{"id":31390,"date":"2022-03-30T14:49:39","date_gmt":"2022-03-30T14:49:39","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/03\/30\/russian-efforts-in-ukraine-have-not-yet-spilled-over-into-cyberattacks-on-us-says-lawmaker\/"},"modified":"2026-08-08T18:16:37","modified_gmt":"2026-08-08T18:16:37","slug":"russian-efforts-in-ukraine-have-not-yet-spilled-over-into-cyberattacks-on-us-says-lawmaker","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/cyber\/2022\/03\/30\/russian-efforts-in-ukraine-have-not-yet-spilled-over-into-cyberattacks-on-us-says-lawmaker\/","title":{"rendered":"Russian efforts in Ukraine have not yet spilled over into cyberattacks on US, says lawmaker"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Russia\u2019s continued belligerence in Eastern Europe has so far not translated into cyberattacks that damage U.S. public and private sectors, a leading lawmaker said March 29, amid heightened worries of a wartime domino effect in the cyber domain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile the Russian invasion of Ukraine has not yet spilled over into cyberattacks that affect governments and businesses in the United States, President Biden has warned all Americans of evolving intelligence that Russia may soon launch cyberattacks against the United States,\u201d House Judiciary Committee Chairman Jerrold Nadler, D-NY, said during <a href=\"https:\/\/judiciary.house.gov\/calendar\/eventsingle.aspx?EventID=4899\" target=\"_blank\">an oversight hearing<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members of Congress and experts voiced concerns about Moscow\u2019s cyber reach and long-term intent as its attack on Ukraine was staged and then unfolded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Intelligence Committee Chairman Adam Schiff in late February told reporters \u201cone pressing concern\u201d was Russian cyber tools bleeding beyond <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2022\/03\/14\/blue-yellow-and-gray-zone-the-cyber-factor-in-ukraine\/\" target=\"_blank\">the bounds of Ukraine<\/a>. \u201cThe other possibility,\u201d the California Democrat added, \u201cis that Putin lashes out at the United States and NATO, and in this kind of hybrid warfare, it deploys cyber tools to attack American companies or American infrastructure.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Schiff had not seen evidence of such Russian efforts at the time. Fresher information, however, suggests \u201cthe magnitude of Russia\u2019s cyber capacity is fairly consequential, and it\u2019s coming,\u201d <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2022\/03\/22\/biden-russia-mulling-cyberattacks-on-us\/\" target=\"_blank\">President Joe Biden said<\/a> March 21. The U.S. Cybersecurity and Infrastructure Security Agency has echoed the message.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden had previously said the U.S. would respond to Russian aggression in cyberspace. Exactly what that would entail was not clear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bryan Vorndran, the assistant director of the FBI\u2019s cyber division, on March 29 <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/03\/23\/lawmakers-draw-battle-lines-for-fy23-defense-spending-ahead-of-white-house-budget-release\/\" target=\"_blank\">told Congress<\/a> Russia was a \u201cformidable foe.\u201d He also confirmed reports that Russia was increasingly scanning U.S. critical infrastructure, moves that could precede a hack.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRussia is one of the two most capable cyber adversaries we face globally,\u201d Vorndran said, answering a question from Rep. Sheila Jackson Lee, a Texas Democrat. \u201cWhether they have the ability to completely destabilize our country and win a war is a whole different conversation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/mid.ru\/en\/press_service\/spokesman\/official_statement\/1806906\/\" target=\"_blank\">Russian foreign ministry<\/a> on Tuesday accused the U.S. of \u201cwaging a large-scale cyberattack\u201d against the country, specifically targeting \u201cgovernment agencies, media outlets, critical infrastructure and vital facilities.\u201d The ministry said those responsible \u2014 inspirers, operators and culprits \u2014 would be held to account.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vorndran in written testimony described cybersecurity as a national security imperative, a matter he further said is underlined by ongoing international tumult.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Department of Defense\u2019s fiscal year 2023 budget request, revealed March 28, included <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2022\/03\/28\/pentagon-seeks-112-billion-for-cyber-in-fy23-budget-request\/\" target=\"_blank\">$11.2 billion for cyber<\/a> \u2014 some $800 million, or nearly 8%, more than the Biden administration\u2019s previous ask.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pentagon officials emphasized the continued spending in the domain and on related capabilities, like U.S. Cyber Command\u2019s Cyber Mission Force teams.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe administration\u2019s defense topline includes $276 billion for investment,\u201d Deputy Secretary of Defense <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2022\/03\/18\/pentagons-jadc2-strategy-focuses-on-approach\/\" target=\"_blank\">Kathleen Hicks<\/a> said. \u201cThat includes procurement and research, development, test, and evaluation.
