How the Navy currently manages those repairs means jarheads will continue to deploy late to the fight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Dec. 3 <a href=\"https:\/\/www.gao.gov\/assets\/gao-25-106728.pdf\" target=\"_blank\">Government Accountability Office report<\/a>, which detailed an audit from April 2023 to December 2024 at Naval Station Norfolk, Virginia, and Naval Base San Diego, California, provided a decade\u2019s worth of data regarding underperforming amphibious warfare ships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the report, Marine Corps <a href=\"https:\/\/www.gao.gov\/assets\/gao-25-106728.pdf\" target=\"_blank\">data from 2011 to 2020<\/a> showed that the specific class of ships were available for operational tasks only 46% of the time.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/marinecorpstimes\/news\/your-marine-corps\/2020\/08\/05\/heres-what-narcos-could-teach-marines-sailors-about-cocaine-logistics\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/cutter-stratton-seizes-cocaine-from-narco-sub.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Here\u2019s what narcos could teach Marines, sailors about \u2018cocaine logistics&#8217;<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Some unorthodox thinking from junior sea service officers looks at the drug trade for ideas about how to fight future wars.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Earlier this year, meanwhile, the Boxer and America amphibious readiness groups \u2014 and their associated Marine Expeditionary Units \u2014 were hampered with missed exercises and delayed deployments due to<a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2024\/06\/20\/navy-slows-procurement-of-key-vessel-for-marine-littoral-maneuvers\/\" target=\"_blank\"> the unavailability of the vessels<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The GAO report made four recommendations to the Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among them, researchers suggested that the secretary of the Navy as well as the Marine Corps commandant refine definitions on amphibious ship availability and establish a period for completing a joint-service plan on availability concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy secretary also should ensure that the chief of naval operations updates ship maintenance policy to clarify that depot maintenance should not be canceled for amphibious warfare ships slated for divestment, the report added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lastly, the secretary and chief should establish performance goals for implementing amphibious readiness review recommendations, according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lt. Col. Joshua Benson told Marine Corps Times in an email statement that the GAO findings and recommendations align with the service\u2019s perspective on the matter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe current state of readiness impacts the Marine Corps\u2019 capacity to support Combatant Commander\u2019s needs, to maintain a 3.0 presence with Marine Expeditionary Units performing heel-to-toe deployments, and ultimately limits our ability to respond to crisis around the globe,\u201d said Benson, spokesman for Marine headquarters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy officials concurred in whole or in part with all of the report\u2019s recommendations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy currently has 32 amphibious warfare ships in its fleet, one more than the <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/05\/02\/marines-want-31-amphibious-ships-the-pentagon-disagrees-now-what\/\" target=\"_blank\">congressionally mandated requirement<\/a>. Half of those <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2024\/06\/18\/marines-corps-landing-ship-taking-longer-costing-more-than-planned\/\" target=\"_blank\">ships<\/a>, however, are in non-operational status, though they were previously counted as operational by the Navy, even when undergoing maintenance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But when a ship is non-deployable, Marines are left high and dry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this year the sister services reconciled on the definition of non-operational, which now includes ships in maintenance, though report authors dinged the services for not clarifying what types of maintenance would designate a ship as non-operational.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Navy considers a ship undergoing an intermediate maintenance period to be capable of stopping maintenance work and getting underway within four days &#8230; to perform a mission,\u201d according to the <a href=\"https:\/\/www.gao.gov\/assets\/gao-25-106728.pdf\" target=\"_blank\">report<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Repair, maintenance and modernization needs, however, can put a ship out of service for anywhere between six months and three years. One ship identified in the report has gone 12 years without deploying.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But when GAO staff toured the amphibious dock landing ship Germantown in October 2023, officials told them, \u201cThe ship could not deploy within 96 hours due to the extensive amount of maintenance in its ongoing intermediate maintenance period.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of September 2024, ships in the Navy\u2019s amphibious warfare fleet include two (LHA) amphibious assault ships, seven (LHD) amphibious assault ships, 13 (LPD) amphibious transport dock ships and 10 (LSD) dock landing ships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the 32 amphibious warfare ships, 16 are not expected to reach their 40-year service life. However, the entire fleet will need to serve beyond that time limit to maintain at least a 31-amphibious warfare ship requirement, according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That will cost an estimated $1 billion per ship, the report said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A $9.6 billion deal inked in September between the Navy and shipbuilder Huntington Ingalls Industries to build three new amphibious transport dock ships will, in a few years, help slow \u2014 but not stop \u2014 the bleeding when it comes to amphibious warfare ship availability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/industry\/2024\/01\/08\/hii-warns-of-potential-carrier-amphib-issues-in-fy25-budget-request\/\" target=\"_blank\">Defense News reported <\/a>in January that Huntington Ingalls Industries was uncertain it could deliver amphibious warfare ships to the Navy if an extended pause on the shipbuilding funding continued.
