{"id":32413,"date":"2022-04-06T16:20:19","date_gmt":"2022-04-06T16:20:19","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/04\/06\/more-javelins-for-ukraine-amid-questions-about-us-supplies\/"},"modified":"2026-08-07T22:39:26","modified_gmt":"2026-08-07T22:39:26","slug":"more-javelins-for-ukraine-amid-questions-about-us-supplies","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2022\/04\/06\/more-javelins-for-ukraine-amid-questions-about-us-supplies\/","title":{"rendered":"More Javelins for Ukraine amid questions about US supplies"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 The U.S. has approved another $100 million in Javelin anti-tank weapons for <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2022\/04\/05\/pentagons-top-general-suggests-more-permanent-basing-in-europe-but-with-rotational-manning\/\" target=\"_blank\">Ukraine <\/a>from U.S. military stocks, for a total of $1.7 billion in U.S. aid committed since Russia\u2019s invasion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI have authorized, pursuant to a delegation from the President earlier today, the immediate drawdown of security assistance valued at up to $100 million to meet Ukraine\u2019s urgent need for additional anti-armor systems,\u201d Secretary of State <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2022\/01\/07\/blinken-warns-russia-ahead-of-talks-on-ukraine\/\" target=\"_blank\">Antony Blinken<\/a> said in a statement on Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ukraine\u2019s use of Javelins and anti-aircraft <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2022\/02\/28\/amid-fears-of-russian-air-dominance-us-to-send-anti-aircraft-stingers-to-ukraine\/\" target=\"_blank\">Stinger<\/a> missiles supplied by the U.S. and its allies has taken center stage in Ukraine\u2019s fight to repel Russia. U.S. defense officials credit Javelins with blunting Russia\u2019s armored forces and Stingers with denying Russia air superiority \u2015 all while Russia\u2019s forces are<a href=\"https:\/\/www.militarytimes.com\/flashpoints\/ukraine\/2022\/03\/10\/russians-were-shooting-civilians-ukraine-refugees-saw-abuses\/\" target=\"_blank\"> stumbling logistically<\/a> and cannot link their air and ground power.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Javelin, the Stingers have proven to be very, very effective in this fight. The Pentagon is working on it.<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A top Pentagon official told lawmakers on Wednesday the Biden administration is working to accommodate NATO ally Slovakia\u2019s offer to send more S-300 surface-to-air missile systems to Ukraine, in the wake of Russia\u2019s invasion.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">At the hearing, Air and Land Subcommittee chairman <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/11\/02\/us-defense-allies-push-to-block-new-buy-american-boost\/\" target=\"_blank\">Donald Norcross<\/a>, D-N.J., asked Joint Chiefs Chairman <a href=\"https:\/\/www.defensenews.com\/pentagon\/2019\/07\/25\/milley-confirmation\/\" target=\"_blank\">Mark Milley<\/a> whether the shipments of U.S. weaponry could be depleting supplies to risky levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have a strategic stockpile that has been formulated based on risk over the years,\u201d Norcross said. \u201cAre we anywhere close right now to depleting what we need &#8230; for our own protection?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Milley told Norcross the answer is no.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat we\u2019ve supplied is a wide variety of small arms munitions, machine guns, grenades, grenade launchers,\u201d Milley said. \u201cWe\u2019re still meeting our mission requirements for Javelin, so we\u2019re not breaking any of those red lines.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since Congress allotted the Pentagon $3.5 billion to backfill its supplies as part of a <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/03\/09\/bidens-ukraine-aid-package-is-getting-super-sized-by-congress\/\" target=\"_blank\">$1.5 trillion government spending package<\/a> signed into law last month, the department has been trying to figure out how to do it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Army\u2019s acquisitions and logistics chief, <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/09\/21\/biden-to-nominate-former-house-staffer-as-army-acquisition-boss\/\" target=\"_blank\">Doug Bush<\/a>, <a href=\"https:\/\/www.defensenews.com\/land\/2022\/03\/25\/stinger-and-javelin-production-can-be-boosted-says-army-acquisitions-chief\/\" target=\"_blank\">said at a March 25 Defense News event<\/a> Javelins are \u201cat a high production rate, but they can go higher\u201d with industry\u2019s help. To replenish stocks for the Javelin and the Stinger, which is in low-rate production primarily for foreign customers, the Pentagon would need to address some supply chain concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re working through those issues right now,\u201d Bush said. \u201cCongress provided a large amount of money in the omnibus to help us replenish our stocks, which we greatly appreciate, and we are very close to being ready to inform Congress of our first moves in that direction.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raytheon Technologies produces Stingers and a Raytheon-Lockheed Martin joint venture makes Javelins.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Norcross told Defense News the issue raises the question of whether to spend money accelerating production on older weapons for Ukraine that the U.S. military isn\u2019t using. It also highlights the defense industrial base\u2019s broader weaknesses in the area of ammunition and its components.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is nothing preventing the United States from helping our friends in Ukraine with Stingers and Javelins. We have a strategic reserve of these items,\u201d Norcross said: \u201cWhat I also want bring into the conversation is many of those weapons that we\u2019re talking about are of a design of decades ago. Is it the best use to reengage those lines or to upgrade? How long will that take versus what we need? What might we potentially need for Ukraine or other countries?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new authorization follows <a href=\"https:\/\/www.defensenews.com\/pentagon\/2022\/04\/05\/dod-to-fast-track-300-million-in-ukraine-aid-procurements\/\" target=\"_blank\">$300 million in aid<\/a> the Pentagon announced last week it would expedite, and would mark the sixth drawdown of arms, equipment, and supplies from Pentagon inventories for Ukraine since August 2021.
