopts-716-billion-defense-authorization-plan\/","title":{"rendered":"House panel adopts $716 billion defense authorization plan"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The House Armed Services Committee overwhelmingly approved plans for a <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2018\/02\/07\/congress-reaches-budget-deal-with-huge-defense-boost\/\" title=\"\" class=\"\" target=\"_blank\">$716 billion defense authorization bill<\/a> for fiscal 2019 which includes a big boost in military end strength, <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2018\/04\/25\/house-lawmakers-back-white-house-plans-for-26-percent-pay-raise-end-strength-boost\/\" title=\"\" class=\"\" target=\"_blank\">the largest military pay raise in nine years<\/a> and few of the contentious fights that have dominated defense debates in recent years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The committee passed the legislation by a 60-1 vote after more than 14 hours of debate on Wednesday and early Thursday morning. The marathon mark-up is held every year, with lawmakers publicly discussing a host of national security and defense operations policies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recent years, much of that work has been <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2017\/12\/12\/trump-signs-fy18-defense-authorization-bill-into-law\/\" title=\"\" class=\"\" target=\"_blank\">focused on issues of rebuilding the military<\/a>, with lengthy discussions on force size, equipment priorities and cost-saving reforms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But, with Congress agreeing to a two-year budget deal earlier this year with $716 billion in defense spending in fiscal 2019, much of this year\u2019s work focused on smaller policy issues and less polarizing proposals, although Democratic amendments on issues like border security and immigration issues were still rejected along party lines.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/breaking-news\/2018\/02\/07\/congress-reaches-budget-deal-with-huge-defense-boost\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/himars_day3.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Senate reaches budget deal with huge defense boost<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Senate lawmakers have reached a two-year deal that would set defense spending at $700 billion for 2018 and $716 billion for 2019.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The sprawling budget bill \u2014 which still must survive a full House vote later this month and negotiations with the Senate later this year \u2014 includes a 2.6 percent pay raise for troops starting next January and the addition of almost 16,000 active-duty troops to the armed forces ranks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It authorizes defense officials to spend more than $39 billion on military aviation upgrades, $18.5 billion to replace aging Army equipment, and $25.5 billion for equipment maintenance and replacement parts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers backed administration plans for 77 new F-35 aircraft, two additional Virginia-class submarines and littoral combat ships, and modernization plans for almost 3,400 Joint Light Tactical Vehicles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recent years, lawmakers have included major personnel and acquisition reforms in the authorization bill, one of the few pieces of legislation to successfully advance through Congress amid other partisan fights (committee officials said a defense authorization bill has passed for 57 straight years).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This year\u2019s most hyped reform effort was a plan by committee chairman Mac Thornberry, R-Texas, for <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/04\/17\/major-bill-aims-to-slash-pentagon-bureaucracy\/\" title=\"\" class=\"\" target=\"_blank\">a 25 percent cut to Pentagon support agencies<\/a>, tagged the \u201cfourth estate\u201d for their ancillary relationship to war fighting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Thornberry walked back most of those provisions in the days leading up to the mark-up, giving more deference to the Pentagon on ways to cut costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Democratic effort to trim back the proposal even further by preserving the Defense Information Systems Agency was defeated along party lines. But an amendment to protect the Test Resource Management Center \u2014 another of Thornberry\u2019s proposed cuts \u2014 was approved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to a host of annual pay and benefits reauthorizations, lawmakers from both parties approved in the legislation a plan to create <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/05\/09\/house-armed-services-okays-pursuing-independent-commission-to-review-aviation-safety\/\" title=\"\" class=\"\" target=\"_blank\">a new commission to review spiking military aviation mishaps<\/a> and physiological episodes, an issue that has alarmed the committee but has been downplayed by Pentagon officials as not a widespread crisis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers voted unanimously to defeat an amendment from Rep. Mike Turner, R-Ohio, that would have slowed down the groundwork for a space force. <a href=\"https:\/\/www.defensenews.com\/space\/2018\/02\/28\/2021-a-space-odyssey-space-corps-could-launch-in-three-to-five-years-key-lawmaker-says\/\" title=\"\" class=\"\" target=\"_blank\">Space Force<\/a> does not appear in the bill by name, but it does recycle a provision from last year\u2019s effort that would establish a sub-unified command for space under U.S. Strategic Command for carrying out joint space war-fighting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The issue has gained extra prominence since President Donald Trump suggested he would be in favor of creating a sixth military branch dedicated to space in a series of public appearances in recent weeks.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2018\/05\/10\/dems-target-low-yield-nukes-but-hasc-approves-trump-plans-on-party-lines\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4181623.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Democrats target low-yield nukes, warn of slippery slope to \u2018nuclear war\u2019<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The House Armed Services Committee has rejected a series of Democratic amendments aimed at limiting the Trump administration\u2019s pursuit of low-yield nuclear weapons to match Russia.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Republicans batted down Democratic amendments to limit the Trump administration\u2019s pursuit of <a href=\"https:\/\/www.defensenews.com\/smr\/nuclear-triad\/2018\/04\/17\/trump-administration-repurposes-65-million-for-new-nuclear-warhead-design\/\" title=\"\" class=\"selected-link\" target=\"_blank\">low-yield nuclear weapons to match Russia<\/a>. The bill itself is supportive of the Trump administration\u2019s Nuclear Posture Review, authorizing $65 million for developing and producing a low-yield nuclear warhead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democratic efforts to place limits on Trump-ordered National Guard deployments to the U.S.-Mexico border were similarly thwarted on the panel, where Republicans outnumber Democrats 34-to-28.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The measure now heads to the full House floor for a vote in coming weeks, and then likely to months of debate with Senate negotiators. The Senate Armed Services is scheduled to adopt its own draft of the legislation later this month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With midterm elections looming this November, lawmakers\u2019 legislative schedule is significantly reduced this summer. The topline spending agreement is expected to help speed the process, but the final bill passage hasn\u2019t happened before the start of the new fiscal year since 2009.<\/p>\n\n\n\n<p
