Those platforms make up the bulk of American military airpower.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Service officials set yearly benchmarks for a metric called the \u201cmission-capable rate,\u201d or how often a type of aircraft can fly and perform at least one of its combat missions, like close air support or target tracking. Those targets can vary by airframe and by year.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2022\/02\/14\/us-air-force-fleets-mission-capable-rates-are-stagnating-heres-the-plan-to-change-that\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/F-15-refueling-KC-135.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Air Force fleet\u2019s mission-capable rates are stagnating. It\u2019s gained almost no ground.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">GAO found that 26, or about half, of the aircraft studied never reached their annual readiness goal between fiscal 2011 and 2021, despite the Pentagon spending tens of billions of dollars on aircraft maintenance each year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That includes all three Army and nine Marine Corps aircraft in the report, six of 22 Air Force platforms, and eight of 15 Navy airframes. They span 10 types of rotorcraft, eight kinds of fighter jets, three tanker aircraft, three cargo planes and two command-and-control platforms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Just five airframes met their mission-capable goals in at least half of the years studied, and only one \u2014 the Air Force\u2019s Vietnam War-era UH-1N Huey helicopter \u2014 hit the mark every year.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2022\/03\/03\/navy-upping-its-aircraft-goals-beyond-former-defense-secretary-mattis-80-readiness-challenge\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6563587.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy upping its aircraft goals beyond former defense secretary Mattis\u2019 80% readiness challenge<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. Navy didn\u2019t sit tight when it reached a Pentagon goal to make 80% of its F\/A-18E-F Super Hornets mission capable. It raised the bar.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In 2021 alone, just two of the 49 fleets reached their goals. Seventeen fleets fell short by up to 10 percentage points, while 30 missed the mark by more than 10 points, GAO said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe average mission-capable rate for the selected aircraft has fallen for the Air Force, Navy and Marine Corps, to varying degrees,\u201d the watchdog said. \u201cThe average mission-capable rate for the selected Army aircraft has risen.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, Air Force Times <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2022\/02\/14\/us-air-force-fleets-mission-capable-rates-are-stagnating-heres-the-plan-to-change-that\/\" target=\"_blank\">reported in February<\/a> that, on average, seven out of every 10 planes were available as needed for combat missions, training or other routine operations last year. That number has barely budged in recent years despite concerted efforts to ready aircraft for war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lackluster mission-capable rates don\u2019t necessarily mean an airframe can\u2019t deploy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But they can be a sign that part of a fleet is suffering while resources are focused on keeping the rest aloft, that the fleet is too busy for dedicated maintenance, or that they need to return for tune-ups after minimal flying.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2021\/01\/20\/the-defense-department-still-isnt-meeting-its-f-35-readiness-goals\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/200802-F-BT522-9460.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The Defense Department still isn\u2019t meeting its F-35 readiness goals<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Today, only 36 percent of F-35s are capable of performing all of the missions it was designed to accomplish.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Conversely, high rates can be a sign that airframes aren\u2019t working hard enough. Air Force officials have noted that a jet\u2019s mission-capable rate is highest when it\u2019s freshly repaired and on the ground \u2014 not gathering wear and tear in flight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some leaders have begun shying away from those rates as a meaningful sign of combat readiness, saying that statistics like sorties logged and maintenance turnaround times offer more insight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon spent about $54 billion to operate and support the airframes reviewed in the study in 2020, nearly $3 billion less than in 2011, GAO said. However, maintenance grew more expensive by $1.2 billion in the same timeframe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Changes in the size of aircraft inventories, as well as how often pilots are flying, were the biggest drivers of those shifts, according to the report.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2022\/07\/27\/after-years-of-inattention-congress-scrambles-to-save-defense-supply-chain\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1204740322.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">After years of inattention, Congress scrambles to save defense supply chain<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Increasingly worried by the extreme foreign dependence of defense industrial supply chains, Congress is teeing up legislation to address semiconductors and critical mineral vulnerabilities.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Military officials are also trying to focus more on the supply chain and workforce issues that cause mission-capability shortcomings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Staffing shortages, manufacturing delays for critical components, unscheduled maintenance and the dwindling number of companies that can support decades-old aircraft are among the most pressing problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The military also lags behind the commercial aviation sector in predicting when and how aircraft parts will fail, a crucial way to reduce maintenance delays or avoid them altogether.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The services are reviewing the health of each airframe\u2019s sustainment enterprise as required by law, though not as quickly as GAO might like.
