Truman when it comes before congress this spring.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Joe Courtney, D-Conn., told reporters he there was no chance the measure would be endorsed in his subcommittee this year during the 2020 National Defense Authorization Act markup.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is really a 2021 issue in terms of timing, when the Truman has to go into its refueling,\u201d Courtney said. \u201cSo I think in terms of it getting any endorsement in the seapower mark this year I think is zero.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2018\/11\/16\/will-looming-budget-cuts-bust-up-the-navys-plans-for-an-enormous-fleet\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/reagan_stennis.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Will looming budget cuts bust up the Navy\u2019s plans for an enormous fleet?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Navy has been spoiled by an embarrassment of riches the last three budget cycles, but President Trump has signaled he plans to flip on the lights, cut the music and put an end the party. What will that mean for the 2020 budget?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Courtney\u2019s comments come on the heels of <a href=\"https:\/\/breakingdefense.com\/2019\/02\/pentagon-to-retire-uss-truman-early-shrinking-carrier-fleet-to-10\/\" target=\"_blank\">a Breaking Defense report<\/a> that the Pentagon was planning to cancel the Truman\u2019s planned 2024 mid-life refueling and decommission the carrier in an effort to save $30 billion over 25 years. The Navy has to plan for major carrier midlife overhauls years in advance. If the Navy were going to cancel Truman\u2019s overhaul, the service would have to make the decision soon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the Truman is too young to pull out of service, Courtney said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Truman is only about 25 years old which in [terms of] an aircraft carrier is actually pretty young,\u201d he said. &#8220;So, we just approved a two-carrier block buy in September. So to do that and then reduce the size of the carrier fleet seems like a contradictory policy, as far as I\u2019m concerned.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Back to the future<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is the second time in the past decade the Navy has tried to cancel a mid-life reactor refueling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the Obama administration, the Navy tried to decommission the carrier George Washington when it returned from its forward deployed status in Japan. That effort died after the White House backed down from the plan in 2014.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal came about as a result of across-the-board spending cuts in 2013 mandated by the Budget Control Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the time, the move faced fierce opposition from Capitol Hill. The Navy was already seeing record deployment lengths due to standing carrier presence requirements, and removing a carrier from the inventory would have only exacerbated the problem. Lawmakers also argued that giving up a carrier would signal a retreat from American seapower.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Courtney noted that a few years back, then Congressman Mick Mulvaney, now President Trump\u2019s chief of staff, introduced a measure to reduce the number of carriers required by law from 11 to 10.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That move became a point of contention with the late Sen. John McCain, then head of the Senate Armed Services Committee, who refused to back Mulvaney as Trump\u2019s budget director, in part due to the carrier measure.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Rep.
