{"id":32965,"date":"2015-09-12T14:55:37","date_gmt":"2015-09-12T14:55:37","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2015\/09\/12\/analysts-kuwait-buy-could-reinvigorate-typhoon-in-gulf\/"},"modified":"2026-08-07T22:41:52","modified_gmt":"2026-08-07T22:41:52","slug":"analysts-kuwait-buy-could-reinvigorate-typhoon-in-gulf","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/industry\/2015\/09\/12\/analysts-kuwait-buy-could-reinvigorate-typhoon-in-gulf\/","title":{"rendered":"Analysts: Kuwait Buy Could &#8216;Reinvigorate&#8217; Typhoon in Gulf"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">ROME and LONDON \u2014\u00a0Kuwait&#8217;s plan to buy 28 Eurofighter aircraft covers new-build, third\u00a0tranche, swing-role versions, complete with\u00a0electronic\u00a0scanned radar and weaponry, an Italian source familiar with the\u00a0agreement said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;These will be the most advanced Eurofighters yet, and Kuwait will be\u00a0the first country to have an e-scan Eurofighter,&#8221; the\u00a0source said.\u00a0&#8220;The aircraft will be completely swing role and involve a weapons package.&#8221;<\/p>\n\n\n\n<p>Italy, which partners with the UK, Germany and Spain on the Eurofighter\u00a0program, took the lead in the marketing campaign in Kuwait, which\u00a0culminated in an agreement Sept. 11<span class=\"rte rte-comment\">on Friday<\/span>, the Italian government said after\u00a0a meeting in Rome between the prime ministers of Italy and Kuwait.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Both welcomed the signing of a memorandum of understanding on the\u00a0Eurofighter,&#8221; the Italian government said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The source said the deal, which is worth \u20ac7 billion to \u20ac8 billion (US$7.9 billion to $9 billion),\u00a0would be\u00a0finalized by year end, with deliveries starting in 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A deal for a swing-role fighter with weapons could involve munitions\u00a0such as the Storm Shadow and Meteor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Industry sources in the region said Kuwait has agreed to buy 22 single-seat and six twin-seat Typhoons. One industry executive said the\u00a0agreement is welcome, not least because after a flurry of Middle Eastern\u00a0successes this year for French rival Dassault with the Rafale, the\u00a0Kuwaiti decision &#8220;reinvigorates other opportunities in the gulf region\u00a0for Typhoon.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">France secured deals for the Rafale in Qatar and Egypt earlier this year,\u00a0and deliveries to Cairo are underway.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A second Italian source said that over 50 percent of the value of the\u00a0Eurofighter deal in Kuwait would be pocketed by Italy&#8217;s Finmeccanica,\u00a0which is among the European countries building Eurofighter structures\u00a0but also works on systems for the aircraft through its Selex unit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first source said the aircraft would be new-build\u00a0and not diverted\u00a0from Italy&#8217;s\u00a0Eurofighter order book. The deal, he added, would involve\u00a0ground crew training, logistic support, air base infrastructure upgrades\u00a0and liaison\u00a0between the Italian and Kuwaiti air forces to offer\u00a0operational support for electronic systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kuwaiti pilots would likely train at the Italian Air Force&#8217;s Grosseto\u00a0Air Base, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Saudi Arabia and Oman are already Typhoon customers in the region. The\u00a0Saudis have been talking about a further buy of the jets and Bahrain is\u00a0another potential customer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">News that the Italian and Kuwaiti governments have been in detailed\u00a0discussions over the sale has been circulating since midyear. The deal\u00a0follows reports in May that the Kuwaitis were in discussions with the US\u00a0to purchase up to 40 Boeing F\/A-18 fighters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The position on those negotiations is unknown, although there has been\u00a0some speculation in the past that the Kuwaitis could go for a split buy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A US source acknowledged there is always a chance for a split buy from\u00a0Kuwait, and said talks on a\u00a0Super Hornet sale to Kuwait are proceeding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While declining to name Kuwait specifically, a Boeing spokeswoman said\u00a0the company and the US government are still in conversation with\u00a0potential Middle Eastern customers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first Italian source said the government-to-government memorandum of understanding between\u00a0Italy and Kuwait covered a contract that had been agreed but would now\u00a0require ratification by the Kuwaiti parliament and national audit office.<\/p>\n\n\n\n<p>Doug Barrie, the senior air analyst at the International Institute for <span class=\"rte rte-comment\">of\u00a0<\/span>Strategic Studies in London, said the deal could be a significant boost\u00a0for the fortunes of the Eurofighter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;If the deal is concluded it will be a welcome step back onto the\u00a0front foot for the Typhoon after reverses in the region at the hands of\u00a0the Rafale. The caveat,\u00a0though, is it can be a tough task\u00a0to\u00a0pull\u00a0defense\u00a0deals over the finishing line in Kuwait,&#8221; he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said the idea of a split buy with the F\/A-18 Super Hornet is not out\u00a0of the question but it depends on how big the Kuwaitis want their Air Force to be and whether they are prepared to support the infrastructure\u00a0expansion that would require.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One European executive said he had always assumed any F\/A-18 buy would\u00a0be to replace the older version of the US jet already in the fleet and\u00a0not as part of expansion plans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sourcing combat jet fleets from different suppliers is common practice\u00a0in the region, leading some executives to think that Qatar, which earlier\u00a0in the year agreed to buy 36 Rafale jets, may also opt to make another\u00a0purchase of European or US jets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second Italian source said he did not rule out Qatar now choosing\u00a0the Eurofighter to complete a split buy alongside its Rafales.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">News of the Typhoon success was the European defense aerospace\u00a0industry&#8217;s second reason to celebrate inside a few days.\u00a0European fighter rival\u00a0Saab announced Sept 10 that all conditions\u00a0required to complete the 39.3 billion Swedish krona\u00a0(US$4.7 billion) deal selling 36 Gripen NGs to\u00a0Brazil had been
