{"id":31708,"date":"2021-09-02T12:32:00","date_gmt":"2021-09-02T12:32:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2021\/09\/02\/georgia-cyber-incubator-tries-to-stoke-military-innovation\/"},"modified":"2026-08-08T18:12:45","modified_gmt":"2026-08-08T18:12:45","slug":"georgia-cyber-incubator-tries-to-stoke-military-innovation","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/industry\/2021\/09\/02\/georgia-cyber-incubator-tries-to-stoke-military-innovation\/","title":{"rendered":"Georgia cyber incubator tries to stoke military innovation"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">AUGUSTA, Ga. \u2014 The Georgia Cyber Center, a public-private collaboration to strengthen cybersecurity, wants to help improve the way the military develops technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The two-building campus in this city about two hours outside Atlanta started with $106 million from the state as it tries to create a reputation as a \u201c<a href=\"https:\/\/www.gacybercenter.org\/announcements\/deal-announces-35-million-for-cybersecurity-center-expansion\/\" target=\"_blank\">Silicon Valley of the South<\/a>.\u201d Companies, academic teams, and federal and state government entities \u2014 including varied defense contractors and some military satellite offices \u2014 rent spaces and collaborate in hopes of leading a revolution in cybersecurity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOne of the great things about the center \u2026 it\u2019s really about being a convener and a facilitator,\u201d Eric Toler, the center\u2019s executive director told C4ISRNET at the recent <a href=\"https:\/\/www.c4isrnet.com\/smr\/technet-augusta\/\" target=\"_blank\">TechNet Augusta<\/a> conference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the military has tried to adapt to the digital world, it sometimes has experienced a disconnect with the eccentric and creative nature of Silicon Valley and the startup world that revolve around tighter timelines for software drops. Military personnel are often siloed in drab government office buildings with strict rules, <a href=\"https:\/\/www.defensenews.com\/smr\/cultural-clash\/2019\/01\/28\/it-wasnt-a-fun-place-to-work-dods-cultural-hurdles-in-attracting-tech-talent\/\" target=\"_blank\">an atmosphere criticized at times<\/a> for stifling innovation and hindering efforts to find and keep employees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a result, the military has attempted to dip its toes in this starkly different tech world and in some cases emulate its workspaces and culture that foster cooperation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re trying to make a much less constrained environment,\u201d said Toler, a former Army cyber and intelligence leader. \u201cYou don\u2019t have to follow necessarily, if you\u2019re doing a development project, the exact same rules \u2014 and not that you\u2019re going to break any rules, but we have far less here.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While adopting a startup mentality and fostering a more creative space than standard-fare government buildings might seem trivial, some have said such efforts are important to attracting and retaining talented people, as was the case with the Air Force\u2019s <a href=\"https:\/\/www.c4isrnet.com\/it-networks\/2019\/01\/14\/how-the-air-forces-new-software-team-is-proving-its-worth\/\" target=\"_blank\">Kessel Run software facility in Boston<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Toler said the Georgia Cyber Center was designed specifically so it doesn\u2019t feel like a government building.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI knew that we got it right when I had a group of soldiers come in and I said, \u2018How are you all doing?\u2019 They said, \u2018Whenever I come here, I feel so free to think.\u2019 And I\u2019m like, \u2018Yes! We have it right.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The collaborative nature of the center, which hosts offices for the Defense Digital Service and Army Cyber Command\u2019s Technical Warfare Center, might allow the government to shorten its requirements timeline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019ve seen it at the DoD level where operations from your requirements to your acquisition and fielding aren\u2019t always aligned. We have the opportunity to get that right, at least in the cyber domain,\u201d Toler said, adding that research being conducted at the center can be pulled into a current or future requirement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He noted that the center has no stake in defense or government contracts, but the effort is really about bringing people together to create and solve problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen people start coming together and having a conversation \u2014 it can be downstairs over a cup of coffee \u2014 it\u2019s like, \u2018Yeah we\u2019re really challenged with this problem.\u2019 And then you\u2019ve got like two industry partners that say, \u2018We already have a solution to that problem,\u2019\u201d Toler said. \u201c\u2018Really? Can we buy it?\u2019 Yeah, and guess what? It\u2019s cheap because it\u2019s already developed. We don\u2019t have to go through this six-year process of articulating a requirement that no one can understand.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the flip side, technology the DoD has developed could be of use to commercial industry or a Georgia government department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Exposure to how the commercial sector operates and conducts its business in the tech world can also be a boon for military personnel who work in the center. The department has discovered the power of allowing its members to participate in internships while still on active duty to gain important experience and insights in the business sector that they can bring back to their jobs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Toler sees potential to make this kind of cooperation much more frequent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Army has a phenomenal program where we can select a few officers and they can go train with industry for a year, but it\u2019s very selective and it\u2019s very small,\u201d he said. \u201cWhat if you could give every soldier that opportunity? Not a year at a time, maybe it\u2019s two weeks. We\u2019ve got this project going on, we want to work on a new software application for X. Hey, let\u2019s build a team, let\u2019s go work on it, we\u2019ve got space to do that, and we\u2019ll see where you are at the end of two weeks.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a military commander, he said he would allow soldiers take a month tour with industry. He noticed when they came back, they were very refreshed, learned new skills, met new people, and returned with ideas, all of which made the unit
